15JPSS24Q00000001 DOJ Cafeteria Response to Vendor Questions
No. Bidder’s Question DOJ Answer 1 Are we able to move equipment from the closed coffee shop to the café?
Yes, we would not have a problem if vendors used the equipment in the small store space in front of the cafeteria.
2 November 20th is the open date in the RFP.
Can that be changed?
We would like 30 days at minimum to prepare for the opening, especially with the café being closed for 3 years.
As it states in the solicitation (that was updated on October 25th) the cafeteria is scheduled to reopen on January 14th. There will be a trial run date of the cafeteria December 8th, to ensure that everything will be ready for the full reopening on January 14th.
3 Will the vendor have exclusivity for catering?
The cafeteria vendor will be heavily promoted as the cater, but there may be events at the RFK building that could have other caterers.
4 Is there any previous sales history data regarding retail and catering that can be shared?
No, no data is available.
5 Which firm previously operated the cafeteria, and for how long?
IL Creations operated it for 15 years.
6 How much is spent on catering each year? Is there a budget?
We cannot quantify that, there is no set budget.
7 Who is or has catering been ordered from while the café has been closed?

8 What are the current sales of the coffee shop on site? When does that contract come up for
RFP?
Sales information for the coffee shop is unavailable, it should be noted the coffee shop is not located near the cafeteria.
The current coffee shop contract is set to expire March 5, 2024 and is not associated with this contract action in any way.
9 Are you able to extend the date of the proposal due?
As it states in the solicitation (that was updated on October 25th) the updated due date for proposals is November 9th, 2023 at 5:00pm.
10 Can the performance bond be eliminated?
With possibly no sales history or data to understand what business used to be, there is a lot of risk.
The bond has been eliminated, please see the updated SOW. On page 42, the bond language has been eliminated but the language for Comprehensive General Liability has been changed to include property damage. There are no other changes to the SOW.
11 Where is the Micro- Market to be located?
If feasible it would be in the empty coffee shop in front of the cafeteria. Or anywhere that it could be feasible in the cafeteria space.
