About this file
This amendment to a solicitation provides additional details for a design-build project for center redevelopment at the Arecibo Job Corps Center in Puerto Rico. The project includes phased construction of new buildings totaling approximately 51,400 gross square feet, demolition of existing buildings and utilities, and site improvements such as landscaping, roads, parking, septic and storm drainage, utility connections, and site lighting and security. Renovations or additions are also required for four existing buildings. Offerors must price an optional solar farm to supply up to 30% of the center's electrical needs as recommended in a Solar Farm Study. The estimated cost range is over $10 million. This is a 100% small business set-aside acquisition under NAICS Code 236220 with a size standard of $39.5 million. The solicitation response date is not extended. The amendment provides responses to offeror questions, an attendance sheet for a pre-proposal conference, and revisions to a utility services clause.

Questions/Clarifications and Responses
Solicitation No. 1605AE-21-R-00015 Center Redevelopment at the Arecibo Job Corps Center
Questions and Responses:
1. Will there be a pre-bid conference?
RESPONSE: The Pre-Proposal Conference was held on May 11, 2021 at 10:00 am EDT.
2. Is there a wage schedule for this project?
RESPONSE: Yes, there is a link to the wage decision in Section J.1 of the solicitation. The General Decision Number is PR20210001.
3. Is this prevailing wage?
RESPONSE: Yes, there is a link to the wage decision in Section J.1 of the solicitation. The General Decision Number is PR20210001.
4. Are there LBE, minority, or small business goals on this project?
RESPONSE: Yes, a Small Business Subcontracting Plan is required for large businesses IAW Section L, Subsection L.12.2.1.5 of the solicitation. Nonetheless, as this requirement is 100% Small Business Set-Aside, this Section will not be applicable.
5. We request coordination for a second site visit; we were unable to inspect several of the buildings set to be demolished since they were locked and unable to be accessed during the recent pre-bid site visit. Bid documentation does not include photographs of mentioned buildings.
RESPONSE: Unfortunately, the Government is unable to accommodate another site visit.
6. We respectfully request a 3 week extension for submission of additional inquiries. Bid documentation provided is quite extensive, technical in nature and requires in depth detailed review by several specialized professionals to responsibly assess against existing site conditions. A couple days post site visit, unfortunately, does not provide adequate time for this to be performed.
RESPONSE: Unfortunately, the Government is unable to extend the date when proposals are due.
7. We respectfully request bid due date be extended 45-60 days after Responses to Inquiries have been received.
Unfortunately, 3 weeks or 15 working days, does not allow enough time for a conscientious, albeit preliminary, High Performance and Sustainable Buildings compliant design to be produced; followed by a responsible, heavily market and supplier-dependent cost analysis be procured.
RESPONSE: Unfortunately, the Government is unable to extend the date when proposals are due.
8. We have been unable to locate any Environmental-related permitting. Please clarify if Environmental Compliance Studies and Permitting, required prior to construction permit procurement, shall be included in the scope of this proposal.
RESPONSE: Environmental permits have not been obtained. All Environmental related permits required by local and Puerto Rico requirements are to be procured by the contractor.
9. Bid documentation includes Attachment J.5 Job Corps Proposal Template in excel format. Please clarify if Proponent may revise mentioned template to conform with our company’s unit pricing methods, or must hourly labor format be maintained.
RESPONSE: Hourly format must be maintained. Template must be used in the format provided. See question #10 for additional clarifications.
10. Additionally please clarify if breakdown items / activities may be eliminated / added according to our evaluations and design. For example, Division 8 – Doors and Windows is deemed “Section Not Used” in proposal template provided. Our design and pricing for new construction structures would include all openings. Division 32 includes only Landscaping (three types of palms & trees). Our preliminary assessment, congruent with masterplan drawings, reflects site improvements such as new asphalt, sidewalks, curbs & gutters, amongst others.
RESPONSE: The template is provided as a guide to ensure consistency in the format of offers. Items should not be eliminated. If a Division or line item within a Division does not apply identify as N/A. Contractors may add tasks to applicable Divisions as necessary. Reference instructions to Offerors on the bottom of the template form summery sheet.
11. We respectfully ask if Proposals can be extended 3 weeks due to the magnitude of the project.
RESPONSE: Unfortunately, the Government is unable to extend the date when proposals are due.

RESPONSE: Yes.
