About this file

This is a Questions & Answers document for Solicitation #15JA0526Q00000174, a follow-on federal contract for court reporting services provided to the U.S. Attorney's Office (USAO). The document addresses 24 clarifying questions submitted by potential offerors regarding contract requirements, personnel qualifications, operational procedures, and pricing.

Key service requirements include providing court reporters for grand jury proceedings and depositions, with reporters required to appear in person except for remote depositions. Court reporter qualifications are detailed in the solicitation's Addendum to 52.212-1 (Volume I), with all contractual requirements applying to both prime contractors and subcontractors. Subcontracting is permissible provided the prime contractor maintains responsibility for contract management, scheduling, compliance, quality oversight, invoicing, and overall performance. Personnel may be proposed as named candidates under signed contingent-hire letters rather than current employees. The contractor must provide secure processing and storage facilities for grand jury materials, with the facility subject to annual inspections per EOUSA AI-10-1E security requirements; no government-provided space is available. Transcript deliverables must be provided via USAfx as searchable PDFs only—hardcopies are not required. Separate CLINs exist for grand jury and deposition services with distinct pricing. Travel costs outside a 50-mile radius are reimbursed under the Federal Travel Regulation upon pre-approval. Small businesses qualify if annual revenue is under $19 million for NAICS code 561492. The current vendor is Dawn Tupper. Current contract pricing information is proprietary and cannot be disclosed to offerors.
