Request for SF 330 Job Corps Architect-Engineer MATOC

QUESTION RESPONSE

The above referenced Special Notice listed on Sam.gov references a geographical location selection form, as not being included in the page count for responses. Criterion 5 specifically will look at location and the geographic coverage area for which the firm can perform the requirements. However, I'm not seeing the geographical selection form in the materials attached to the Notice. Will a geographical location selection form be added to the notice?

There is no prescribed form; an offeror's response in this area can be submitted in format of its choosing, e.g. on the firm's letterhead or plain paper, provided the submission meets the requirements outlined in the notice. A map of Job Corps regions and Center locations is being attached with this notice for reference.

2 Will this effort likely be solicited before the end of the calendar year?

This is an Architect-Engineering procurement being done in accordance with the provisions of FAR 36.6 and the Brooks Act.

This is a competitive procedure, and the Request for SF 330s is the first step. Due to the nature of A/E selection procedures, the issuance date for the Request for Proposals stage has not yet been determined.

3 Is this a new requirement, or does Job Corps/DOL currently have an A/E contract in place? This is a new requirement.

4 What is the direct customer office for this contract?

This requirement is for an A/E multiple award IDIQ in support of the Job Corps Program. At this time, there is no direct customer information available. During the procurement process, all communications should be directed to the Points of Contact identified in this notice.

Will the work under this contract be more related to new construction/design, or will it be more focused on the renovation/modernization of existing structures?

This requirement is for an A/E multiple award IDIQ, and specific task order requirements are not known at this time. Work under this contract may include design for new construction, as well as design for renovation / modernization of existing structures.

Potential A/E services required are described in the SAM.gov notice, as well as Attachment 1 "General Description of Work & Requirements."

6 Could you tell me if CPARs or PPQs are required for each project listed in Section F of the Job Corps A/E MATOC response?

Yes, a CPAR, PPQ, or reference sheet is required for each of the projects submitted.

7 Will the Task Orders be competitive?

This is a requirement for an A/E multiple award IDIQ. It is the Government's intent to compete Task Orders; however, the Government reserves the right to make set-aside or sole source decisions as may be appropriate and in accordance with all regulations. See also FAR 16.505(b)(2).

Is there a size limit to the electronic submission? If our file exceeds the limit, can we provide our submission in smaller submissions over multiple emails or provide a link for a secure download?

There is no file size limitation; however, if an offeror encounters an issue in this regard, smaller submissions over multiple emails is acceptable. A link for a secure download is not acceptable; and submissions received containing a link for secure download will not be reviewed/evaluated.

9 We are currently classified as a Small Business. But if next year we exceed the threshold, would this disqualify us?

Typically, a business that represents as a small business concern at the time of its initial offer is considered a small business concern for the contract, but see FAR 19.3 for additional information.

10 Page limit for SF330 Part I is 70 pages. What is the page limit for Part II and the whole document? There is no page limit for Part II.

11 Can you kindly send us the Attachment 1 “General Description of Work and Requirements”? This document is available as an attachment to this SAM notice.

The RFP does not refer back to the Scope attachments and the Scope attachment contains extensive disciplines required. Can you please clarify which disciplines are considered Key and which Personnel are considered Key personnel? Can you also please indicate what certifications and licenses the Key personnel must possess?

Key disciplines will vary per individual Task Order requirements.

Our firm is registered in SAM.gov as small business under the NAICS Code 541330 and will submit as Prime. With this solicitation being a “Total Small Business Set-Aside”, are we restricted from having consultants on our team who are considered large business?

As this is 100% Small Business Set-Aside, the prime contractor is required to be a small business, and small businesses are not inherently restricted from subcontracting with consultants that are other-than-small businesses. See also, FAR 52.219-14(e)(1), which states that for services (except construction) a contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.

Please allow the use of 10-point font for the SF330 resumes.

Requiring 12-point font for the resumes severely restricts the amount of information that we are able to show in the small boxes.

All fonts shall be at least 12 point to include text, tables and figures.

To expand on the question bove, please relax the requirement 12-point font for the entire SF330. We would like to use 10-point throughout.

16 Where will the interviews for this contract be conducted?

This information is not currently available. All information regarding interviews as part of the selection process will be determined after receipt of the SF 330s and will be shared with the firms determined to be the most highly qualified.

17 Is Part H of the SF 330s limited to 12 pt. maximum font size? No. 12 point is the minimum font size. An offeror may utilize a larger font size at its discretion.

18 How many contracts are anticipated to be awarded under this MATOC? This information is not available.

19 Will contracts be divided at all, i.e. regionally or an alternate method?

This requirement is for an A/E IDIQ in support of the Job Corps Program nationwide. The intent is to award a sufficient number of contracts to provide coverage nationally, while individual awardees may only provide coverage for a particular geographic region. An offeror does not explicitly need to demonstrate nationwide capabilities to be considered for award. Awardees would determine at the Task Order level which opportunities they are capable of performing. A map of Job Corps regions and Center locations is attached to this notice for reference.

20 Can firms submit both as a prime firm and as a subconsultant to another firm?

There is no express restriction against this. An A/E firm may submit as a prime and may be proposed as a subcontractor / consultant for a different A/E firm.

If a prime consultant has sub-consultants does the submittal need to include the teaming arrangements beyond just indicating they are a sub-consultant / Sub Contractor?

Team Arrangements should include Partnership or JV paperwork as applicable.

When the task orders are sent to the multiple A/E teams, how will the responses be evaluated. Will all task orders be competitive between all A/E teams or will some be given to selected A/E teams?

Task Order RFP procedures are described in the General Description of Work & Requirements (Attachment 1 of this notice). It is the Government's intent to compete Task Orders;

however, the Government reserves the right to make set-aside or sole source decisions as may be appropriate and in accordance with all regulations.

23 Is there a list of possible projects that may come out as task orders? This information is not currently available.

Can the Government specify any future contract(s) that the awardee of this pursuit would be precluded from as a result of any perceived organizational conflict of interest resulting from the awardee’s performance of this requirement?

This information is not currently available. DOL cannot speak to any future unknown requirements as part of this procurement.
