The SOW indicates this is a non-personal services contract with specific security clearance, training, and travel requirements.
The related federal contract opportunity is a pre-solicitation notice from the FBI's Professional Services Acquisition Unit seeking information from vendors that provide background investigation services. FEDERAL BUREAU OF
INVESTIGATION
Background Investigations
Support Services for Security Division
Statement of Work
August 2023
INTRODUCTION
Background The Federal Bureau of Investigation (FBI) is the primary law enforcement (LE) and investigative arm of the United States (US) Department of Justice (DOJ). The mission of FBI’s Security Division (SecD) is to provide security services to protect people, information, and facilities enabling the Bureau and its partners to succeed. Comprised of two branches, SecD works tirelessly to ensure security for the nation through collaboration and innovation, while ensuring the integrity of the FBI workforce by overseeing the background investigations (BI), adjudications, polygraph examinations, continuous vetting, and periodic reinvestigations of individuals, including but not limited to applicants, employees, contractors, task force officers and other government agency personnel. SecD conducts regular outreach and collaboration with other FBI entities and intelligence community federal partners to improve intelligence information sharing, increase awareness of emerging threats and trends, and better understand potential security risks to Bureau staff and equities. SecD monitors trends and provides security information to other divisions so they can adapt their processes to mitigate potential security risks.
Lastly, SecD ensures the safety of FBI employees, contractors, and task force officers located in facilities worldwide. The FBI Police force is comprised of several commands capable of providing emergency response at FBI Headquarters (FBIHQ), FBI Clarksburg, the FBI Academy, and the Washington and New York field offices. SecD is also involved in hundreds of FBI construction projects around the world.
Program Background Investigations and Adjudication Program: The FBI is an Investigation Service Provider (ISP) who serves numerous FBI clients. The BI requirement supports the FBI and 21 outside clients, to include the executive and legislative branch. Past well publicized data breaches and leaks (e.g., the June 2015 Office of Personnel Management (OPM)) hack where BI records of current, former, and prospective Federal employees and contractors were stolen, raised the visibility and future importance of the BI and adjudication requirement in identifying security threats which could exploited. The BI and adjudication workload driving this demand for contractor services comes from clients, FBI employees, task force detailees, continuous vetting and the Trusted Workforce 2.0 (TW 2.0) Initiative requirements due to insider threats, leaks, and breaches. To provide suitability recommendations, grant suspend clearances, as well as to provide investigative results to Other Government Agency (OGA) clients, the FBI must conduct thorough and expeditious BIs.
The FBI is authorized to grant or suspend security clearances for its employees, contractors, LE officials, and task force members. Most of these clearances are Top Secret (TS) requiring initial full - field single scope background investigations (SSBIs) and full - field reinvestigations. The objective of a BI is to develop all information regarding the applicant or the employee that is pertinent to the candidate’s suitability for employment or continued employment by the FBI in a position of trust that requires access to highly sensitive and classified information. The FBI is a TW 2.0 compliant agency who maintains compliance with policies and standards set by executive orders, the office of the Director of National Intelligence (ODNI) and the Office of Personnel Management (OPM) for all aspects of personnel vetting.
Scope SecD requires comprehensive BI contractor support in Huntsville (HSV) and National Capital Region (NCR) to perform a full range of BIs, and associated support services to comply with multiple Executive Orders (EOs), Security Executive Agent Directives (SEADs), Investigative Standards (IS), and FBI Policies.
The services shall satisfy OGA and TW 2.0 requirements as directed and identify and adjudicate personnel threats which could compromise FBI mission accomplishment. This Statement of Work (SOW) supports the needs of BIs, and the necessary analytics within the FBI.
The initial effort requires an estimated total of 128 experienced Contractor personnel Program Manager (PM), Assistant Program Managers (APMs), Personal Security Specialists (PSSs) Grades 2 through 6, Program Analytical Analysts (AAs) and Security Assistants.
