About this file

This is a Justification and Approval (J&A) document for a sole source procurement by the Federal Bureau of Investigation (FBI), Finance and Facilities Division, Procurement Section.

The FBI intends to award a sole source follow-on order valued at $167,025.00 to M.C. Dean, Inc., the incumbent integrator, to extend the existing Honeywell Connected Life Safety Services (CLSS) Horizon enterprise environment by integrating additional facilities becoming operational on the FBI campus. The required services include integration of new buildings' fire alarm and mass notification systems into the existing CLSS Horizon Cloud-Connected Horizon (CCH) and LAN-Connected Horizon (LCH) workstations; configuration of site-specific databases, point mapping, alarm routing, user roles, graphics, and floor plans; and programming, testing, validation, and commissioning support within the existing production environment. The procurement is justified under FAR 6.302-1(a)(2)(ii) (Only One Responsible Source) because M.C. Dean was the original competitively selected contractor that designed, installed, programmed, and commissioned the FBI campus-wide CLSS Horizon system. Award to any other source would require substantial duplication of cost through reverse-engineering existing configurations and databases, re-creating graphics and alarm routing logic, and re-performing integration and validation testing already completed. The Government determined that no other sources expressed written interest in the acquisition, and publicizing the requirement would not yield additional capable sources able to meet requirements within the required timeframe. The estimated total value includes all unexercised option Contract Line Items (CLINs) representing separately priced requirements for facilities under construction or in active acquisition phases, to be exercised only when bona fide needs arise and funding is available.

SECTION

Justification and Approval (J&A) for Other than Full and Open Competition

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C.

3304 (A) (1)

Estimated Contract Dollar Value: $167,025.00

1. Identification of the agency and contracting activity.

The U.S. Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Facilities Acquisition Unit (FAU), has prepared this Justification and Approval (J&A) for Other than Full and Open Competition for the procurement of follow-on fire alarm and mass notification system (FAS/MNS) integration services into the FBI’s centralized campus-wide monitoring and command-and-control platform on behalf of RFSS.

2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.

The Government intends to award a sole source follow-on order to M.C. Dean, Inc., the incumbent integrator, to extend the existing Honeywell Connected Life Safety Services (CLSS) Horizon enterprise environment by integrating additional facilities that are becoming operational on the FBI campus.

This action includes, but is not limited to:

Integration of new buildings’ fire alarm and mass notification systems into the existing CLSS Horizon Cloud-Connected Horizon (CCH) and LAN-Connected Horizon (LCH) workstations Configuration of site-specific databases, point mapping, alarm routing, user roles, graphics, and floor plans Programming, testing, validation, and commissioning support within the existing production environment

SECTION

Justification and Approval (J&A) for Other than Full and Open Competition

This effort is a direct logical follow-on to the original competitively awarded contract under which M.C. Dean designed, installed, programmed, and commissioned the FBI campus-wide CLSS Horizon system.

3. A description of the supplies or services required to meet the agency’s needs.

The required services involve extending and modifying an already-deployed operational enterprise fire and life safety monitoring system. The CLSS Horizon platform is the FBI campus’s authoritative system for centralized monitoring, supervisory control, command-and-control messaging, and life-safety situational awareness

The work requires detailed knowledge of:

The existing CLSS Horizon architecture and configuration

4. The statutory authority permitting other than full and open competition.

FAR 6.302-1(a)(2)(ii) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, because award to any source other than the incumbent would result in substantial duplication of cost and unacceptable delays.

5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.

M.C. Dean was competitively selected under the original contract and performed the full design integration, installation, programming, configuration, and commissioning of the FBI CLSS Horizon environment. This includes the creation of the operational site-specific database, graphics, alarm logic, and integrated interfaces currently relied upon for campus-wide life-safety monitoring

Because this requirement involves extending and modifying an existing production environment—rather than deploying a standalone or greenfield system—only the incumbent possesses the detailed institutional and technical knowledge necessary to perform the work without disrupting life-safety operations.

Justification and Approval (J&A) for Other than Full and Open Competition

Award to a different contractor would require:

Reverse-engineering the existing configuration and databases Re-creating graphics, point mapping, and alarm routing logic Re-establishing system administration, cybersecurity coordination, and testing baselines Re-performing integration and validation testing already completed under the original contract

These activities would constitute substantial duplication of effort and cost with no corresponding benefit to the Government.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

The Government considered soliciting offers from multiple sources; however, this requirement is a logical follow-on to a prior competitively awarded contract under which M.C. Dean, Inc.

designed, integrated, and commissioned the FBI campus-wide Honeywell CLSS Horizon system. Due to the incumbent’s unique knowledge of the existing system configuration, databases, interfaces, graphics, and alarm routing logic, competition for this follow-on effort is not practicable without substantial duplication of cost and unacceptable delays.

Accordingly, this acquisition will not be synopsized in accordance with FAR 5.202(a)(1), as the Government intends to solicit and negotiate with only one responsible source under 41 U.S.C. § 3304(a)(1) and FAR 6.302-1(a)(2)(ii). Publicizing this requirement would not result in additional capable sources able to meet the Government’s requirements within the required timeframe.

7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The total estimated value of this acquisition, including all unexercised option CLINs, is approximately $167,025.00. Each option CLIN represents a separately priced requirement associated with facilities that are currently under construction or in active acquisition phases and will only be exercised when a bona fide need arises and funding is available for the applicable fiscal year.

The Contracting Officer will determine that the anticipated cost to the Government is fair and reasonable based on an evaluation of the contractor’s detailed proposal, comparison to

SECTION

Justification and Approval (J&A) for Other than Full and Open Competition previously competed and awarded CLSS Horizon integration efforts, and review of an Independent Government Cost Estimate (IGCE). Pricing reflects the use of established system configurations, continuity of integration within the existing operational environment, and the avoidance of substantial duplication of cost that would result from transition to a different contractor.

8. A description of the market research conducted and the results.

Market research was conducted in accordance with FAR Part 10 through a review of the original competitive procurement for the FBI campus-wide Honeywell CLSS Horizon system, analysis of the existing system architecture, and consultation with technical subject matter experts. The research confirmed that while multiple firms are generally capable of performing fire alarm and mass notification system integration services, only the incumbent contractor possesses the detailed, system-specific knowledge required to extend and modify the existing CLSS Horizon implementation without substantial duplication of cost or unacceptable delay.

The market research concluded that competition for this follow-on requirement is not practicable, as a new source would be required to recreate site-specific configurations, databases, interfaces, graphics, and alarm routing logic already established under the original contract.

Accordingly, the Government determined that only one responsible source can meet the requirement within the required timeframe and performance parameters.

9. Any other facts supporting the use of other than full and open competition.

The work required under this acquisition must be performed within an active, operational life-safety environment and involves direct modification of the FBI campus’s production CLSS Horizon system. Any transition to a new contractor would introduce unacceptable risk to continuous fire alarm and mass notification monitoring, system integrity, and facility occupancy timelines. Additionally, the incumbent contractor’s prior coordination with the Authority Having Jurisdiction (AHJ), familiarity with site-specific acceptance testing procedures, and established configuration baselines further reduce execution risk and support continuity of operations.

These factors, when combined with the substantial duplication of cost and unacceptable delay that would result from awarding this requirement to a different source, further support the use of other than full and open competition under 41 U.S.C. § 3304(a)(1) and FAR 6.302-1(a)(2)(ii).

10. A listing of any sources that expressed a written interest in the acquisition.

SECTION

Justification and Approval (J&A) for Other than Full and Open Competition

No sources other than the incumbent contractor, M.C. Dean, Inc., expressed a written interest in this acquisition. The Government did not receive any responses or expressions of interest from other potential sources.

11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.

The Government will continue to assess opportunities to promote competition for future fire alarm and life safety system requirements. For subsequent acquisitions not directly tied to the existing CLSS Horizon production environment, the Government may consider competitive procedures, including separate procurements for standalone systems, new campus developments, or future enterprise expansions following completion of the current integration effort.

Additionally, the Government will evaluate documentation, configuration standards, and interface requirements to the extent practicable to reduce reliance on incumbent-specific knowledge and facilitate competition for future requirements, consistent with operational, cybersecurity, and life-safety considerations.
