LIMITED SOURCES JUSTIFICATION

Brand Name

1. CONTRACTING ACTIVITY: Office of Procurement Services U.S. Department of Justice (USDOJ) Executive Office for Immigration Review 5107 Leesburg Pike Falls Church, VA 22041

2. DESCRIPTION OF ACTION: Approval is requested for usage of brand name barcode scanning equipment to meet Government requirements. EOIR has the need to purchase 165 Opticon Handheld Scanner. Without the specified equipment EOIR will be directly impacted by decreased user productivity.

3. DESCRIPTION OF SUPPLIES: The proposed purchase request is to provide a product to the Immigration Courts throughout EOIR. The item to be procured is the following:

• Nomenclature: Opticon Handheld Scanner OPN2001

• Part #

4. AUTHORITY CITED: 10 USC 2304(c)(1) as implemented by the Federal

Acquisition Regulation (FAR) Subpart 6.302-1 entitled, “Only one responsible source and no other supplies or service will satisfy agency requirements.”

5. REASONS FOR AUTHORITY CITED: For this action, The Office of Information

Technology (OIT) requests Brand Name Opticon products. Opticon products are to be procured as it has is the only item that possesses the characteristics required by the DOJ.

A change to any other type of equipment would not meet the basic requirement for the following reasons:

The Opticon Handheld Scanner OPN2001 Provides the following:

• One-touch barcode scanning makes data collection simple and easy.

• Small form-factor (1.2” x 2.4” x 0.6”) device fits easily into a pocket or on a key chain

• Conveniently holds up to 15,000 barcodes

• Two-year warranty protects your investment

• FedRamp Compliant

• Compatible with File Share

6. EFFORTS TO OBTAIN COMPETITION: Market Research was performed indicating that the Brand Name requested can be obtained through several vendors with NASA SEWP V contracts and via GSAdvantage vendors.

7. ACTIONS TO INCREASE COMPETITION: USDOJ OIT continually works to seek compatible equipment beyond the accepted standard. The system is designated to be replaced in a future life cycle and new scanners are being researched to determine compatibility with developing policies and procedures.

8. MARKET RESEARCH: File Trail was contacted to inquire if other barcode scanners models can be used with the software are compatible and the response from File Trail was that product name request is fully compatible with the system. OIT will verify with File Trail every 12-18 months to inquire if any other brand name scanner are compatible with the software. Additionally, The Office of Information Technology conducted market research on NASA SEWP V and GSA Advantage to determine the availability of resellers. It was determined that the product number requested can be obtained from over 10 vendors from multiple groups.
