QUESTION RESPONSE
As this is a 8(a) set aside, would the Government consider reducing the project value required for L.8.2.2.1.1 Experience from $5 to $10 million to $3 to $10 million?
The project value required in L.8.2.2.1.1, "Experience," is aligned with the estimated Magnitude of Construction per FAR 36.204.
2 I would like to do a walkthrough of the building. How can I get access?
As advertised in the Request for Proposal (RFP), Section L.5, an organized site visit was held on Wednesday, March 27, 2024. No further site visits are planned. The attendee list from the 3/27/2024 visit is attached with
Amendment 0001.
If an offeror has a signed teaming agreement with a subcontractor, can the offeror use the past performance of the teaming partner to meet the requirement for three relevant projects?
Past Performance is not an evaluation factor for this RFP, but the
Government will evaluate Experience (L.8.2.2.1.1) as part of an offeror's
Technical Approach (Factor 1). As stated in the RFP, the intent of Factor 1
Technical Approach/Experience is to "evaluate the project experience of the Offeror and its JV partners, if applicable, and subcontractors." The projects an offeror submits is a business decision of the firm(s) submitting a proposal.
Will a teaming agreement be acceptable for past performance requirements?
Past Performance is not an evaluation factor for this RFP, but the
Government will evaluate Experience (L.8.2.2.1.1) as part of an offeror's
Technical Approach (Factor 1). Teaming agreements are a business decision of the firm(s) submitting a proposal.
Will a JV agreement be acceptable for past performance and can this be formed after proposal?
Past Performance is not an evaluation factor for this RFP, but the
Government will evaluate Experience (L.8.2.2.1.1) as part of an offeror's
Technical Approach (Factor 1). Additionally, see RFP Sections L.8.2.2.1.1 and L.8.2.3.2.5 for Joint Venture requirements.
Do the past performance requirements consider a ground up project to be similar?
Past performance is not an evaluation factor for this RFP, but the
Government will evaluate Experience (L.8.2.2.1.1) as part of an offeror's
Technical Approach (Factor 1). The projects are submitted in response to the RFP is a business decision of the firm(s) submitting a proposal. The definition of "relevant projects" is located in the RFP, Section L.8.2.2.1.1, Experieince.
Regarding past experience for similar projects. Will similar commercial projects suffice or do they have to be federal projects that are similar to this job?
Yes, projects completed for State, Local and Commercial entities may be considered relevant, if they meet the other relevancy requirements as described in the RFP, Section L.8.2.2.1.1.
Section L Paragraph L.8.2.2.2.1 CPM Schedule states that the proposal schedule must be submitted in Microsoft Project, however, Primavera P6 is also a standard schedule software. Please confirm if Primavera P6 will be allowed for proposal schedule submission.
The RFP requires Microsoft Project and is the only version that will be accepted for the technical submission.

Are there any specific requirements on how to video the training or who does the video during Commissioning?
There are no specific requirements on how to video the training, only that the commissioning agent (CxA) is to record all training sessions. See the Statement of Work, Section E. Other Standards, Sub‐section 8.
Commissioning, Item e. 4. on page 9 of 58, which states “The CxA shall record a video of this training for inclusion in the Substantial Completion documentation”.
Are there any security background checks that are required for the workers to be on site? Any badging requirements?

Questions & Answers

Renovation & Mold Remediation of Magnolia Hall, Building 10
Gulfport Job Corps Center, Gulfport, MS
RFP states work will also include coordination with the Job Corps Data
Center for security, data and communication upgrades. Can you clarify if this means the JCDC will be installing the upgrades themselves and we need to coordinate with them on the work or if this is coordination with them in the design process and we will have our own communications contractor for the project?
JCDC will be installing the upgrades. The contractor needs to coordinate with JCDC on the JCDC work. See the Statement of Work, Section IV.
Extent of Work, Sub‐section A. Design Objectives, Item 6, on page 21 of
58, which states “The Contractor shall consult and coordinate with the
Job Corps Data Center at the 50% design process to include data outlets, security equipment (e.g., cameras, electronic door hardware (card readers), and other devices) and communication closet requirements”.
Building permits will be pulled through the city of Gulfport. I spoke with them and asked if a Mississippi GC License would be required with it being a federal project and they said yes. Just wanted to verify this with it being a federal project.
Correct, this is a Federal project.
