SOLE SOU RCE JUSTIFICATION

SIMPLIFIED ACQUISITION S15O,OOO AND UNDER

The United States Attorney's office for the Western District of Kentucky has received permission and funding to maintain independent contractor, Masterson lnvestigative Services LLC, who, under the direction of one or more assigned Assistant United States Attorneys (AUSAs), will independently plan and conduct Healthcare Fraud investigations within the district. While some investigations may be conducted solely by the U.S. Attorney's Office, most will take place in conjunction with other federal andlor state agencies. Agencies will include, but are not limited to, the Federal Bureau of lnvestigation

(FBl), the Department of Health and Human Services (HHS), the Drug Enforcement Administration (DEA), the Office of Personnel Management (OPM), the U.S. Postal lnspection Service (USPIS), the Department of Labor (DOL), andlor the Security and Exchange Commission (SEC).

This contractor is knowledgeable of the federal laws applicable to healthcare fraud investigations and has a proven successful working relationship with federal and state law enforcement agencies conducting such investigations. We believe these unique qualifications can only be met by one responsible source and that no other support service will satisfy agency requirements. This contractor has both a financial fraud and health care fraud background. His experience makes him ideally suited to serve as a health care fraud investigator. This sole source is known to our prosecutors and our law enforcement community which allows him to work collaboratively in our team efforts to identify and combat health care fraud in our district.
