Solicitation Number 15JA05-21-R-00000007 Attachment 1 Response to Questions

Q. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

A. This solicitation seeks to fill an existing requirement. The incumbent Blanket Purchase

Agreement Numbers are as follows:

Allen Sharron & Associates

15JA05-19-A-00000224

LPG Reporting Services, LLC

15JA05-19-A-00000253

Q. Historically, how many GJ proceedings occur in Gulfport versus how many in Jackson, MS?

A. Gulfport is an alternative location. Proceedings at this location occur on the second and fourth

Tuesday of the month when GJ is not held in Jackson. The estimated number of GJ proceedings specified in section B.2 of the solicitation accounts for the total number of proceedings for both locations.

Q. Historically, the average maximum number of simultaneous proceedings in any one day for the USAO has been n/a. Does this mean there are no simultaneous hearings?

A. Historically, there have not been simultaneous proceedings/hearings.

Q. Can companies from outside the USA submit proposals?

A. Companies from outside of the USA will not be considered for this requirement.

Q. We see the RFP lists Jan 1, 2020 as the start date for the contract with 4 one year term extension through Jan 1, 2025. We believe this is a typo and the start date is Jan 1, 2021. Is this correct?

A. The correct period of performance is January 1, 2021 through December 31, 2025. The contract will consist of a five year ordering period with the option to extend services, for up to six (6) months, at the end of the last ordering period.

Q. While we see there is some estimating of volume included in the SF 1449, we are still unclear. Are we correct in our calculations that you anticipate somewhere in the vicinity of 23 grand juries per year, and 192 hours. 1000 regular transcript pages and 650 expedited transcript pages for each term for each courthouse. Is this correct. If not, please provide accurate estimates.

A. The estimates provided are based on annual, historical data. The volume of work can increase/decrease based on case activity and unforeseen circumstances; an example of unforeseen circumstances would be a pandemic, such as COVID-19, that halted grand jury proceedings.

Q. The SF 1449 says the standard size is $15,000. Is this a total budget per courthouse or per year?

A. If you are referring to the information provided in block (10), the size standard provided is applicable to business that are classified as small under the provided NAICS code. This figure is only used to determine whether or not a business qualifies as small and has no relation to the budget as it pertains to this requirement.
