SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS

B.1 Procurement Objectives

The objective of this procurement is to award a firm-fixed-price contract to a company that will successfully deliver FBI requirements in accordance with issued specifications, drawings, construction standards, security requirements, and agency needs. The awardee must coordinate activities related to the construction of many separate buildings, requiring different specialties and construction methods as described in Attachment C – Construction Security Plan.

This acquisition is for the construction of the Multi-Purpose Range Complex (MPRC). This project will include demolition of some of the existing structures, sitework and tree clearing to open the range for safe operations, and construction of buildings, structures, and sand pits to support this mission pillar.

The key players this project will support includes the Explosives Unit (EU), under the Laboratory Division (LD), Development and Preparedness Unit (DPU), under the Weapons of Mass Destruction Directorate (WMDD), and the Hazardous Devices Tools & Technologies Unit and the Hazardous Device School, both under the Critical Incident Response Group (CIRG). Explosives Unit and Development and Preparedness Unit have relocated from Quantico to Huntsville. This directed move has created a challenge to ensure that the capabilities required to perform their mission is available on Redstone Arsenal in Huntsville, AL. The scope of the MPRC Project includes the addition of a classroom, render safe test facility with camera buildings, workshop, covered storage, vehicle wash and fuel station, and a range for render safe operations. The project also includes the renovation of an existing range that includes the addition of an operations building, firing shed, bleachers, and an Inerting building to accommodate the relocation of operations from Quantico, VA to Redstone Arsenal, AL.

Special consideration should be taken in regard to the governments’ need for the Inerting facility. The government requires this facility to be full operational and turned over to the FBI no later than December 31, 2026. The anticipated delivery date for the government provided ARMAG inerting building is on/about 30 September 2026. The ability to understand and meet the requirement of ensuring this building is operational NLT December 31, 2026 MUST be reflected in the offerors submission, including schedule. Again, the building itself will be a government furnished, contractor installed facility however, the sitework, associated utilities, and all internal mechanical, electrical, telecom, and plumbing described in the design drawings will need to be in place to support the delivery, connection, and full operation of that unit. ARMAG delivery is anticipated to be on/about 30 September 2026. The ARMAG unit will be delivered as a shell with exterior penetrations for service entry of supporting utilities, exterior lighting, and exterior receptacles only. The offeror will be responsible for coordinating delivery, unloading, and placing the unit with the ARMAG team. ARGMAG will provide a supervisor to assist in offloading and assembling the unit. This supervisor will bolt the pieces together, place a bead of caulk around all seams, make internal connections, and anchor the unit to the concrete

Page | 8

FBI MPRC RFP – 15F06726R0000045

pad. The offerors must consider this in the development of their proposals, must be demonstrated in their schedule. In order to support full functionality of the Inerting building on or before December 31, 2026, the Inerting facility will require a temporary control location which will be located inside an existing connex container in close proximity to the proposed Inerting building location. The offerors will need to provide a temporary fiber communication line and power connection to this connex for the facility to be considered operational. The offeror will also need to modify the connex to house a 110v window AC unit that will be contractor furnished contractor installed. The connex will require a 200amp service that can be located adjacent to the connex via a temporary H-frame or similar structure. There should be no less than six duplex receptacles in the connex installed by the general contractor. There should also be sufficient lighting in the connex to support the temporary operations expected to take place therein, lighting and circuits to support it will be provided by the general contractor.

The MPRC project footprint encompasses multiple explosive ranges which will be in operation throughout the life cycle of this project. The government will communicate range operation information to the winning offeror, and work with them to prevent any unnecessary disruptions to construction activities. Understanding that when certain operations are being conducted construction personnel will not be able to operate in certain areas. These interruptions will be communicated in advance and will take into consideration ongoing construction operations. A schedule of forecasted training operations that could potentially impact the construction effort will be provided in order to help offerors refine proposals.

B.2 CLIN Structure

The Contract line-item number (CLIN) structure below aligns with Attachment 5 – Price Template.

The total evaluated price for source selection purposes shall include the sum of the base CLINs and all priced option CLINs (if applicable). Evaluation of option CLINs does not obligate the Government to exercise any such options. The Government reserves the right to award only the base CLINs, or any combination of base and optional CLINs, at time of contract award.

All optional CLINs shall be priced at the time of proposal submission. These options may be exercised unilaterally by the Government in accordance with FAR 52.217-7, “Option for Increased Quantity— Separately Priced Line Item,” if, and when, funding becomes available. The exercise of these options shall be considered within the scope of the contract and shall not constitute a cardinal change.

Offerors are required to propose firm-fixed prices for all optional CLINs. Option pricing shall remain valid for a period of 90 days from the date of contract award. The Government reserves the right to request verification of pricing prior to exercising an option. No upward adjustment in price shall be made.

B.3 Schedule

Pricing is required on the CLIN schedule. Failure to do so, may eliminate the offeror from the competition. The pricing tables are located at Attachment 5 - Price Template. Final negotiated prices are binding and will be incorporated in the resulting contract.

SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C.1 Background and Scope

C.1.1 Background

Located within the boundaries of the Hazardous Devices School (HDS) on Redstone Arsenal (RSA), the MPRC project stands as one of the last efforts to complete the FBI Huntsville’s Counter-IED Center of Excellence mission pillar. This project will include demolition of some of the existing structures, sitework to open the range for safe operations, and construction of buildings, structures, and sand pits to support this mission pillar.

The key players this project will support include the Explosives Unit (EU), under the Laboratory Division (LD), Development and Preparedness Unit (DPU), under the Weapons of Mass Destruction Directorate (WMDD), and the Hazardous Devices Tools & Technologies Unit and the Hazardous Device School, both under the Critical Incident Response Group (CIRG).

EU and DPU have relocated from Quantico to Huntsville.

As criminal and terrorist threats become more diverse and dangerous, it is becoming increasingly important to have the facilities to train and investigate these threats. The mission of the FBI is to protect the American people and uphold the Constitution of the United States. The Multi-Purpose Range Complex will increase the FBI’s ability to effectively mitigate the threats that oppose that mission.

This is a FFP contract for construction efforts based on the documents referenced below. All work shall be in accordance with the following documents provided for reference:
