About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Finance and Facilities Division regarding a Mobile Digital Forensic Tool Distributed Solution (RFI Number 15F06726RFTBC02, dated February 23, 2026). The FBI seeks market research information on solutions that would enable forensic mobile device extraction capabilities across its over 400 physical locations and field operations, including overseas deployments. Current procurement methods require purchasing physical extraction devices and licenses for each location for the entire contract period or incurring labor and travel costs to transport equipment to needed sites. The FBI desires a more efficient solution that allows users to "check out" virtual licenses from a central management system that automatically return to an available license pool upon completion.
Responses must address management capabilities including concurrent user license allocation and renewal, statistical extraction reporting, managed software updates, permission management, FBI-enclave deployment, and offline license functionality. Mobile forensic capabilities must include unlocking locked devices, full file system extraction for Android and iOS devices, extraction from After First Unlock (AFU) and Before First Unlock (BFU) states, keystore and keychain decryption, offline operation, and compatibility with non-proprietary COTS parsing tools. Submissions are limited to 15 pages (excluding cover page and test license terms), must be in Word, Excel, or searchable PDF format with 12-point Times New Roman font and one-inch margins, and must include company information, technical qualifications, past similar work, specific technical skills, and licensing/subscription models with pricing. Responses are due by 12:00 PM Eastern Time on March 30, 2026, submitted to tbcutright@fbi.gov. Questions must be submitted using the RFI Question Template by March 9, 2026, with responses provided by March 16, 2026. This RFI is for planning purposes only and does not constitute a solicitation, commitment to award, or obligation to reimburse respondents for preparation costs.

INTRODUCTION
Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the Mobile Digital Forensic Tool Distributed Solution. The information gathered may be used to formulate acquisition strategies for competitive solicitations.
BACKGROUND
The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Operational Technology Division (OTD) is seeking a solution to allow the use of forensic mobile device extraction capabilities across all physical sites and locations where the FBI operates. The
FBI has over 400 physical locations and also needs to perform device extractions during field operations and OCONUS.
Current solutions require the purchase of a physical extraction device and license for each location for the entire period of performance OR transporting a device/license to each location where it is needed which incurs labor and travel costs and may delay the exploitation of evidence in exigent circumstances. Some remote locations may only need access to this capability one time per year or less but still require the purchase and deployment of hardware and a license for the entire year.
Version 1.2 Page 3
The FBI intends to identify potential solutions to more efficiently deploy and manage finite capabilities where they are needed on demand. Potential solutions should meet the technical requirements described in the Contemplated Requirements section below.
CONTRACTOR QUALIFICATIONS
This RFI is open to manufacturers of software and platforms related to the categories described in the BACKGROUND and CONTEMPLATED REQUIREMENT. The FBI prioritizes
Commercial Off the Shelf (COTS) products that meet the capabilities above. This RFI is for market research only to request input from potential providers of platforms/software with the stated requirements.
The Government would like to know which firms can provide products and services for this contemplated requirement by identifying themselves and responding to this RFI. The
Government requests the following information:
1. Company name and business size.
2. Provide evidence to show that your company can provide the requested products and/or required resources (i.e. technical ability, personnel, and experience). Information provided must be succinct and related to the requested information in this RFI. All submissions must be unclassified. Submissions must be no longer that 15 pages in length.
3. Provide licensing/subscription models with pricing structure associated with your response, to include estimated cost of these structures for government assessment of budget impacts.
4. Any other assumptions, comments, concerns, and/or questions relating to the contemplated services.
CONTEMPLATED REQUIREMENT
The DOJ, FBI, Digital Evidence Field Operations (DEFO) is issuing this RFI to:
• Gather industry information on the enclosed requirements.
• Gather pricing and cost information for software and licensing.
• Request information on any improvements that the FBI should consider when looking to achieve capabilities that meet requirements.
• Request information on potential barriers to obtaining solutions that meet objectives needed to accomplish stated requirements.
Version 1.2 Page 4
Given that every FBI office or deployment location does not require constant access to mobile device extraction capabilities, the FBI seeks a solution to efficiently re-allocate finite mobile extraction capabilities as needed via software management. This solution should allow for a user to “check out” a virtual license for the use of the software from a central management system and the license should automatically return it to the pool of available licenses upon completion. It is understood that specialized hardware and adapters may be needed at each physical location where extraction takes place.
The FBI may consider other novel licensing models or technical solutions which would also meet the objective of providing managed and trackable extraction solutions at all FBI locations within the FBI’s budget constraints.
Management Capabilities:
• Concurrent user license allocation, renewal, and management
• Statistical collection and reporting of device extractions
• Managed software updates
• Permission management (restriction of access to authorized users)
• Solution needs to be deployed in a FBI-enclave
• Licenses should work without active network connections via a temporary license download or other means
Mobile Forensic Capabilities:
• Capability to unlock mobile devices in a locked state
• Full File System extraction of Android and iOS devices
• Capability to extract data from devices in After First Unlock (AFU) and Before First
Unlock (BFU) states
• Keystore and Keychain credential decryption
• Run offline, without an Internet connection
• Extractions can be parsed with non-proprietary COTS tools
Demonstrations may be requested after the completion of this RFI.
