About this file
This document outlines the Federal Bureau of Investigation's (FBI) plans to utilize Job Order Contracting (JOC) solutions for facility construction and maintenance projects. The FBI will establish two JOCs, one for the National Capital Region limited to businesses within 40 miles of Washington D.C., and one for the Criminal Justice Information Services Division in Clarksburg, West Virginia limited to businesses within 60 miles. Gordian will provide the customized Construction Task Catalogs containing over 275,000 construction tasks with preset prices. Contractors will bid Adjustment Factors applied to the Catalog pricing. The one year base JOCs may have a total value of $24.5 million over five years. Gordian will offer implementation support, training, price proposal review, reporting, and ongoing program management to maximize the JOCs and ensure transparency.

• Tasks based on competitively-bid, preset prices in a Unit Price Book (UPB)
• Contractors bid an Adjustment Factor(s) to be applied to UPB, resulting in awarded contractor readily available to perform work at agreed upon prices
• Saves time and money
• Provides transparency and auditability

CONTRACTOR’S ADJUSTMENT FACTOR TO CTC
Importance of Adjustment Factors:What is an Adjustment Factor?
• Determines winning bidder
• Used to price individual job orders
• Includes all Contractor’s Business and Project Related Costs, inclusive of Bonding and Insurance, Secured
Areas consideration, and
Subcontractor’s Overhead and Profit
• Price proposal total becomes the lump sum job order amount
• An Adjustment Factor is a multiplier applied to the construction tasks that may increase or decrease the prices listed in the CTC.
• Contractors may bid multiple Adjustment Factors (normal working hours, other than normal working hours, etc.) that are applied to all Tasks in the CTC.
• Adjustment Factors should include all direct and indirect costs not included in the preset prices, and the contractor’s overhead and profit.
