QUESTIONS AND ANSWERS

RFQ # 15PCRD19R00000001

OCR Risk Assessment Services

1. Does this task contain requirements similar to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?

Similar work was previously performed pursuant to technical assistance grants (See e.g., 2016-DP-BX-K003

2. On page 19, the RFQ specifies a minimum of 75 hours per year for a Principal. The price cost schedule additionally specifies 30 hours for an Associate. Do these hours represent a minimum, maximum, or approximate number of hours available for this contract?

The Principal is key personnel, whereas Associate is not. The Offeror may deviate from the hours listed in the price schedule with an explanation as to the rationale behind the change.

The OCR anticipates the hours listed will be the maximum amount of work per contract period.

3. The 6 tasks listed on the second page of the statement of work suggest the minimum hours listed in the price cost schedule will not be sufficient to support these tasks. Does DOJ OCR anticipate supporting a higher level of effort than the 75/30 hours in the RFQ and price schedule?

The specific tasks that the contractor will be asked to perform will vary on a case-by-case basis. For instance, in one case the contractor may only be asked to review a validation report and not asked to perform any of the other tasks.

4. How many local jurisdictions will require these services? Is the suggested level of effort per jurisdiction?

The number of jurisdictions will be determined by number and nature of complaints that OCR investigates the resolution of which can be achieved by the implementation of a pretrial release risk assessment tool. At most, the OCR estimates ten jurisdictions over the life of the contract; approximately three reviews per year.

5. Task One states “Review and produce a written report on the validation study of the risk assessment tool for each jurisdiction, advising the OCR whether the validation study is satisfactory.” Are we to assume that a risk assessment validation study has already been completed in the jurisdiction(s) the contractor will be assisting?

No.

6. Tasks 5 and 6 suggest an advisory role for the contractor, providing expert guidance to both the local jurisdiction and OCR. Does OCR anticipate direct requests for assistance from local jurisdictions to the contractor, or will OCR direct requests to the contractor?

OCR will direct all requests.

7. Task 4 suggests the contractor will conduct analyses on local jurisdictions’ data to suggest improvements. Will jurisdictions provide the data directly to the contractor, and will they require negotiated data use agreements and data security protections?

The OCR will mediate data requests. The Offeror is expected to use any data acquired only for purposes explicitly directed by OCR. The Offeror is expected to use appropriate security protocols when handing, storing, and transmitting data.

8. Page 19 of the solicitation has the Number of Annual Person Hours for the Principal as 75, yet the RFQ

Attachment 4 sheet has categories for the Principal (75 hours) and Associate (30 hours). Did the agency feel that the additional associate would be necessary for the amount of work that was to be performed?

The Principal is key personnel, whereas Associate is not. The Offeror may deviate from the hours listed in the price schedule with an explanation as to the rationale behind the change.

9. Since we don’t know how many assessments will be requested or how much time each one would take, can this contract go over 75 hours (for Principal) and 30 hours (for Associate) in the first year?

The OCR will authorize additional contract hours if it determines such hours are needed. The Offeror should assume a contract hour increase of no more than 20%, however.
