Response to Questions

15JA0522Q00000008

Grand Jury & Deposition Court Reporting Services, USAO-MOW

The following questions were received for RFQ 15JA0522Q00000008 —

Question 1. Reaching out for clarity on the requirement of $16.5 million. For my reference, does this mean the total size of our business from an annual revenue perspective?

Answer 1. Size standards is a term used by the SBA (Small Business Administration) to determine whether or not a business qualifies as small. According to the SBA website, average annual receipts is the following:

“This is the “total income” (or “gross income”) plus the “cost of goods sold.” These numbers can normally be found on the business’s IRS tax return forms. Receipts are averaged over a business’s latest three complete fiscal years or (except in the Business Loan and Disaster Loan Programs) five complete fiscal years to determine the average annual receipts. If a business hasn’t been in business for five years, multiply its average weekly revenue by 52 to determine its average annual receipts. The SBA calculates annual receipts in accordance with 13 CFR 121.104.”

Just as a reminder, this solicitation is not set aside for small business. I have it unrestricted so that any size business can participate.

If you have any more specific questions about defining the size of your business, please do not hesitate to contact your local SBA office. There is an entire section dedicated to helping with federal contracting.

Question 2. We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand new contract. If there is an incumbent, could you please provide the current / previous contract number?

Answer 2. This is not a new requirement. Previous contract numbers are the following—
