Statement of Work
Operation Engage Reach and Impact Report
Background
In Fiscal Year 2020, the Drug Enforcement Administration deployed Operation Engage
(https://www.dea.gov/operation-engage), which is a comprehensive approach that targets the top drug threat identified by DEA’s field divisions while continuing to focus on drug trafficking, violence, and crime reduction. Operation Engage’s goals are to identify and affect local drug threat enforcement priorities and drug use trends, support and contribute to local drug use prevention efforts, and bridge public safety and public health efforts.
Each field division designates a city or region and tailors their drug use and misuse prevention efforts by identifying the drugs that affect individuals and families in the designated areas and identifying evidence-informed strategies that best fit the community’s needs. In Fiscal Year
2025, Operation Engage was deployed in the following DEA field divisions:
• Detroit Field Division: Toledo, Ohio
• El Paso Field Division: Albuquerque, New Mexico
• Los Angeles Field Division: Southern California
• Miami Field Division: Ft. Lauderdale, Florida
• New England Field Division: Lowell, Massachusetts
• New Orleans Field Division: New Orleans, Louisiana
• Philadelphia Field Division: Philadelphia, Pennsylvania
• Phoenix Field Division: Glendale, Arizona
• St. Louis Field Division: St. Louis, Missouri
• Seattle Field Division: Seattle, Washington
• Washington, DC Field Division: Washington, DC, and select Maryland counties
In each subsequent Option Period, DEA intends to deploy Operation Engage in all 23 of its field divisions, contingent upon the availability of funds and Administration priorities.
Scope of Work
To measure Operation Engage’s effectiveness, DEA established the following metrics:
• Increase in number of public-private partnerships in each Operation Engage community to collaborate on efforts to reduce drug misuse-related problems.
• Increase in community members' awareness of the scope of drug misuse-related problems in that community.
• Increase in engagement by educators and parents in using science-based prevention materials, such as DEA's Operation Prevention, to prevent drug misuse in each Operation
Engage community.
• Community stakeholders' development of a formal strategic action plan to decrease drug misuse-related overdoses in each Operation Engage community.
DEA also identified deliverables to be produced in each field division where Operation Engage is implemented. See Appendix A for a list of these deliverables and examples of associated https://www.dea.gov/operation-engage activities and Appendix B for the schedule of deliverables for this project. Note: One of the deliverables has a required activity for all Operation Engage locations.
To document the reach and impact of Operation Engage, the vendor selected for this project shall analyze and report on these metrics and deliverables, through the following annual contract deliverables:
• Deliverable 1: Kickoff Meeting and Workplan Development
The vendor shall participate in a Kickoff Meeting with the Contracting Officer’s
Representative and other DEA staff to review this project’s goals and the contractor’s workplan. The vendor shall develop the agenda, in consultation with the COR, and produce a draft and final summary of the Kickoff Meeting’s proceedings.
• Deliverable 2: Metrics Analysis
The vendor shall analyze all of the activities completed for each deliverable to determine the reach and impact in each Operation Engage location.
• Deliverable 3: Key Stakeholder Interviews
The vendor shall conduct up to five stakeholder interviews, in consultation with the COR, with a variety of individuals who were exposed to Operation Engage in each location, to obtain qualitative information on Operation Engage’s reach and impact in that location.
• Deliverable 4: Reach and Impact Report The vendor will complete prior year 4 outstanding deliverable (2024 Reach and Impact Report) and additionally complete and submit year 5 (2025) Reach and Impact Report during the current period of performance (base option year). Based on analysis of each deliverable completed activities, and the information gained from the key stakeholder interviews, the vendor shall produce a draft and final report that highlights Operation Engage’s reach and impact and lessons learned.
The reach and impact report also shall document each Operation Engage location’s progress toward meeting the four identified metrics as a result of their completed activities for each deliverable. The report shall combine clear and concise narrative with visually appealing graphics, and be appropriate for a wide variety of audiences, including prevention and treatment organizations; law enforcement organizations; local, state, national, and federal government officials; non-government community service organizations; educators; parents;
and youth groups.
• Deliverable 5: Lessons Learned Report
The vendor shall produce a document that summarizes its lessons learned in conducting this project for DEA’s future reference in measuring Operation Engage’s reach and impact in other locations.
