About this file
This is a Question and Answer (Q&A) Log documenting vendor inquiries and government responses for Solicitation 1605C1-26-Q-00067, a Department of Labor OSHA procurement for noise dosimeters. The solicitation is a 100% small business set-aside, with quotes extended to July 17, 2026 at 3:00 PM EST, and will result in a Firm Fixed-Price Blanket Purchase Agreement (BPA) awarded on a Lowest Price Technically Acceptable (LPTA) basis for the period July 21, 2026 through July 20, 2031.
The government clarified that all technical requirements are mandatory, including: Class 1 Division 1 and/or Class 1, Zone 0 intrinsic safety ratings; Bluetooth connectivity (wired USB connectivity alone is unacceptable); rechargeable dosimeters with a docking/charging station accommodating all five units; and Windows 11-validated software. All products must comply with ANSI S1.25 acoustic performance standards, include an acoustical calibrator meeting ANSI S1.30 class 2 compliance, and be manufactured in America under Buy American Act requirements. The government will consider alternate NAICS codes appropriate to the requirement, though NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) was specifically confirmed as acceptable. Only small businesses are eligible for award, and foreign-manufactured COTS products will not be considered. Inquiries should be directed to Daria Johnson (Johnson.Daria.s@dol.gov) and Maria M. Britton (britton.maria.m@dol.gov).

Sheet1
| Section | Question | Response |
| SOW Section 3.0 - Intrinsic Safety | Section 3.0 requires the noise dosimeter to be intrinsically rated for Class 1 Division 1 and/or Class 1, Zone 0. Is the intrinsic safety rating a mandatory minimum for technical acceptability, or would the Government consider dosimeters that meet all acoustic performance requirements of ANSI S1.25 but do not carry an intrinsic safety rating? | The rating requirement is mandatory. The government will not consider noise dosimeters that do not meet the referenced requirements from the SOW. |
| SOW Section 3.0 - Bluetooth | Is Bluetooth connectivity a mandatory requirement, or would wired USB connectivity providing full remote data download capability be considered technically acceptable? | Yes, Bluetooth connectivity is mandatory. Wired USB download by itself without the required bluetooth capabilityis not acceptable. |
| SOW Section 3.0 - Docking/Charging Station | Section 3.0 requires a docking/charging station accommodating all five dosimeters. Would the Government accept dosimeters powered by field-replaceable batteries (e.g., 9V alkaline), which eliminate charging downtime, in lieu of rechargeable units with a docking station? | No, the specified requirement is mandatory. |
| SOW Section 3.0 - Software | Regarding the Windows 11 software requirement: will software validated on prior Windows versions be acceptable if the vendor certifies Windows 11 compatibility, or is vendor-published Windows 11 documentation required at the time of quote submission? | Validated Windows 11 compatibility is required. |
| Set-Aside / FAR 52.225-1 | Given the 100% small business set-aside, does an SBA class waiver of the nonmanufacturer rule (13 CFR 121.406) apply to this procurement, or must offerors furnish the end product of a domestic small business manufacturer? Additionally, will foreign-manufactured COTS end products be considered, subject to the Buy American evaluation penalty? | All products are required to be made in America and meet all BAA requirements. |
| With reference to the above RFQ for noise dosimeters, I notice that the bid document does not reference any particular technical specifications for the requested product, which is unusual for OSHA. Normally there is a defined specification criteria for the products the department is looking to procure. |
Is this an oversight or are you willing to accept bids from any product which is a "noise dosimeter"?
| Can you kindly confirm please? | Technical requirements are identified in ANSI S1.25 as cited in the SOW, the Bluetooth connectivity requirement, the intrinsic safety requirement, and the requirement for acoustical calibrator to meet ANSI S1.30 class 2 compliance. | ||
| Is the small business set-aside firm or can large businesses submit a quote? | Only Small Businesses will be considered for award. | ||
| Will the Government consider NAICs Code 334516– Analytical Laboratory Instrument Manufacturing ? | The Government is open to alternate NAICS Codes as long as it's appropriate to the requirement. |
