DEPARTMENT OF JUSTICE
OFFICE OF JUSTICE PROGRAMS (OJP)
BUREAU OF JUSTICE STATISTICS (BJS)
NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS)
ANALYTIC SUPPORT PROGRAM (ASP)
This Request for Information (RFI) is the initiation of market research under Federal Acquisition Regulation (FAR) Part 10. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This announcement does not constitute an Invitation for Bids (IFB), Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice cannot be accepted as offers.
The Department of Justice (DOJ), Office of Justice Programs (OJP), Acquisition Management Division (AMD) is issuing this notice to identify qualified and responsible businesses within Small Business Administration (SBA)’s 8(a) Business Development Program that can support BJS’s requirement for Analytic Support for NIBRS data.
The Government anticipates the applicable North American Industry Classification System (NAICS) code assigned to these services to be 541611 - Administrative Management and General Management Consulting Services. Contractors must be properly registered in the Government System for Award Management at https://www.sam.gov/portal/public/SAM/.
Background
As of January 1, 2021, the FBI’s National Incident-Based Reporting System (NIBRS) became the national standard for law enforcement crime data reporting in the United States. The transition to NIBRS represents a significant shift – and improvement – in how reported crime is measured and estimated by the federal government. Since 2013, the Bureau of Justice Statistics (BJS) has been supporting the NIBRS transition effort through the National Crime Statistics Exchange (NCS-X) initiative.
The NCS-X initiative has three primary program components: 1) providing technical assistance to local law enforcement agencies as they transition to incident-based crime reporting, 2) engaging in analytic work to showcase the uses of NIBRS for enhancing understanding of crime, and 3) national estimation, which involves, in part, examining the quality and coverage of NIBRS data to determine its suitability for use in generating national estimates of crime and arrest.
Objective and Scope
The objective is to obtain qualified contractor support to establish a well-defined NIBRS analytic and database infrastructure, implement a platform to provide technical and analytic assistance to law enforcement agencies to use their own agency-specific NIBRS data, and develop and track a set of key indicators of crime and public safety from a subset of large U.S. cities.
Project Components
• Provide the technological, database management, data science, and analytic infrastructure to effectively develop statistical and research products based on NIBRS data.
• Establish a set of resources to assist law enforcement agencies (LEAs) in the use of incident-based crime data and other law enforcement operational information, to better understand crime in their local communities and address problems with targeted, data-driven interventions.
https://www.sam.gov/portal/public/SAM/
• Develop and implement a program to extract, transform, and load (ETL) select indicators of crime, public safety, and community wellness from a subset of large cities in the U.S.
Task
A. NIBRS Statistical Analysis and Database Infrastructure Management
• Data analysis services to support the generation of reports and other statistical products
• Examination of NIBRS data quality by establishing an automated set of routines centered around key metrics of quality and completeness
• Developing a data management infrastructure that allows for data file creation, manipulation, and storage solutions for large, complex data files
• Provide data visualization support services for statistical products, including online reports, data tools, and traditional PDF-type publications
• Provide data science and technical support services to support the BJS NIBRS data analysis and visualization tool.
B. NIBRS Technical Assistance and Repository Platform
• Establish a technical assistance resource repository of templates and real-world examples for using NIBRS data for crime prevention, evaluation, and resource allocation.
• Create data tools capable of on-demand analysis of agency-level data, with accompanying templates for visualizing the analyses.
C. Community Safety and Wellness (CSAW) Tracker
• Specify a set of key macro-level indicators of crime and public safety to include in the CSAW Tracker.
• Identify large cities to recruit for this data collection effort; supporting outreach and facilitating discussion with the agencies as part of the recruitment process.
• Draft a technical specification or other type of data exchange documentation that will enable direct connections, via API or similar, of LEA and other data to a system supported by BJS/OJP.
• Determine the periodicity of data updates to the CSAW Tracker, including if the periodicity needs to be variable across different sources of data used by the tracker.
• Establish a preliminary data dashboard, for use by BJS and project staff, to examine the quality of the data in the CSAW Tracker, and drafting a public-facing dashboard for general access to the data.
Contractor Capabilities
The objectives and tasks of this requirement must be met by personnel who are highly skilled and experienced in delivering scientific and technical support for statistical and methodological research, statistical analysis, documentation, and dissemination related to BJS work on crime and victimization.
To this end, the Office of Justice Programs is seeking sources that can demonstrate their experience, skills, and qualifications with projects of similar scope and size completed within the last 3 years and explain in appropriate detail how they intend to demonstrate competency in each of the points listed below:
1. Demonstrated experience managing projects of similar size and scope to meet government objectives, ensuring the quality and timeliness of deliverables, and coordinating with government funding agencies.
2. Demonstrate experience working with large scale administrative datasets and federal statistical data.
3. Demonstrate survey methodologist experience with administrative data collection.
4. Demonstrate expertise in data visualization.
5. Experience with providing day-to-day oversight on project finances and coordinating with subject matter expert consultants.
