SECTION I

1.0 DESCRIPTION OF SERVICES

1.1 General. The Drug Enforcement Administration (DEA) was established in 1973 as the federal organization in charge of enforcing the controlled substances laws of the United States.

Today thousands of DEA employees located in hundreds of offices across the country and around the world are dedicated to fulfilling DEA’s mission and to continuing our Tradition of Excellence. DEA serves as the Federal Government experts in drug law enforcement: Special Agents, Intelligence Analysts, Diversion Investigators, Forensic Scientists, and highly trained support staff working together to keep Americans safe from dangerous drugs and those that traffic in them.

1.1.1 Background. The DEA workforce encompasses five (5) major career fields: Special Agent, Intelligence Analyst, Forensic Chemist, Diversion Investigator, (collectively, CORE series) and Professional, Administrative, Technical, and Clerical Occupation (PATCO). DEA utilizes the Office of Personnel Management's (OPM) USA Staffing recruiting system to advertise position opportunities and, as required, processes specific steps of the pre-employment hiring activities. DEA’s current hiring activities are executed with a mix of Federal employees and service-specific contractors. Throughout the Federal pre-employment hiring activities, there are multiple functions that are inherently governmental and must be completed by Federal employees, including the decision whether to hire an applicant. These functions shall never be executed by contractor personnel.

1.2 Scope. DEA is seeking an all-in-one solution to execute specific pre-employment hiring activities for applicants across the CORE and PATCO career fields to streamline and expedite pre-employment hiring activities, reduce the number of candidates lost to competitor organizations/agencies, reduce cost expenditures associated with lost candidates, and reduce the time to hire.

Program Goals: DEA’s goal is to enhance the agency's hiring and staffing efficiency, compliance, and security with a comprehensive pre-employment processing solution with the goal of streamlining the time to complete this stage of the hiring process.

Areas of the program going well (no change): This is a new requirement. DEA experiences delays in hiring and applicant loss due to prolonged pre-employment testing, assessments, and other pre-decisional hiring requirements timelines. DEA’s current timeline for pre-employment hiring activities is averaging five (5) to seven (7) months resulting in applicants accepting other employment opportunities.

Areas of the program that need to be changed: This is a new requirement. DEA requires a comprehensive solution to expedite and streamline industry-available pre-employment activities, reducing the time to the final job offer stage, and reducing the number of lost applicants throughout the hiring process.

Program Risks: Schedule Risk: Overall time to hire is high with systematic processes applied to CORE positions hiring lengthening the time to final job offers. Performance Risk: As a result of lengthy pre-employment processes, DEA is losing candidates to positions with other organizations/agencies subsequently reducing the pool of qualified and capable applicants

Cost Risk: Applicant’s withdrawal throughout the pre-employment process resulting in expenditures for examinations, assessments, and testing completed prior to applicant withdrawal. Cost per pre-employment activity which, when candidate withdraws, money spent/lost.

Due to the dynamic nature of this transformative requirement, modifications to adjust the level of effort should be addressed in the proposal. The contractor should be prepared to increase support based on the needs of the Government. Contractors shall include pricing to cover up to 6 months of additional support as required in FAR Clause 52.217-8. While this SOO includes all series, DEA may opt to use a phased approach where recruitment of each job series is separately added to the contract.

SECTION II

2.0 PROBLEM STATEMENT

DEA requires an expedited pre-employment hiring process. The DEA hiring process involves a variety of activities to assess the applicant’s qualifications, including suitability, prior to selection of an applicant for the Final Job Offer. Except where Federal employees are required to make inherently governmental decisions, the pre-employment hiring process will be contractor-centric. Exhibit A outlines the pre-employment activities within the scope of this SOO. All pre-employment activities must be completed in accordance with DEA policy and applicable regulations. Unless otherwise defined, all decision functions shall remain with the Government.

DEA averages 60,000 applicants per year across all job series, approximately 3,600 of which will advance beyond initial assessments. A suitable solution shall meet the critical operational pre-employment requirements, as outlined below.

Exhibit A: DEA Pre-Employment Hiring Activities

Exhibit B: Pre-Employment Hiring Activities by Job Series

Some pre-employment activities, such as the competency-based assessments, structured interview, and the completion of forms, will be performed electronically or virtually. The Contractor shall provide all facility space, services, materials, supplies, equipment, and project supervision, if needed, in connection with this Statement of Objective (SOO).

2.1 Applicable Regulations. The subject regulations are subject to change, updates, and/or new issuances. The Contractor shall abide by all applicable regulations.
