Statement of Work Fingerprinting Software
The Department of Justice has a requirement to obtain contractor support services for software implementation and maintenance. The government anticipates awarding a Firm Fixed Price contract. The period of performance is a base period and four one-year options for annual maintenance. Contract services shall be performed in accordance with this Statement of Work (SOW).
1.0 BACKGROUND
The government utilizes fingerprinting software to send and receive biometric information to and from the Federal Bureau of Investigations (FBI) along with International Criminal Police Organization (INTERPOL). It is the government’s preference to utilize Commercial Off the Shelf software with some custom based coding involved. The system will utilize a client and server portion, enabling the use of three (3) clients on the United States National Central Bureau (USNCB) network to run through the processes. The government expects the same amount of clients on the new software.
2.0 SCOPE
There are three separate but related tasks in this scope of work: 1) Automated Fingerprint Comparison and Retain Process, 2) Manual Fingerprint Comparison and/or Retain Process and 3) Manual Fingerprint Retrieval from FBI Process.
Task 1: Automated Fingerprint Comparison and Retain Process
a. The first step is a notice/diffusion is received including the .nst file .xml file and/or .jpg photo files)
b. The software then pulls specified biographical information and other information from the XML file, changes it to an NST file. This changes the file from INTERPOL format to FBI format.
c. The package is then submitted as a Criminal Fingerprint Direct Route (CPDR) transaction to the FBI for comparison and retention.
d. FBI then returns an FBI Response No-Ident or Ident (Both contain an FBI number that INTERPOL prints were retained under) to the AFIS (Automated Fingerprint Information System) Workstation’s Transaction Manager.
e. AFIS Station Operators are able to pull results (including rap sheets, fingerprints and photos from FBI Idents and hits results from Department of Homeland Security (DHS) Idents)
f. All appropriate information is packaged by the AFIS Operators into a fingerprint response within internal case systems and uploaded to appropriate case file.
The contractor shall perform the following tasks:
| 1.1 |
| Kickoff Meeting |
| Kick-Off Meeting is conducted between the USNCB and the contractor. During this kickoff meeting there is a review of the overall project expectations and the roles and responsibilities of the project team members. Task 2: Manual Fingerprint Comparison and/or Retain Process
a. Documents are received by USNCB case workers that do not meet specifications for automation
b. Through internal case management system, caseworkers then submit fingerprint requests to our AFIS workstation. The fingerprint request contains the .nst file, the .xml file and .jpg photo files.
c. AFIS operators then package the NST XML and JPG files using a submission system and utilities.
d. The AFIS operator then submits the package to the FBI as one of the following:
i. Criminal Fingerprint Direct Route (CPDR) – a subject with a red, blue or green notice and/or diffusion issued by a member country.
1. These submissions are compared against FBI Next Generation Identification (NGI) files and retained. Any results are returned to the transaction manager.
