About this file

This document is a set of questions and answers related to a Request for Proposals (RFP) for a federal contract opportunity to provide cyber training to the Federal Bureau of Investigation (FBI). The key details are:

The FBI is seeking cyber training courses covering 25 functional areas, to be delivered through in-person, on-demand, and live online formats. The contractor must offer industry-recognized certifications upon completion of the courses. The expected student population is approximately 600 per year. The contract will be a single award indefinite-delivery, indefinite-quantity (IDIQ) with a firm-fixed price structure. The RFP states there are currently no anticipated in-person courses in Huntsville, Alabama, but the contractor must provide two annual in-person courses at that location. Pricing should include certification exam vouchers. The contractor will have discretion over delivery formats unless specifically requested by the government.

3RequirementsHow many students per year are estimated to take the training courses?600
2NASOWWhat percentage of the training was conducted by a live instructor?10%
8Attachment, Section 3.2 Task 2: CertificationsCan the offer of industry-recognized certifications be accomplished through assessments that accurately diagnose and predict readiness to pass third-party certifications which can validate the knowledge or skills listed in this section, or must these certifications be provided directly by the contractor during the training? The vendor is expected to directly provide industry recognized certifications. Assessments predicting success obtaining third party certifications are not acceptable.
12RFP Page 12 Section E3 / SOW page 12 Section 6Place of Performance:

It says at vendor facilities, are there any restrictions or requirements regarding the locations of these facilities? Is anywhere CONUS acceptable? Do all courses need to be at the same facility? It does say that the FBI requires two in-person courses in Huntsville on an annual basis and other courses online. Does the FBI intend for classes outside the two to be taught online?

There are currently no anticipated courses in Huntsville. Statement of work has been updated.
6RFP, Section B.3Knowing that there are 25 functional areas that are called out in the document, how many courses currently exist?
Are we expected to use the existing content for those courses? It is expected that a vendor will provide courses covering all listed functional areas, and that the courses will be available to the public. Our expectation is that the vendor is providing the same training to the FBI that they would provide to any other entity.
10RFP, Section C.13What is the average course length for existing courses?Previous vendor courses were typically 2 - 6 days in length
12RFP, Section E.5What is the expected number of named (Federal Bureau of Investigation (FBI) Cyber Division (CyD) and Field Office Cyber Squads personnel) accounts? How many public accounts are expected? It is expected that each student will have their own account to coordinate training, especially in the case of On Demand or Live Online trainings.
11SOW, Section 3.3Is there a specific technical conformance standard (e.g. SCORM, xAPI, etc.) that the student account portal must have? No. The student account portal must allow a student to schedule any training and attend On Demand or Live Online training, as well as track course completion and certification status.
6RFP, Section B.4For the incumbent contract for this scope, what has been the total amount spent to date on this contract? Does the Government expect the same demand for courses in this next iteration of the contract?$21.5 million for incumbent base plus four (4) option years contract.
7RFP, Section C.2Can you clarify how the course ordering process works, in particular for Live courses? Do the students request the scheduling of a specific course, or does the Contractor set this schedule and the student attendees based on how the contractor scheduled class works for the student? The student will sign up for courses already publicly offered by the vendor.
8RFP, Section C.7If the Contractor is expected to provide existing content that is created and owned as intellectual property of the Contractor, is this section stating that this intellectual property would become the property of the FBI? Is this requirement essentially saying that all content provided or created by the Contractor are Works for Hire?Courses that are developed specifically for this requirement or the FBI shall be sole property of the FBI. Courses that are pre-developed will remain property of the vendor.
8RFP, Section C.9Can the Contractor expect that FBI personnel (learners) will have access to their own machines to participate in the training courses offered by the Offeror?Learners will use own devices for courses unless course includes devices that are provided by the vendor.
10RFP, Section C.13Is it to the discretion of the Contractor which courses are taught On-Demand vs. Live Online vs. Live In Person? Or, will the Government be prescriptive regarding the delivery format of each course? It is the Contractor's discretion to determine which delivery method is used unless specifically requested by the Government.
15RFP, Section F.4Can you clarify what a sample task order may be? For instance, will a task order specify the courses that the Contractor should deliver for a certain year in the contract, or will a new task order be issued for each course requested? Also, can you please clarify the mention of Key Personnel here? In Section SOW Attachment A, Section 4, Key Personnel is shown as "Not Applicable."A sample task order will likely be a set of available courses for students to attend, along with agreed upon pricing for the year. The intention is to allow flexibility in exactly what courses will be enrolled in and when students will take the courses. That is why it is critical that the FBI be able to enroll in existing courses available to the public.
25RFP, Section G.1.2, IV, AIs the Contractor's Student Portal considered a Covered Information System? What other Contractor systems, in the incumbent contract, were identified as Covered Information Systems? No. There should not be any Federal contract information on the student portal. No systems were identified as covered information systems in the incumbent contract
General Questions from Statement of WorkDo you want the response and pricing to include certification exam vouchers?Yes, the pricing should include certification exam vouchers.
General Questions from Statement of WorkWhat is your total addressable student population? We expect roughly 600 people per year
General Questions from Statement of WorkWhat tools/services are you currently using for Perimeter Protection and Log Analysis? We are not able to provide this information.
Cyber_Training_RFP_AmendmentWill the government accept pricing in firm fixed pricing basis only without labor hours or categories?Yes, the contract will be firm-fixed price.
E.3 Place of PerformanceAre there cities you need the vendor facilities to be located in? Or are virtual classes, outside of Hunsville, acceptable? No specific cities. Majority of students attend Virtually, on an OnDemand, asynchronous basis.
3.3 Task 3 – Student Ordering ProceduresFor all classes, is the expectation that these classes will only be for FBI personel? No, classes shall be publicly offered unless specifically requested by the Government.
3.3 Task 3 – Student Ordering ProceduresIs there a minimum number of students expected for in person classes? No. The expectation is that students will schedule to take publicly available classes offered by the vendor.
3.1 Task 1: Formal Training CoursesAre there specific commercial certifications you are seeking for each of the courses? All offered certifications must have been listed among an expert witness's certifications in federal court. It is not necessary that a certification be the sole criteria qualifying an individual as an expert witness, but that a federal court has recognized that the certification supported the overall determination that an individual qualified as an expert witness.
RFP_Amendment_1: Part 1, A), J.8 Volume IV – Contract DocumentsPages 6 and 46 in Amendment 1 both include the "SF 26" for reference and to include in Volume IV. We were not able to locate this attachment - are you able to provide the SF 26 if necessary to our Contract Documentation?Attached.

49RFPOn pages 1, 15, and 42, the RFP references a multiple award contract. On pages 2, 6, 12, 47, and 49, the RFP references a single award. Is it the Government’s intent to issue a single award contract or multiple award contract? It is the Government's intent to issue a single award contract. RFP has been updated.
8RFPUnder C.7, it states, “All data produced, developed, and/or delivered as a result of this contract, shall be the sole property of the FBI and shall be treated by the contractor as official FBI documentation to be released by the FBI only.” This clause does not apply to the Offeror’s Commercial Off The Shelf (COTS) training, pre-developed courses or existing training, correct?Correct.

40RFPThe Government states, “This is a notice that the contract is competed full and open”; however, on page 40 of the RFP the Government references 52.219-6 Notice of Total Small Business Set-Aside. Could the Government clarify if this is a full and open competition or small business set-aside?RFP has been updated.
40RFPCould the Government provide clarification regarding the inclusion of 52.219-11 Special 8(a) Contract Conditions (Jan 2017), and if it is applicable to a pending award?RFP has been updated.
46RFPUnder section J.7, it states, "The Offeror shall use Tab 2 of the pricing spreadsheet (Attachment D) to provide pricing for the sample task order for a base year plus four one-year options.”. Could the Government provide an updated Attachment D with two tabs? The current version only has one tab referred to as “Sheet1”.RFP has been updated.
44
46RFPUnder section J.5.1, it states, “The Offeror shall provide a comprehensive course list for the course topics identified in the Statement of Work (SOW).” and "In addition to the course list, the Offeror shall provide a list of additional courses that do not fall under the course topics identified in the SOW." Under section J.7, “For each course specified in the Pricing spreadsheet, Attachment D, the Offeror shall provide the price per student for the base year and all option periods.” Could the Government clarify if, in Attachment D, that the Offeror, if they have more than one course per topic, should (1) provide all applicable courses per topic and a price per student, OR (2) does the Offeror only provide one course per topic and a separate list of additional courses? The Offeror shall list any course they offer that falls under each topic. Each course shall be priced per student and per course, not per topic.
1Attachement D pricing SpreadsheetIn Attachement D pricing Spreadsheet we can provide costing for only one delivery method. However, since both live online and on-demand classes need to be offered, could you please advise on how we should present the costs for both delivery methods? The Offeror shall specifiy the delivery method when inserting course name in the course title column of the pricing spreadsheet.
1Attachement D pricing SpreadsheetIn the Attachement D pricing Spreadsheet under base total for each category the applied formula is b*d. But we observed that Column b,c,d are merged together, so the fomula is not executed as required, can you please help us with this.?Pricing spreadsheet has been updated.
2SOW 1.1 - Description of Services/IntroductionThe SOW specifically lists In Person, On Demand, and Live Online content delivery. Will the On Demand content be supplementary to the courses listed within the SOW or be offered as a standalone?Standalone. The expectation is that course content will be comparable regardless of delivery method.
N/AN/AHow many classes are anticipated to be taught in Huntsville versus publically run vendor courses? There are currently no anticipated courses in Huntsville. Statement of work has been updated.
12RFP - C.13, Functional AreasSince there is the possibility of Live Online deliveries, can the Government add separate pricing fields for Live Online deliveries since the costing for each format is different?Pricing for each delivery method can be listed separately in the course title column.
N/AAttachment+D+-+Pricing+SpreadsheetAre instructor travel costs to be billed separately per class, per option year? CONUS pricing and OCONUS pricing will be vastly different. There are currently no anticipated courses in Huntsville. Statement of work has been updated. Will reevaluate if the need for an in-person class arises.
45RFP - J5 - Volume 1 Technical (Factor 1)The RFP states In addition to the course list, the Offeror shall provide a list of additional courses that do not fall under the course topics identified in the SOW. Given the requirement for all classes listed in the SOW need an industry certification as a capstone, do follow on courses require an industry recongnized certification as well? We develop classes all of the time for training contracts we are currently supporting as an add on to already established POIs as a follow on to increase skillsets for previous classes attended and earn continuing education units for certifications that have already been achieved by the student. Any follow on developed classes will not have a certification associated since they are newly developed. An industry recognized certification is required as a capstone for any offered courses, unless otherwise agreed upon by the CO. If the vendor offers courses on topics beyond what is discussed in the SOW, those courses will need to be reviewed to determine if they add additional value and credibility to FBI personnel. If the course does not result in certification, but still is deemed to add value, it may be requested.
Pages 1 and 7RFP - page one and section B.2 Contract TypAt the beginning of the RFP document, it states "Multiple awards are anticipated". This is not a solicitation for a personal services contract, this is a non-personal services solicitation. But on page 7 it states The Government anticipates awarding a Singled Award Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. Can you please confirm how many awardees are anticipated? It is the Government's intent to issue a single award contract. RFP has been updated.
7RFP - B.4 FundingSince this is not a new requirement, can you please tell us (based on past history) the Government ancipates how many classes may be obligated for the expected number of courses for each year?1130 per year, based on a 4 year average.
7RFP - C.1 Scope and SOW Section 1.1Given the Government conducts internal supplementary training courses, can you please provide insight on just what some of the topic areas of those internal courses cover in support of the Government formal training requirements?Investigative Cyber Process and FBI cyber investigation methods, legal requirements, etc.
N/AN/AOnce all courses are finalized and agreed upon, is it the Government's expecation that exam vouchers be included with the training and incorporated into the pricing matrix or will this be procured separately?Yes, the pricing should include certification exam vouchers.
17RFP - J.8 - Volume IV – Contract DocumentsThis section states The Offeror's Contract Documentation volume shall include: signed copy of SF 26 cover page of solicitation, SF 30s (if applicable), and representations and certifications from Section K. But I do not see any such documenation attached to this solicitation. Can you please provide clarification?Attachment has been added.

Is it the Government's expectation that the vendor provide workstations, or will the Government provide fully furnished classrooms (workstations, AV equipment, internet etc.) at the Huntsville location? There are currently no anticipated courses in Huntsville. Statement of work has been updated.

8SOW Section 3.2 Tas 2: CertificationsDo all the certifications need to be recognized in federal court as qualifying an individual as an expert witness? All offered certifications must have been listed among an expert witness's certifications in federal court. It is not necessary that a certification be the sole criteria qualifying an individual as an expert witness, but that a federal court has recognized that the certification supported the overall determination that an individual qualified as an expert witness.
N/AN/ADepending upon the release of the Q&A response will the governemnt extend the deadline for the opportunity by two weeks? The deadline will not be extended.
