About this file

This document is a Notice of Intent (NOI) from the Federal Bureau of Investigation (FBI) to award a firm-fixed price contract for Network Innovations US Government (NIC4) satellite air card service. The FBI's Technology Integration and Support Unit (TISU) requires a 12-month renewal of five satellite phone/satellite service lines, specifically through NIC4, which is deemed the sole source due to proprietary service and unique hardware compatibility. The procurement is classified under NAICS code 517410 for Commercial Satellite Communications Solutions.

Interested parties may identify their capabilities and interest by emailing the Contracting Officer at NLJackson@fbi.gov no later than 12:00pm Central Time on April 7, 2025. The notice emphasizes that responses sent through other means will not be considered, and the government retains discretion on whether to conduct a competitive procurement. PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT

WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract for Network Innovations US Government (NIC4) 10 SIMS satellite air card service plans. Only this suggested source can furnish the requirement because the Technology Integration and Support Unit

(TISU), requires a renewal of five lines of air card service over a 12-month period for satellite phones/satellites which will continue to be used within the CJIS Division. NIC4 Network Innovations satellite airtime service is proprietary to NIC4 and they are uniquely qualified to provide these lines of service to TISU/CJIS. Market Research was completed by examining pertinent specifications and capabilities and recommendations from other technical members of the government community. TISU currently utilizes hardware that supports NIC4 requirements such as network compatibility, SIM card size, etc. Other vendors supply lines of service for satellites; however, each have their own requirements as to what type of hardware they support as well as their own networks. Continuing to have NIC4 as the provider eliminates the possibility of having to repurchase all new hardware to support a new vendor. Some of the hardware and supporting lines of service are currently deployed to other countries in support of a CJIS initiative. Proceeding with another vendor could cause work interruptions and the inability to communicate

FBI Mission Critical communications.

This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 517410

- Commercial Satellite Communications Solutions (COMSATCOM).

The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests, capability, and authorized provider letter by responding to this requirement by contacting the Contracting

Officer via email only at NLJackson@fbi.gov, no later than 12:00pm (CT) on Monday, April 7, 2025.

Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered.

Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Vendors must be registered in the System for Award Management (SAM), effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM.

Please ensure that your company’s SAM information is updated and accurate. This includes UEID #, EFT, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
