1. Preamble

1.1. Overview

The Government’s approach to this contract is to support a successful partnership between the Design-Build Contractor (DBC) Team and the Government which will enable the completion of the Chicago Erosion Control and Bluff Stabilization Project, referred to as the

“Project,” within the budgeted cost, schedule, and to acceptable levels of quality and performance while meeting the Project requirements. The Government has, to the greatest extent possible, stated its requirements on a performance basis, thus allowing and expecting the DBC to determine, using standard commercial best practices, what design solutions are appropriate. The DBC is expected to seek out innovative solutions to maximize budget and performance in response to these performance-based requirements. The Government expects to be involved in design decision-making as these solutions are determined but recognizes the DBC’s essential role. For purposes of the Project, the DBC must provide all necessary professional and technical services and support to fully satisfy the Government’s requirements identified herein to design and build as detailed per this Performance Work

Statement (PWS) scope requirements. It was decided that this task would utilize the Design-

Build delivery method and performance-based requirements to seek out superior performance.

The goal of this Design-Build Project is to provide engineered solutions that can be designed and constructed (within the budget) that will address as many, if not all, the most serious erosion problems at the Chicago Regional Training Facility. The Design-Build Contractor shall institute and foster an innovative, effective, and efficient management program able to address changes and developing conditions while continuing to maintain appropriately high levels of quality within budget constraints.

The FFD Facilities Acquisition Unit (FAU) Contracting Officer and their designated Contracting

Officer’s Representative (COR) will serve as the Government’s points of contact to the DBC on contractual and requirements issues and act as the intermediary between the DBC and the end users and operators. While the interaction between the DBC, site operators, and users is necessary, the DBC shall not take technical direction or guidance from anyone other than the Contracting Officer or their appointed representative.

IN ACCORDANCE WITH THE ORDER OF PRECEDENCE CLAUSE FOUND IN THE DIVISION 1,

SPECIFIC ELEMENTS OF THIS SCOPE SHALL GOVERN IN THE EVENT OF A CONFLICT BETWEEN THE

PREAMBLE AND ANY OTHER PART OF THE SCOPE REQUIREMENTS.

understood that the scope of work does not encompass all of the possible conditions that might occur onsite.

2.4. Background

The Chicago Regional Training Facility borders Lake Michigan. Water levels on the Great

Lakes are highly variable and fluctuate in response to climate and weather. Currently, the

Great Lakes are experiencing the highest water levels since the mid-1980s. Factors such as wave action, storms, wind, surface water runoff, and groundwater seepage continually reshape the shoreline (Michigan Department of Environment Great Lakes and Energy [EGLE]

2020). High water levels on Lake Michigan have increased erosion and bluff recession and continue to threaten property and infrastructure near the shoreline. The bluff and shoreline area exhibit ongoing erosion and drainage issues due to prior incomplete stabilization efforts. The existing sheet pile wall, installed by a previous contractor (refer to attachments for previous project details), does not extend to the northern section of the bluff, allowing continued soil loss and slope failure. Inadequate grading and drainage have further contributed to erosion, affecting both the access road and adjacent properties. The DBC shall assess current site conditions and develop cost-effective remediation strategies, including completing the retaining wall, improving drainage systems, and reinforcing the bluff and shoreline to prevent further degradation. Emphasis shall be placed on durable, low-maintenance solutions that maximize long-term performance while minimizing construction and lifecycle costs. . . There also appears to be a continuously flowing leak originating from an existing manhole that provides drainage from the firing range on site to the top of the bluff. The runoff appears to overflow the top of the exposed bluff causing continued erosion. The project’s primary goal is to stabilize the remaining portion of the bluff and properly divert the stormwater run-off to the outfall and into Lake Michigan.

3. Procurement Synopsis and Scope of Work

3.1. Procurement Synopsis

The DBC shall provide comprehensive services to remediate and upgrade the existing stormwater drainage system, emphasizing cost-effective and sustainable solutions. Work shall include, but is not limited to, utility location, excavation, backfill and compaction, erosion control, grading, and final surface restoration (seeding or pavement repair). Best management practices (BMPs) must be implemented to prevent offsite sediment transport.

An effective stormwater drainage system is critical to directing runoff safely to Lake

Michigan and minimizing erosion throughout the conveyance path. The DBC shall locate and assess the existing storm sewer, outfall, and submit a remediation plan. A new stormwater system shall be designed and installed to collect runoff from the bluff top and tie into the existing system, prioritizing efficient construction methods and materials that reduce lifecycle and maintenance costs. The DBC is responsible for the preparation of all architectural and engineering documents to produce a 100% set of construction documents, signed, sealed, and all construction work required to complete the project. The services of this contract include the following:

1. Preparation of design and construction documentation (reports, calculations, drawings, and specifications) within the project budget;

The project budget is $2,600,000 for the design and construction of the project,

2. Development of a project schedule, Page | 7

3. Cost estimate, and

4. Construction Administration support for the project during construction.

3.2. Scope Requirements

Contractor will be provided a geotechnical report from Mannik Smith Group (MSG) that identifies the extent of the slope failure. The report is to be used as a reference to understand the existing conditions and suggested approaches for corrections. The DBC may utilize the provided report or conduct independent testing to verify existing site conditions.

Immediate action is required to address the shoreline in order to prevent future sediment transport. Strengthening the shoreline revetment is critical to controlling erosion impacts on both the shoreline and the adjacent slope. Additionally, implementing an effective slope stabilization and drainage system is essential to ensure long-term site stability. DBC will develop and present remediation options, prioritizing solutions from the most critical issues to the least, ensuring a strategic and efficient resolution process aligned with the design-build approach, scope requirements and budget.

The DBC shall, be responsible for obtaining any necessary licenses, fees, inspections, and permits, and for complying with any federal, state and municipal laws, codes, and regulations applicable to the performance of the Work. DBC will contact the appropriate environmental office, initiate and complete a National Environmental Policy Act (NEPA) review process. This project might be eligible for a Categorial Exclusion (CATEX) and a copy of the Federal Emergency Management Agency (FEMA) Programmatic Environmental

Assessment for Great Lakes shoreline stabilization projects is provided for informational purpose.

Copies of all licenses and permits are to be provided to the Owner. The DBC shall provide a succinct summary that details their specialized experience, to include examples of projects completed, that demonstrates their capability to coordinate with Illinois Natural Resources, Illinois DEQ, United States Army Corps of Engineers

(USACE), and any other applicable state and local environmental regulatory agencies.
