BRAND NAME JUSTIFICATION
Date: 02/14/2018 PR Number: 15PTDL18PR0000116
1. Nature and/or description of the item/service being procured and its intended use
(include the anticipated cost):
The Office of Justice Programs (OJP), the Office of the Chief Information Officer
(OCIO), Information Technology Support Division (ITSD), is responsible for the daily administration of OJP's CISCO, Palo Alto and Fortinet firewalls across three
(3) distinct datacenters. These firewalls perform network isolation, secure application control, network anti-virus and intrusion detection services for production, test and development systems.
Anticipated Cost: $
2. Brand Name Justification rationale: The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs.
Explain below:
Tufin’s central platform is critical to quickly support existing services as well as emerging projects such as cloud based systems and work space initiative changes to existing traffic flows. There are no other products that will provide a comparable software solution which will integrate seamlessly into the current infrastructure. Modifying and or changing the tool would not be beneficial or cost effective given the current data center changes and closures. Tufin is currently supporting OJP’s security business posture and a disruption in service could pose a security data risk.
3. Market survey. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest):
Market research was conducted and it was found that the multiple small business vendors expressed interest and are capable of fulfilling this requirement.
4. If this is a determination for brand name justification, the Contracting Officer certifies:
a. The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products or products lacking the particular feature, do not meet, or can not be modified to meet, the agency's needs.
b. The anticipated price will be determined fair and reasonable using standard price analysis techniques described in FAR Subpart 13.
