About this file

This document is a set of Questions and Answers (Q&A) related to RFQ 1956 Promotional Items issued by the Federal Bureau of Investigation (FBI). The RFQ solicits open market quotes for various promotional items, including blue stress balls, lanyards, and crime scene tape.

Key details include:

  • The blue stress balls must be 3" round, not 2.5" or other shapes.
  • Preference will be given to products compliant with the Buy American Act, or at minimum, Trade Agreements Act (TAA) compliant. The country of origin and locations involved in production must be noted.
  • The RFQ requires specific sizes for the lanyards, but does not specify equal distribution to field offices.
  • Emergency whistles were replaced with crime scene tape lanyards in the amended RFQ.
  • Vendors may submit separate quotes for Buy American and TAA compliant products.
  • All quotes must be compliant with the current RFQ requirements, regardless of previous submissions.

RFQ 1956 Promotional Items Q&A 2

1. Line 5: Blue Stress Balls - Can I offer a 2.5" ball or it must be 3"?

a. The current requirement includes the 3" ball.

2. Does it need to be a round ball or different shapes are accepted?

a. The ball must be round.

3. Will this be paid by credit card of Net 30 via WAWF?

a. See the RFQ for invoicing requirements.

4. Are items produced overseas, but imprinted in the US acceptable? If yes, are there any restrictions to countries that produced the items? If no, are there any restrictions on stickers or imprints that indicate where the items were produced?

a. As stated in the RFQ, preference will be given to quotes whose products are compliant with the Buy American Act. If that cannot be met, the products must be TAA compliant. The country of origin (COO), place of manufacture, and, if applicable, place of any modifications to the products, must be a TAA compliant country. See GSA.gov for a list of TAA compliant countries. The COO and all other locations involved in the production for each of these products must be notated on the quote; if it is not, the quote will not be considered.

b. Imprinting is not considered a substantial transformation; a foreign product imprinted in the US is not compliant with the Buy American Act, but it may be considered TAA compliant if the COO and imprinting country are TAA compliant countries.

5. Is there a specific size for the lanyards?

a. See SAM.gov Q&A attachment for requirements.

6. Will each field office receive equal amounts of items requested?

a. See RFQ for requirements.

7. Is an emergency whistle needed?

a. No, emergency whistles were listed on the initial posting; all amended documents have listed crime scene tape lanyards as the whistle replacement.

8. Can vendors submit multiple quotations to differentiate between TAA compliant products and Buy American Compliant products?

a. Yes, multiple quotes may be submitted if a vendor wants to submit a TAA compliant quote and a Buy America compliant quote.

9. Do I need to submit a new quote if I submitted one before this amendment?

a. Yes, all quotes must be compliant with the current RFQ, which is different from the previous RFQ. If a quote is not compliant with the requirements, it will not be considered.
