This Request for Information (RFI) is the initiation of market research under Federal Acquisition Regulation (FAR) Part 10. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This announcement does not constitute an Invitation for Bids (IFB), Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice cannot be accepted as offers. The applicable North American Industry Classification System (NAICS) code assigned to these services is 541512. Contractors must be properly registered in the Government System for Award Management at https://www.sam.gov/portal/public/SAM/
The Department of Justice (DOJ), Office of Justice Programs (OJP), Acquisition Management Division (AMD) is issuing this notice to identify qualified and responsible business vendors, and obtain information to assist in developing an acquisition for Information Technology Solutions for the Justice Grants Innovation Initiative (JGII), specifically in the area of Intelligent Business Process Management Suite (iBPMS), including the availability of skilled engineering resources and training opportunities.
The following subject areas describe the desired aspects of vendors’ products that are of interest or concern to
OJP:
1. Dynamic Case Management: The iBPMS product must deliver Dynamic Case Management capabilities, enabling solutions built on it to determine most efficient strategies to achieve process conclusions and goals, including parallelization of tasks.
2. Stakeholder Engagement: The iBPMS product must allow tasks to be assigned to individuals or groups, or to automated processes/queues, so that stakeholders know what work is pending, and managers have visibility into queue depth, task ageing, and other metrics critical to running efficient and responsive business operations.
3. Software as a Service: The iBPMS must be available as a configurable Software as a Service (SaaS) platform.
4. FedRAMP Certification: The SaaS offering must be certified under the Federal Risk and Authorization Management Program (FedRAMP).
5. Private Tunnels to OJP Network: The SaaS offering must be accessible from the OJP network via a private tunnel, ensuring that all network traffic is secure.
6. Low Code Environment: The iBPMS must support the creation of business processes, workflows, rules, and integration points/actions without requiring engineers to write code (i.e., author code or scripts that must refer to system libraries/components or adhere to the constructs of a programming language).
7. Extensibility: The iBPMS must offer standardized, repeatable mechanisms for the Office of the Chief Information Officer (OCIO) staff to add capabilities to it and to share components of solutions among projects.
8. Integration Through RESTful Services: The iBPMS must provide simple approaches to integrate with RESTful web services presenting access to information and functions available among OCIO systems and must, itself, make it simple to present access to information and functions available in the product.
The product must manage security around access to the information and functions it offers.
9. Identity Federation: The iBPMS must be capable of integrating with separate Identity Provider (iDP) realms for external users (not on OJP’s network) and for internal users (on OJP’s network) through the use of SAML, OAuth, and/or OIDC.
10. DevOps: The iBPMS must include capabilities and processes to implement Continuous Integration/Continuous Delivery (CI/CD) automation, allowing OCIO staff to specify deployment controls and conditions to pass through regulated gates. Code commits must trigger testing harnesses, promote code to next levels (after successful tests and approvals), and deploy solutions to specified destinations through configurable automation.
11. Availability of Skilled Engineering Resources: The vendor must ensure that a pool of engineering resources skilled in the use of their iBPMS, directly or through knowledgeable partners, is available to assist OJP with the design, implementation, and operation of systems built using their product.
12. Training Opportunities: The vendor, directly or through knowledgeable partners, must make training opportunities (for development and operational support) available for OCIO staff to acquire expertise in the use of their iBPMS.
Objectives of this requirement must be met by the vendor’s iBPMS and through the engagement of professional engineering personnel who are highly skilled and experienced in delivering complex, integrated solutions using the iBPMS product.
To this end, the OJP/OCIO is seeking the following information from interested companies possessing the resources and expertise, with respect to the following items/questions:
a) Describe how your product addresses each of OJP’s requirements as presented in the list above.
b) Describe relevant applications of your product in the federal space, ideally related to grants management activities.
c) Describe how your product integrates with deployment processes to organize releases with related components (clients and services) in a system of systems solution.
d) Provide information about anticipated lead times to staff teams for work on federal projects.
e) Describe the level of training required for low- or mid-level engineers to become proficient in building solutions based on your product, how long it takes (typically) to achieve proficiency, and what training programs/curricular are relevant and available to deliver proficiency.
f) Describe how your product functions with multiple iDP realms (one for internal users and one for external users), and provide information about a related solution built on your product.
