About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for Remotec Inc. Robot Replacement Parts.
The FBI intends to award a sole source, one-time, firm fixed price contract to Remotec Inc. for replacement parts of the F6B and Spartan robot models. These parts are required to be delivered on a specified timeline, with a portion by January 15, 2025 and the remainder within 45 days of award. The FBI is sole sourcing this requirement to Remotec Inc. as the parts are proprietary and only available from the original manufacturer. Market research confirmed Remotec is the sole source provider of these parts in the United States. Acquiring replacement parts is critical for the FBI's Hazardous Devices School to maintain operations and training with this industry standard equipment.

FEDERAL BUREAU OF INVESTIGATION
FINANCE AND FACILITIES DIVISION | PROCUREMENT SECTION
JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN FULL
AND OPEN COMPETITION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304 (A) (1)
Requisition Number: SHOP-PR-25-000159
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), National Acquisition Programs Unit (NAPU), has prepared this justification for other than full and open competition for Remotec Inc. Robot Replacement Parts on behalf of the Critical Incident Response Group (CIRG).
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The FBI intends to award a sole source, one time, firm fixed price award to Remotec Inc for replacement parts of the F6B and Spartan robot models. These products must be delivered as soon as possible, with a portion of these products delivered no later than January 15, 2025. The others must be delivered within 45 days ARO.
3. A description of the supplies or services required to meet the agency’s needs.
This requirement is to provide Remotec Inc Robot Replacement Parts. These are direct replacement parts for existing equipment; therefore, no substitutions are permittable. These parts are for the F6B and Spartan models.
4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
The required products are peculiar to one manufacturer, Remotec Inc, as they have patented these products.
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
The Remotec robot parts are serviced and supported solely by the manufacturer’s products. Only Remotec’s robot parts will provide the required security, technical, functional, and operational requirements that are compatible with the robots currently used and in inventory at the Hazardous
Devices School (HDS). If parts were replaced with a different manufacturer's products, the robots would be rendered unusable. The approach to replace all of these robots, as opposed to procuring replacement parts for worn or end of life parts, is cost prohibitive.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
During Market Research, the manufacturer provided a letter confirming that they do not have any US authorized resellers. A Notice of Intent to Sole Source will be posted to SAM.gov.
7. A description of the market research conducted and the results.
Significant market research efforts were conducted to identify vendors by querying the internet, reviewing market research reports, and testing and training. Research revealed that this equipment has been reliable in the past and is currently being utilized by other agencies’ units in the field.
These products are also in current use in the FBI, last being purchased in FY24. Previous purchases were reviewed during market research, such as 15F06724P000293. Additionally, the manufacturer was contacted to verify that they are the sole manufacturer of these products and if they have authorized resellers. They confirmed that they are the sole US seller of these products, and the only manufacturer of these patented parts. GSA Advantage was searched for these products and yielded no results. In conclusion, Peraton/Remotec, Inc. is the sole source manufacturer and US distributor of the equipment.
8. Any other facts supporting the use of other than full and open competition.
Remotec’s robot parts are required to allow the HDS to continue to operate and train students with equipment, and conduct safe field operations with the highest reliability. The parts will allow the HDS personnel the ability to conduct the maintenance and repairs on robots used during training. In the furtherance of the FBI’s mission, the parts will give the HDS the ability to train public safety bomb technicians in the correct usage of this equipment, which is industry standard.
9. A listing of any sources that expressed a written interest in the acquisition.
As this has not yet been solicited, no interest has been expressed.
10. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
The FBI will continue to monitor the marketplace to identify any new sources that are capable of meeting this requirement for this and future requirements. For new requirements, the FBI will conduct a thorough review of the marketplace to identify and remove barriers to competition, so that the competition can be achieved to the maximum extent practicable.
