About this file

This document contains a set of questions and answers related to a Request for Quote (RFQ) issued by the Federal Bureau of Investigation (FBI) for Forensic Toxicological Testing services.

The key details are:

  • The FBI requires a laboratory to perform toxicology testing on human blood, urine, and vitreous humor samples, including both qualitative and quantitative testing.
  • The procurement will be a firm fixed price per test, with approximately 420 tests performed per period.
  • The laboratory does not need to be fully compliant with the ANSI/ASB standards, as long as the compounds tested are known.
  • The laboratory can provide uncertainty of measurement data on an as-needed basis, except for DUID reports which must include it.
  • The laboratory can provide a monthly status report focusing on metrics like turnaround time and positivity rates, rather than detailed activities and risks.
  • Invoices must be submitted through the Invoice Processing Platform (IPP), not a web portal.
  • Price adjustments and fee schedule updates at option periods are not acceptable, as the negotiated firm fixed prices will be established at award.

1 Page 2 Section 2 Our routine toxicology panels for Postmortem, Human Performance

(DUI/DUID) and DFSA analysis are closely aligned with the current ANSI/ASB

Standards. Future test updates may add or remove compounds from these routine toxicology panels based on market dynamics, declining positivity or operational capabilities.

Would it be acceptable if the laboratory is substantially, but not fully, compliant with the scope of compounds and reporting limits outlined in

ANSI/ASB Standards 119, 120, and 121?

It is acceptable if not all compounds listed are tested for, as long as we know what is being tested for. Knowing this information prior to award may help us determine which potential vendor is best able to meet our needs. SOW lists that that the standards "should" be met, not "must" be met, which may provide flexibility.

2 Page 5 Section 3.2 Our laboratory currently documents Uncertainty of Measurement internally for the majority of our quantitative test results. The Uncertainty of

Measurement data calculation is currently only reported for Human

Performance (DUI/DUID) cases. Including this information with each report for the various types of testing outlined- Postmortem, DFSA, DUID- would not be a deliverable service that we could accommodate at this time.

Would it be acceptable to provide measurements of uncertainty on an "as needed" basis, except for DUID reports, which will include measurements of uncertainty?

It is acceptable to have it reported for all DUID and other tests as needed.

3 Page 7 Section 3.3 Can you please confirm if the 72-hour notification period for a subpoena received for a case submitted by the CU refers to business days?

Business days.

4 Page 7 Section 6 Would it be acceptable to provide only a monthly status report that includes the number of cases submitted, turnaround time, and positivity screen rates, focusing on these metrics instead of describing completed activities, areas of risk, and personnel responsibilities?

The report will be needed on a bi-weekly basis as currently stated in the SOW.

5 Page 8 Section 7 Would it be acceptable to submit invoices and supporting documentation through a no-cost, secure, web-based client portal that also allows for monitoring test orders, order status, test results, and retrieving requested

Litigation Packets, instead of using the Invoice Processing Platform (IPP)?

No, all invoice must be submitted through IPP.

6 Page 2 #2 Description “This procurement will be a firm fixed price per test with approximately 420 test preformed each period.”

If provided with 60 days’ notice before date of option years, would price adjustment requests be acceptable?

No, the negotiated prices will be established at award.
