VOLUME II – Price Quotation: Must include –
i. Authorized Individuals. Provide the name, title, telephone number, and email address for the individual designated as the central point of contact for this quotation. Provide the same information for the individual that would be identified in Section ___ of the task order.

iii. Pricing. Complete the pricing table provided as Attachment 4, provide GSA labor category proposed, GSA labor rate, and any discounts or price reductions offered for each labor category listed on the pricing table (labor rates shall contain two decimal places only). The estimated labor hours provided in the pricing table shall not be changed. In addition, provide the following supporting data: identification of all GSA labor categories that will be applied to this task order; the name of each individual within each GSA labor category; the number of hours by individual; and the hourly rate for each individual. In addition, provide a comparison of the rate(s) you are proposing for this effort to your official GSA Schedule rate(s), clearly identifying any discounts offered.
Economic Price Adjustment (EPA) Considerations: The offeror must either propose a fixed annual escalation rate or specify in their quotation whether the EPA Clause 552.216-70 will apply at the task order level. Price adjustments to the task order will be considered as follows:
Prior to exercising option periods, rates may be adjusted to reflect the contractor’s current GSA schedule rates, minus the agreed upon discounts. Labor rates will remain in effect for the entire base/option period of performance. The contractor must provide evidence of rate changes (GSA contract modification) at least 60 days prior to option exercise period. At no time will the Government pay higher than the GSA schedule rate, minus the discounts.
Note: Offerors shall follow the pricing template at Attachment 4, Pricing Table for purposes of submitting pricing data. Offerors are to propose labor categories from the offeror’s awarded GSA Schedule contract and may substitute if the RFQ labor category position title is different from the offeror’s awarded GSA position title. If a substitute labor category is proposed, offerors shall map all substitutions to the RFQ labor category positions.
iv. SF-1449 – Blocks 17a-b and 30a-c must be completed (page 1 above). The offeror does not need to insert price for each line item. The Government will insert these prices prior to award based on the prices quoted by the offeror in Attachment 4, Pricing Table.
v. Continuation of SF-1449 – Complete Sections B.1, Additional Contractor Information. The Representations and Certifications are included in FAR 52.212-3. Insert “NONE” in paragraph (b)(2) of FAR 52.212-3 if the offeror has completed the annual representations and certifications electronically in the System for Award Management (SAM).
vi. If an offeror has not completed the representations and certifications in SAM or has changes, they must complete all of FAR 52.212-3 and return it with their quotation.
vii. Acknowledgement of Solicitation Amendments.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during preaward testing.
(e) [Reserved]
(f) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)
(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

[End of Addendum to 52.212-1]
EVALUATION:
1. 52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021)
2. Addendum to 52.212-2 Evaluation – Commercial Products and Commercial Services (Nov
2021)
(a) A single task order award will be established with the responsible contractor whose quote conforms to the requirements outlined in this RFQ and is most advantageous to the Government based on the best value determination. In making its best value determination, the Government will consider the importance of the evaluation factors and subfactors as set forth below:
Technical Evaluation Factor
Maximum
Point Score
Technical Approach 60
Corporate Experience 20
Past Performance 20
Total Possible Score 100
The Government will award a single task order to the GSA schedule holder whose quotation conforms with the RFQ and represents the best overall value. In determining which GSA vendor represents the best overall value, the Government will consider two factors, technical merit, and price. Technical Merit consists of the factors described below. In determining which vendor to select, the Government will consider technical merit to be significantly more important than the total evaluated price.
The best value selection decision will be made as described below:
(1) The total evaluated price will be the determining factor for award among quotations that are considered substantially equal from a technical merit standpoint.
(2) If the Government determines that there are significant differences in technical merit among competing quotations, then a more expensive quotation may be selected for award where the Government determines that the value of the selected quotation is worth the price differential.
Each quoter should recognize that its initial price and technical quote may be used as the sole and final basis for award and should quote accordingly. Should initial quotes not provide the Government with a satisfactory total solution, the Government reserves the right to establish a pool of the highest technically qualified quoters and communicate with them in order to reach a best value determination.
The Government reserves the right to immediately remove any quote from further evaluation and consideration for award that is evaluated to be significantly not compliant with the solicitation requirements, incomplete, unreasonably high, or reflects a failure to comprehend the complexity and risks of the work to be performed. Furthermore, the Government reserves the right to award no task order at all, depending on the quality of the quotes, the availability of funding, and the continued existence of the requirement.
VOLUME I – Technical Quotation
Technical Evaluation Factors:
(a) Technical Approach. The Government will evaluate the degree to which the proposal demonstrates technical expertise and a complete and thorough understanding of the intent and requirements of the Statement of Work and Tasks.
Sufficiency of the detailed work plan including the methodology used in completing each task, and the criteria used in evaluating the requirements of personnel to be assigned to each task. Adequacy of the proposed approach to quality control and quality assurance.
Adequacy of the proposed monthly report format for providing statistics and other pertinent information.
(b) Corporate Experience. The Government will evaluate the Offeror's prior experience, including how recently such prior experience occurred. The Offeror will receive a higher rating to the extent that its prior experience is of a similar scope and demonstrates previous government experience and knowledge of GSA Leasing Policies, Procedures, and Programs. Include examples of other projects that are similar in scope, to this one. (Example: Lay-out of Office build-out, Workplace Strategy and Change Management). Include examples of project budgeting, cost estimating and results.
Contractors must provide documentation showing three (3) years of experience in projects that are similar in scope, to this one is preferred.
(c) Past Performance. Performance information will be used for both the responsibility determination and best value decision. DOJ will determine the relevance of similar performance information as a predictor of probable performance under the subject requirement. DOJ may give more weight to performance information that is considered more relevant and/or more current. The Government will evaluate the Quoter’s quality of service, timeliness of delivery, ability to control costs, and its business relationship and overall customer satisfaction on projects similar in size, scope, and complexity to those found within this RFQ. The Government may obtain and use past performance information from sources other than those identified in the proposal response. Although the Department cannot guarantee that it will contact all of each Quoter’s and their proposed subcontractor’s references, it will make a reasonable effort to contact them. Quoters who have no relevant past performance will be evaluated neither favorably nor unfavorably for this factor.
VOLUME II – Price Quotation

For price evaluation purposes, the Government will verify the accuracy of data contained in the offeror’s pricing table. There is no guarantee that the labor hours during the term of the task order will be the same as that in the Pricing Table.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of task order award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding task order without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
