6. Description of Required Supplies or Services:
Purchase of: The U.S. Department of Treasury, Application Support Services Contract (ASSC) supporting the Office of Privacy, Transparency & Records for Data Migration from TechLib into Koha, export/import of digital content, massaging the data to fit the data model for Koha, and then pull a copy of the current data into TechLib, so it can be imported into Koha.
7. Authority Permitting a Fair Opportunity Exception Acquisition: FAR 16.505(b)(2)(ii) (A) –
The Contracting Officer (CO) shall document the basis for using an exception to the fair opportunity process. If the CO uses the logical follow-on exception, the rationale shall describe why the relationship between the initial order and the follow-on is logical (e.g., in terms of scope, period of performance, or value).
Check the appropriate FAR 16.505(b)(2)(i) exception to the statutory authority on the list below:
□ (A) Need is so urgent that providing a fair opportunity would result in unacceptable delays.
□ (B) Only one awardee is capable of providing the supplies/services at level of quality required because they are unique or highly specialized; or brand name specification.
X (C) Order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
□ (D) It is necessary to place an order to satisfy a minimum guarantee.
8. Describe why only one source can perform the required work.
Application Support Services Contract orders are placed against existing multi-award IDIQ contracts. This task order is a logical follow-on to be completed by CyberData-IDL Solutions, which was competitively awarded the O&M task order (subCLIN 002-1).
CyberData has been supporting the current TechLib application under the O&M task (subCLIN 002-1). CyberData is the current vendor and highly experienced with upgrading the current version of TechLib to the new version. Mapping the data and records to the new system format and importing/exporting and transferring data require to perform in the back-end. Separating the development and support of the application server and database server to different vendors would offer unknown risks to the data & infrastructure. Since this task is upgrading/migrating data of existing TechLib system that is currently being maintained via subCLIN0002-1, only CyberData-IDL is capable of performing this task with an acceptable risk level.
9. Describe the informal market survey and the results, or state why a market survey was not conducted.
Market research indicated that CyberData-IDL is the only capable source able to accomplish this requirement, which is directly linked to the O&M subCLIN 002-1 award. This is based on the facts detailed above.
