About this file
This is a Competition Restriction Justification (CRJ) document for a simplified acquisition procedure under FAR 12.102, seeking to justify a sole-source award for covert video surveillance equipment.
The Drug Enforcement Administration's Office of Acquisition, serving the Houston Field Division and San Antonio Field Division, intends to procure eight CREE BM LED Streetlight Package A units, each containing an Axis M5074 Camera (5X Zoom) and Microhard Modem. These concealment devices are designed to resemble standard Cree LED streetlights being installed throughout South and East Texas to facilitate covert surveillance operations. The estimated contract value falls between $9 million and $15 million, with a delivery date of October 31, 2026, and is not a recurring requirement. The sole-source award is justified under FAR 6.103-1 (Only One Responsible Source), with the identified contractor being Cowboy Concealments, located in Jersey Village, Texas (UEI# FJWNELK7ZTU7). Market research confirmed that no other manufacturers could provide concealed devices meeting the specific internal component and connectivity requirements needed by Houston Tech. The justification cites the urgent operational need to support investigative capabilities of both field divisions and notes that Cowboy Concealments has a demonstrated history of providing quality devices on expedited timelines. A Notice of Intent to award sole source will be posted, and fair and reasonable pricing will be verified through comparison with similar market supplies.
