About this file

This document is a Q&A response related to Solicitation Number 15DDHQ24R00000028 for the "Evaluation of Abuse Potential of Synthetic Cathinones and Other Substances" issued by the Department of Justice Drug Enforcement Administration (DEA). The solicitation requires a contractor to conduct preclinical behavioral evaluations of several stimulant substances in comparison to appropriate controls and reference standards.

The Q&A response provides clarification on the pricing sheet, including the "Drug Discrimination for Monthly maintenance (Methamphetamine or Drug 2), Test drug on board" line item, and whether incidental costs for drug discrimination of test drugs should be included. The response also confirms that the reference/training drugs should be obtained by the vendor, that the training drug/drug discrimination assay/s for novel test drugs will be determined by DEA, and that travel to DEA headquarters is not required. Additionally, the response indicates this is a recompete of an incumbent contract (15DDHQ19A00000009) with the University of North Texas Health Science Center.

RFP 15DDHQ24R00000028 - Q&A RESPONSE - Evaluation of Abuse Potential of Synthetic Cathinones and Other Substances.

Page, Section and Paragraph # and/or

Attachment

Pricing sheet template, attachment 1, line items 003 and 010.

In line item “Drug Discrimination for Monthly maintenance (Methamphetamine or Drug 2), Test drug on board”, what does “test drug on board” refer to? Are these units for maintaining drug discrimination rats while we await procurement of test drugs?

During Initial training (i.e., Drug Discrimination for Initial training - Methamphetamine or Drug 2), new or novel drugs are not being tested, therefore we expect the cost to be different than when new or novel drugs are being tested. When the animals are trained and the testing of new or novel substances begins (i.e., “Drug Discrimination for Monthly maintenance (Methamphetamine or Drug 2), Test drug on board”), some of the days will be for testing new or novel substances and not just the training and control drugs. No change to RFP.

Pricing sheet template, attachment 1, line items 005 and 012

There are no line items for incidentals for drug discrimination of test drugs.

How should we supply these incidental costs?

Please include these cost within the "drug discrimination of test drugs." No change to RFP.

Section 2.1, page 6.

The text says the reference training drugs shall include, but not be limited to, methamphetamine, methcathinone, MDMA, cocaine, and other drugs;

however, the pricing sheet only allows for two training drugs for drug discrimination. Will there be two simultaneous training drugs for drug discrimination or more than that? Will one training drug always be methamphetamine and the other may change from year to year?

Drug 2 can be methcathinone, MDMA, cocaine, and other drugs. Two training drugs or more may be requested at the same time, but that is not likely and the vendor will have opportunity to opine.

Methamphetamine will likely always be one of the training drugs.

Task 1, page 7 The text says, “Actual cost of drug can be billed as an invoice.” Should the vendor bill DEA for the costs of reference/training drugs as an invoice? Or do the units of “drug cost not to exceed” only cover test drugs?

The reference/ training drugs should be obtained by the vendor and therefore those costs should be incorporated within the costs of the test (initial training, maintenance, etc.). The units of drug cost not to exceed" only refers to test drug. The vendor is responsible for reference and training drugs. No change to RFP.

Task 4, page 10 Will all novel test drugs be tested for substitution for both training drugs in drug discrimination?

The training drug/drug discrimination assay/s that will be used for the novel test drugs will be determined by DEA at the time of the request. No change to RFP.

Task 5, page 10.

Is DEA interested in whether rats will acquire self-administration of a novel stimulant, or whether rats trained to self-administer a reference drug will maintain self-administering when given access to a novel stimulant?

The vendor, as the subject matter expert, will have input in the best methodology to achieve the goals of the DEA. However, the latter is more likely. No change to RFP.

Deliverables table in Section 5, page 14.

The table mentions potential travel to DEA headquarters for meetings. How should we supply the costs for this? How many trips will there be in each ordering period and how many days will the trips need to be? Travel is not required. No change to RFP.

Page 21, Proposal Format and Content

Would DEA allow references to be included as an appendix outside of the technical page limits? Yes. No change to the RFP.

Pg 19-21, Proposal Format & Content & RFP Instructions

Page 25, business proposal/Cost

How and where will materials cost be accounted for in the pricing sheet template and Sample BPA Call order?

Page 25, business proposal/Cost

Does Pricing sheet template and Sample BPA Call order template need to be embedded in the Business Proposal or separate attachment to the Business Proposal

It does not necessarily need to be embedded ith the Business Proposal. It must be representated on the Pricing Sheet Template and Sample BPA Call Order. No change to the RFP.

Page 15, Security Requirements &

The solicitation states the DEA reserves the right to conduct background screening or a full background investigation on all employees if a need arises. Does this mean that personnel security investigation is not required at this time but might be required at later stage during the project implementation, as needed?

No. The Government expects the vendor will employ persons of integrity and trustworthiness. To ensure this, DEA reserves the right to conduct background screening or a full background investigation on all employees if a need arises.

DEA reserves the right to modify the security requirements found in this contract at any time. No change to RFP.

Page 24 of DEA Provision & Clause Matrix, DOJ-03

Provision DOJ-03 for Personnel Security Requirements for Contractor Employees is not checked. Can you confirm that this means the information shared by DOJ DEA is not considered classified information and that none of the personnel security requirements listed under DOJ-03 apply to this solicitation?

DOJ-03 does not apply. However, DEA reserves the right to modify the security requirements found in this contract at any time. No change to the RFP.

I’m looking to confirm if the work outlined in the Solicitation is a recompete of an incumbent contract or a new procurement for the DEA?

A recompete for a new BPA. No change to the

RFP.

If this is a recompete, is the incumbent contract # 15DDHQ19A00000009 with the University of North Texas Health Science Center?

Yes. No change to the RFP.
