QUESTION RESPONSE

Can DOL upload the J.6 Past Performance Questionnaire Template to sam.gov so it can be downloaded and sent to our respective clients?

The questionnaire is uploaded with the RFP document and viewable after you download from SAM.gov. You must open the RFP document in Adobe rather than a browser in order to view the attachments.

How long does the DOL expect Phase 1 proposal reviews to take place?

The length of time for the review depends on many factors and is not known at this time.

During phase one submission - are we required to submit a bondability letter from our surety company?

As part of a firm's capability statement, your firm may determine that the bonding limits are relevant and important information to include in the statement.

Is there a file limit when submitting the phase one proposal via email? ie 5MB, 10 MB?

The overall size limitation for all attachments must be at or below 25 MB per email. Submission instructions for Phase One and Two are outlined in Section L of the RFP.

The following items listed in Section J in the RFP were not included as documents.

J.3 DOL Job Corps Proposal Template J.4 Critical Path Method (SOV) Checklist J.5 Schedule of Values (SOV) Checklist J.1 Construction Wage Rate Requirements Determination state of Florida, Dade County: Building: General Decision Number:

FL20230215, dated 1/20/2023

The listed items are included in the RFP document and viewable after you download from SAM.gov. You must open the RFP document in Adobe rather than a browser in order to view the attachments.

How long will perspective offerors have to submit the Phase II proposals?

The permitted offerors will have 30 days to submit their Phase II proposal after receipt of of the invitation to participate in Phase II.

For the proposal's past performance requirement under FACTOR 3 -can we submit to the government a previously filled PPQ form used on a previously submitted proposal in lieu of Attachment J-6?

Several contracting officers and project managers have moved on and out of the position in the past five years, and we may need more time to complete new evaluations for the selected projects. If yes, the number of pages will need to be increased from the one-page limit indicated in the RFP.

RFP Section L.13.3.1.5.3.5. requires "Completed Past Performance Questionnaires emailed directly to the Contract Specialist from the past performance reference/agency POC." PPQs submitted on behalf of an offeror do not count against the 1 page per project limitation.

Under L.13.3.1.5.2. The Project Examples Past Performance is asking for information we included as part of the project summaries under Factors 1 and 2 for each selected project since that section allows up to 4 pages for each project. Can we provide the government with a list of the projects in this section since it is limited to one page? We propose listing the agency POC information and the type of Past Performance submitted. i.e., PPQ or CPARs.

The format for submission is as explained in RFP Section L.13.3.1.5.2 and L.13.3.1.5.3.

Under M.4.3.1. Relevance determination - does the project price need to be within the construction magnitude [$5-$10M] as listed in the RFP? We have a very relevant project that is just under $5M but very similar in scope, size, or complexity, and the project has been completed within five (5) years.

This is a business decision for offerors to make regarding their past performance. The magnitude of construction is provided as an advisory for prospective offerors as required by FAR 36.204 and is not specifically related to this section. Section M.4.3.1 does not specify a dollar range for scope, size, or complexity.

Will the government consider changing the construction magnitude from $1-$10M as long as the selected projects for experience meet the scope requirements of the RFP?

FAR 36.204 requires disclosure of the magnitude of construction projects in terms of physical characteristics and estimated price range and ranges are established in the FAR. DOL does not have the ability to change the magnitude.

Additionally, the disclosed magnitude of construction is not specifically related to experience requirements of scope, size, or complexity.

Under L.13.3.1.4.1. It states the Page Limit is Ten (10) pages total, with no more than four (4) pages per project. Will the government consider changing the limitation to read 12 total pages (3 projects x 4 pages)?
