CHICKEN SERVICES

EASTERN DISTRICT OF CALIFORNIA

SOLICITATION NO.: 15M50019QA4400003

Ref: Statement of Work 1. (c.) Current location of Chickens Eastern District of California

Question: The Eastern District of California covers a large geographic area. Will the government narrow the focus of the location to enable pricing to be accurate based on a more localized region?

Answer: Location will be provided after award due to law enforcement reasons.

Ref: Statement of Work 3. (a) (ii) Proposed plan for handling chickens after the suspected scene has been secured by law enforcement to include collection (If upon arrival to the target location(s), no chickens are identified for seizure and/or transport, the contractor shall bill the USMS for the transportation charges for the amount of chickens as annotated on the original pricing schedule and the SOW ), identification, testing, transport and disposal processes.

Question: With the estimated number of chickens at 1200, staffing needs to be in place to properly execute this contract. Will the government consider a travel CLIN to support the project team’s transport, lodging, travel labor, and per diem expenses? This will allow onsite work to be scaled per animal.

Answer: Our anticipation would be that vendors would account for their proposed support team’s travel to be within the current pricing schedule.

Ref: Statement of Work 3. (a) (ii) (2): Contractor may be requested to conduct onsite testing if blood stains are observed using luminol, sample biological materials, and collect DNA samples for subsequent testing.

Question: The number of chickens estimated would put a large monetary burden to test every chicken for DNA without narrowing the scope. Is it the government’s intent to potentially test every chicken on premise?

Answer: The DOJ-ENRD is requesting the testing of the majority of the birds for evidentiary purposes and the intent is not to test every chicken but may still request testing of a large volume of chickens.

Ref: Statement of Work 4. On-Site Evaluation and Testing: The USMS will only provide euthanasia services for chickens surrendered onsite the day of the seizure operation (If, at time of arrival onsite, ownership of the chickens cannot be confirmed and/or owner refuses to surrender, the COR shall contact USAO and ENRD immediately prior to euthanasia commencing). Any other chickens seized will not be the responsibility of the USMS.

Question: Is it the intent of the government to receive authorization from the USAO and/or ENRD to euthanize all chickens onsite whether surrendered or if ownership cannot be confirmed and/or owner refuses to surrender?

Answer: Yes, the intent is to euthanize the chickens on-site.

Question: Will the government expand on who is expected to seize chickens onsite that will not be the responsibility of the USMS and is the contractor expected to seize these chickens?
