This sources sought notice requests capability statements from firms interested in providing architectural, engineering, and planning services to the Federal Bureau of Investigation. Offerors must be able to provide a full range of AEP services including advanced planning and engineering studies, existing conditions surveys, environmental assessments, geotechnical investigations, conceptual designs, construction documents, and construction phase support. Mechanical and electrical engineering services are also required. Firms may additionally propose to provide full or part-time on-site professional staff at FBI facilities. The FBI anticipates work at sites throughout the United States and globally but primarily at its management offices in the Washington D.C. area, Huntsville, Alabama, Quantico, Virginia, Pocatello, Idaho, and Clarksburg, West Virginia. Offerors must submit capability statements not exceeding five pages by January 9, 2018 addressing their technical approach, corporate experience, past performance, and ability to provide the required labor categories with minimum requirements described. The FBI will use responses to develop its market research report and acquisition strategy for future contracting initiatives.

FBI Architect/ Engineering/ Planning Services On-site Position Descriptions

Architect- Mid Level Responsible for work on minor projects. Selects, evaluates and implements procedures and techniques used on projects. Submits reports and specifications as requested. Familiar with standard concepts, practices, and procedures within a particular field. Relies on experience and judgement to plan and accomplish goals. Performs a variety of tasks, works under supervision; in most cases, reports to a manager. Plans all architectural aspects of construction projects. Responsible for final specifications, approval of ordered materials, and overall guidance on objectives and concepts. Bachelor of Architecture (B.Arch.) degree required, 5-8 years of experience, relevant certifications.

Licensed Architect – Senior Level Responsible for work on medium to large projects. Selects, evaluates and implements procedures and techniques used on projects. Submits reports and specifications as requested. Familiar with standard concepts, practices, and procedures within a particular field. Relies on experience and judgement to plan and accomplish goals. Performs a variety of tasks, works under supervision; in most cases, reports to a manager. Oversees and plans all architectural aspects of construction projects. Responsible for final specifications, approval of ordered materials, and overall guidance on objectives and concepts. May also supervise and evaluate work of subordinate architects and technicians. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Typically reports to a manager. Bachelor of Architecture (B.Arch.) degree required, 15+ years of experience, professional licensure required.

Interior Designer/Space Planner Extensive design theory for the office environment, project management theory, knowledge of life safety, egress and ADA codes required, the advantages of different types of office environments, familiarity with all GSA furniture lines. High computer literacy including Autodesk AutoCAD, Microsoft OneNote & Project. Understanding, leading and executing all aspects of office design and layout. 4 year Bachelor’s degree in Design, 5-10 years’ experience working in the field of design and project management, NCIDQ ‐ National Council for Interior Design Qualification, State Licensed Interior Designer

Mechanical Engineer – Mid Level Designs, develops, assesses and reviews all aspects of facilities mechanical systems, components, equipment, and machinery. Applies knowledge of engineering principles to design and/or review products and systems such as HVAC equipment, instruments, controls, machines, etc. May report to a project manager or supervisor. A wide degree of creativity and latitude is expected. Requires a Bachelor’s degree in Mechanical Engineering and 5-8 years experience.

Mechanical Engineer (PE) – Senior Level Designs, develops, assesses and reviews all aspects of facilities mechanical systems, components, equipment, and machinery. Applies knowledge of engineering principles to design and/or review products and systems such as HVAC equipment, instruments, controls, machines, etc. Must be knowledgeable of model mechanical codes (IMC, ASHRAE,etc), industry design standards and best practices. May provide project management and supervision to more junior staff. A wide degree of creativity and latitude is expected. Requires a Bachelor’s degree in Mechanical Engineering, 15+ years experience and professional licensure.

May use computer-assisted engineering and design software and equipment to perform assignments. Applies principles and techniques of electrical engineering to accomplish goals. Relies on experience and judgment to plan and accomplish goals. May report to a project manager or supervisor. A wide degree of creativity and latitude is expected. Requires a Bachelor’s degree in Engineering and 5-8 years experience.

Cost Estimator Capable of assembling conceptual stage “Rough Order of Magnitude” (ROM) cost estimates as well as detailed final stage cost estimates. Responsible for analyzing and comparing government estimates with contractor cost proposals. Makes recommendations regarding the fairness and reasonableness of contractor cost proposals. Utilizes cost databases, spreadsheets and other industry resources. Familiar with a range of design and construction concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. In most cases, reports to a supervisor or manager. A degree of creativity and latitude is expected. BS in technical degree, 5-10 years of experience, relevant certifications.

AutoCAD Drafter Prepares 2D drawings and 3D computer models of facility designs, floor plans, systems and details from sketches or marked-up prints. Possesses detailed knowledge the use of computer programs “AutoCAD” and “Revit” by AutoDesk. Capable of referencing as-built documents as reference material and taking field dimensions. Supervisor provides detailed instructions on new assignments, gives guidance when questions arise, and reviews completed work for accuracy. Associate or bachelor’s Degree required in related fields.

Administrative Clerical I Provide administrative and secretarial support to one or more individuals, and perform administrative and advanced secretarial duties requiring initiative and high level support. Provides word processing, data entry, drafting, reproduction and clerical support services to fulfill the technical preparation and delivery of documentation and data needed to support professional and technical personnel in the accomplishment of tasks assigned. Provides final-form technical documents ensuring quality assurance checks on final documents and products. Provides administrative support functions for group sessions/workshops including, but not limited to, taking/preparing/distributing meeting minutes and/or agendas, developing spreadsheets, preparing presentations, and/or photocopying. Applies familiarity with job-related terminology and uses various PC products. Performs other duties as assigned. Four years of experience using word processing, design or graphics software, and the ability to use e-mail for correspondence and electronic data transfer. Individual is able to work with little or no supervision. Qualifications include at least a high school diploma and related technical training.
