The following questions were received for RFQ 15JA0522Q00000006 —
Question 1. Do I need to be vaccinated for this?
Answer 1. This is dependent upon the total value of an offeror’s quote. If the total contract value of the quote is above the SAT ($250,000.00), then the COVID-19 Safety Protocols for Federal Contractors FAR 52.223-99 would have to be incorporated.
Currently at the time of this response being posted, Executive Order 14042 does not require that FAR Clause 52.223-99 be incorporated in contracts below the SAT.
Question 2. We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand new contract. If there is an incumbent, could you please provide the current / previous contract number?
Answer 2. This is not a new requirement. Current incumbents are the following—

The District also did some Verbatim orders through Certified Invoice Authority.
The total value of those orders is $12,866.70.
Question 3. What does (USAFx/PDF) mean when quoting the page rates for transcripts?
Does that mean an electronic copy? And is that a price in addition to the quoted paper copy? For example: I would provide a paper copy and then not charge to also send a pdf. How do I indicate that?

Answer 3. USAfx is DOJ’s secure cloud-based file sharing platform that allows authorized users to exchange files online. Files in the USAfx system are accessible anywhere, anytime, via the Internet. Grand Jury reporters upload the transcripts and then a USAO employee receives and distributes the transcripts.
Since the vendor is not mailing or hand delivering the transcripts, the Government separated the pricing. The USAO caller would inform the vendor if the delivery method is a paper copy or USAfx upload. An Offeror can quote anyway they want for these two deliverables.
