G.3 INVOICE REQUIREMENTS - Invoice Processing Platform (IPP)
The Federal Bureau of Investigation (FBI) has transitioned its invoice payment processing operations to the Invoice Processing Platform (IPP). This will be executed as part of a broader effort to meet compliance with the Office of Management and Budget’s 2018 electronic invoicing mandate.
IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the
Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St.
Louis (FRSTL). IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To learn more about IPP, please visit
IPP.gov.
To prepare for this transition, please review the following timeline and actions:
Upon receipt of this notification
• Request an IPP user account from your company’s IPP administrator if your company is registered in IPP but you do not already have an account
• Send the name of a POC who will act as your company’s IPP administrator to the FBI if your company is not registered in IPP.
• Review IPP training and help materials
Until further notice, all invoices should continue to be forwarded to the FBI’s central invoicing inbox (central_invoices@fbi.gov).
Obtaining Access to IPP (Registered Vendors)
If your company is already registered in IPP, you will not be required to re-register. Please contact your organization’s IPP account administrator so that he/she may add you as an additional user to your company’s vendor profile.
Obtaining Access to IPP (Unregistered Vendors)
If your company is not already registered in IPP, you will need to provide the FBI with a point of contact to serve as your IPP administrator. This individual will be responsible for initial account registration as well as creating and managing your company’s IPP users and permissions. Once the requested point of contact’s information has been received, the FBI will submit a request to begin the enrollment process.
The POC will receive two emails from IPP Customer Support:
• The first email contains the initial administrative IPP User ID
• The second email, sent within 24 hours of receipt of the first email, contains a temporary password.
• You must log in with the temporary password within 30 days
Registration is complete when the initial administrative user logs into the IPP web site with the
User ID and password provided and accepts the rules of behavior. Additional user accounts, including administrators, can be created after initial login.
Until further notice, point of contact information pertaining to who will serve as your company’s
IPP administrator should be forwarded to Keenan Robinson (krobinson2@fbi.gov) and Jimmy
Riffle (jdriffle@fbi.gov). Please include the following contact information:
• Full name
• Email address
• Phone number
• Title
Training
Vendor training materials, including a first-time login tutorial, are available on the IPP.gov website. Once you have logged in to the IPP application, you will have access to user guides that provide step-by-step instructions for all IPP capabilities ranging from creating and submitting an invoice to setting up email notifications. Live webinars are held monthly and provide a great opportunity to learn the basics of the system. Individuals within your company responsible for submitting invoices should review these materials upon receipt of this notification.

The Offeror shall submit PPI on contracts for relevant work performed during the five-year period preceding the date of RFQ release. If any part of the performance falls within the above timeframe, the contract in its entirety may be considered for past performance.
L.6.6 Relevancy
In demonstrating relevancy, the Offeror’s PPI submissions should focus on the following tasks:
a) Tool roll-out and activation at new site.
b) Training of new users
c) Modification of system for new customer requirements
d) Sustainment, including outages and notifications to users
The Offeror shall submit information on contracts that they consider are relevant in demonstrating their ability to perform the proposed effort. The Offeror shall include rationale to support the assertion of relevance and how the referenced contract is a relevant indicator of performance against the elements above. This information shall be submitted as part of the PPI sheet, Attachment C. For a description of the characteristics or aspects the Government will consider in determining relevance, see Section M.2.3.2 and Table M-1.
L.7 VOLUME III - ORGANIZATIONAL CONFLICT OF INTEREST (OCI)
The Offeror shall submit an OCI mitigation plan and comply with FAR Subpart 9.5 in which the
Offeror and any subcontractors, consultants or teaming partners, disclose information concerning actual or potential OCI affecting the Offeror’s proposal, or any work related to this
SOW. This mitigation plan will be reviewed as to the approach to avoid, neutralize or mitigate potential conflict of interests. The review will determine how effectively and efficiently the plan accomplishes review and mitigation/neutralization of OCI.
The Offeror shall submit an OCI mitigation plan for themselves and proposed subcontractors.
This factor will be evaluated as part of the CO’s determination of responsibility of the apparent awardee.
The mitigation plan shall also describe any known potential conflicts, to include bias and/or impaired objectivity. This may include development of Statement of Work, requirements, organizational design, or other elements that could be considered evaluation factors, which could give rise to a bias OCI. This may also include the contractor evaluating its own product or services or that of its competitor, which could rise to an impaired objectivity OCI. For this requirement, the Offeror’s, or its teaming partners’, work on this or other contracts for which contract personnel or its teaming partners are currently engaged with could potentially render them unable to provide impartial program management analysis and recommendations to the
FBI.
The Government shall treat all submissions as proprietary under 18 U.S.C. § 1905 and protect proposed information accordingly.
The agency reserves the right to waive the requirements of FAR 9.5, in accordance with FAR
9.503.

30b Name and Title of Signer (Individual authorized to bind the company)
30c Date
The SF-1449 is not included in the page limitation.
Failure to comply with the instructions in this section constitute grounds for eliminating a contractor from further consideration for contract award.
SECTION M – EVALUATION FACTORS FOR AWARD
M.1 BASIS OF AWARD
The Government will evaluate proposals in accordance with the factors stated in this solicitation and will award the contract to the responsible offeror whose proposal represents the “Best Value” to the Government based on a trade-off between price and non-price factors. A contract may be awarded to the offeror who is deemed responsible in accordance with the FAR, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the “Instructions, Conditions, and Notices to Offerors or Respondents” section of this solicitation) and is judged, based on the evaluation factors to represent the best value to the Government. The Government seeks to award to the offeror who gives the Government the greatest confidence that it will best meet, or exceed, the requirements. This may result in an award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors and the Source Selection
Authority (SSA) reasonably determines that the overall business approach and/or technical superiority of the higher price offeror outweighs the price difference. The SSA will base the source selection decision on an integrated assessment of proposals against all source selection criteria in the solicitation (described below).
M.2 EVALUATION FACTORS
The Offeror’s Proposal will be evaluated for the following two (2) non-price factors, which are listed in descending order of importance, Technical Requirements and Past Performance. All three non-price factors are significantly more important than price. As Offeror’s Proposals become closer in ratings on the non-price factors, the Price Proposal will take on a greater importance. Award will be made to the offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below.
OCI is not an evaluation factor and will not be evaluated during the technical evaluation; rather, the Government will review the prospective awardee’s OCI plan for acceptability. Any Proposal with an unacceptable OCI plan will be ineligible for award.
M.2.1 RATING METHODOLOGY / DEFINITIONS
The Government will assess the proposal’s relative qualities solely on the factors and subfactors specified in this solicitation. Accordingly, the Government will conduct an in-depth evaluation of each proposal against the factors and subfactors established in the solicitation and assign evaluation ratings as set forth in the tables below.
Table M-1: Factor 3 Past Performance Relevancy Rating
Adjectival Rating Description
Very Relevant Past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
Table M-2: Factor 3 Past Performance Quality Definitions
Rating Rating Definition
Exceptional Performance meets contractual requirements and exceeds many to the
Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with few minor problems for which corrective actions taken by the Contractor were highly effective.
Very Good Performance meets contractual requirements and exceeds some to the
Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
Satisfactory Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being evaluated reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.
Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
Not Applicable No information or did not apply to your contract. Unable to provide assessment.
Table M-3: Factor 3 Past Performance Confidence Assessment Ratings
Color Adjectival Rating Description
Blue High Confidence Based on the Offeror’s recent / relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
Green Satisfactory Confidence Based on the Offeror’s recent / relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
White Neutral Confidence No recent / relevant performance record is available, or the
Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The
Offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Yellow Little Confidence Based on the Offeror’s recent / relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
Red No Confidence Based on the Offeror’s recent / relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.
Table M-4: Evaluation Definitions
Rating Definition
Significant Strength An aspect of a proposal that has greatly exceeds specified performance or capability requirements in a way that will be very advantageous to the
Government during contract performance.
Strength An aspect of a proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the
Government during contract performance.
Weakness A flaw in the proposal that increases the risk of unsuccessful contract performance.
Significant Weakness A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance.
Deficiency A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
Table M-5: Combined Technical / Risk Assessment Ratings
Color Rating Description
Blue Outstanding Proposal exceeds requirements and indicates exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Green Acceptable Proposal meets requirements and indicates adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance.
The risk of unsuccessful performance is low to moderate.
Yellow Marginal Proposal does not clearly meet requirements and has not demonstrated adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is moderate to high.
Red Unacceptable Proposal fails to meet one or more minimum requirements and contains one or more deficiencies. Risk of unsuccessful performance is high. Proposal is unawardable.
M.2.2 FACTOR 1: TECHNICAL REQUIREMENTS
The Government will evaluate the capabilities of the Offeror’s tool to determine whether they meet and/or exceed the requirements described in Sections 2.1 and 2.2 of the SOW (Attachment
B). The Government will evaluate the Offeror's plan for addressing the requirements in Section
2.1 of the SOW to ensure it adequately addresses each specific requirement. The Government will evaluate the degree / extent that the plan demonstrates the Offeror's clear understanding of the Government's requirement in Section 2.1 of the SOW. Factor 1 will be evaluated using the definitions at Table M-4 and the ratings at M-5.
Data Sources: The Government will evaluate the Offeror’s Data Source listing to ensure the sources listed in Section 2.2 of the SOW are covered, at a minimum. The Government will also evaluate any additional data sources that the Offeror has access to.
Link Analysis and Advanced Filters: The Government will evaluate the Offeror’s ability to provide analytics which will allow the end user to connect events and or person(s), linked accounts, and any biographical data. The Government will evaluate any additional analytical capabilities provided by the Offeror’s tool, such as filtering capabilities that go beyond simple search terms.
Sentiment Analysis: The Government will evaluate the Offeror’s ability to provide analysis on emotion and likely attitudes of person(s).
Foreign Languages: The Government will evaluate the Offeror’s ability to process foreign languages through searches as well as translation of information. The Government will evaluate the tool for the following languages along with any additional language provided by the tool:
Spanish, Russian, Chinese, Arabic, French, Farsi, Korean.
Geo Capabilities: The Government will evaluate the Offeror’s tool for the ability to create custom geo-fencing bounding boxes as well as the ability to conduct pair-keyword searches with geospatial capabilities to view all social media postings for a specific area by region/state and city.
The Government will evaluate the Offeror’s approach in providing extensive search capabilities, specifically their ability to provide the Keyword Based Search, Persistent Search, Manipulation of Returned Data, and Aggregated Data Source, as outlined in Section 2.2 of the
SOW.
M.2.3 FACTOR 2: PAST PERFORMANCE
The past performance evaluation determines the Government’s confidence in the Offeror’s probability of successfully performing the required effort based on the demonstrated recent and relevant record of performance, and quality of performance, in supplying services that meet the contract’s requirements. The Past Performance evaluation will result in a Performance
Confidence Assessment as defined in Table M-3.
In conducting this evaluation, the Government reserves the right to use past performance information provided by the Offeror, information obtained from questionnaires tailored to the circumstances of this acquisition, and data obtained from other sources available to the
Government, to include, but not be limited to, the Contractor Performance Assessment Reporting
System (CPARS), Past Performance Information Retrieval System (PPIRS), Federal Awardee
Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting
System (eSRS), or other databases and interviews with Government POCs (e.g. Program
Managers, PCOs, etc.) or commercial equivalents.
The Government will conduct a performance assessment on recent and relevant contracts based upon the quality of the Offeror’s past performances. Based on an evaluation of recency, relevancy, and quality of past performance information in support of efforts similar in size, scope, and complexity to the SOMEX requirement, the Past Performance Evaluation Team will determine an overall Performance Confidence Assessment Rating…
