Control Number 15-C053

The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

1. Agency/Contracting Activity: Army Contracting Command – Aberdeen Proving

Ground (ACC-APG) Division C, 6001 Combat Drive, APG, MD 21005

2. Description of Action:

a. Nature: Period of Performance Extension

b. Order against: W15P7T-06-D-E405 / Task Order 0057

c. Pricing: Cost Reimbursement, Cost-Plus Fixed Fee (Term)

d. Funds:

e. Fiscal Year of Funds:

f. Contractor:

Lockheed Martin Integrated Systems (LMIS)

3000 Lincoln Drive E

Marlton, New Jersey 08053-1500

This action supports the Project Manager Distributed Common Ground System – Army’s

(PM DCGS-A) need to extend contract W15P7T-06-D-E405 / Task Order 0057. This is a bridge Task Order, to original Task Order W15P7T-06-D-E405/0053, which had a basic

Period of Performance (PoP) consisting of twelve (12) months, from 23 Sep 2011 to 22

Sep 2012, and a twelve (12) month option PoP from 23 Sep 2012 to 22 Sep 2013. The

Task Order 57 bridges period of performance was initially 23 September 2013 to 22

September 2014. A previous J&A extended the option PoP by nine (9) months from 23

September 2014 through 22 June 2015 and the negotiated TO ceiling remained the same. Currently there is $ in remaining ceiling. This proposed action shall cover a Base Period of Performance (POP) of six (6) months with three 1-month option periods. The Base period will cover 23 June 2015 through 22 December 2015 for an estimated dollar value of $ . Option period 1 will cover 23 December 2015 through 22 January 2016 for an estimated dollar value of $ . Option period 2 will cover 23 January 2016 through 22 February 2016 for an estimated cost of $ .

Option period 3 will cover 23 February 2016 through 22 March 2016 for an estimated cost of $ . The estimated total cost for the Base and Option periods is

$ . This estimate was derived from utilizing comparable Fiscal Year (FY) 15

General Schedule (GS) rates for similar positions and projected cost for on-going DCGS-

A support requirements.

The follow-on effort was solicited on 20 February 2015, and proposals are currently being evaluated for contract award. The follow-on S3 order shall provide support for one twelve

(12) month base with one twelve (12) month option period. In the interim, this extension shall prevent a lapse of contract support, for mission critical services.

The initial ceiling of Task Order 57 included efforts that have since been deferred, such as, Increment 1 Release 3. This has resulted in remaining ceiling, to cover this extended period of performance. The anticipated award date is no later than 19 June 2015.

3. Description of Supplies or Service: The Military services and defense agencies have the need to process, exploit, and disseminate Intelligence Surveillance

Reconnaissance (ISR) information. In 1998, the Department of Defense (DoD) began plans for its Distributed Common Ground / Surface System (DCGS), which is an interoperable family of systems that enables users to access ISR information.

The DoD directed the military services to transition their service-unique intelligence data processing systems into DCGS. These are critical capabilities that allow the

United States (U.S) Military to continue to protect the U.S. from current and future threats.

The efforts on this extension under this Task Order include:

Support for transition to Post Production Software Support (PPSS) for DCGS-A Increment 1, Releases.

Configuration assessment of monthly Information Assurance Vulnerability Alert (IAVA) patches.

Support deployed and DCGS-A fixed sites with engineering solutions that support Geospatial, Imagery, Signals, Human, and All Source Intelligence, in addition to Cross Domain services, visualization and collaboration capabilities, and intelligence operations, which include planning, design, installation and integration of systems at specified locations for Army Service Component Command (ASCC) unique requirements at each Combatant Command (COCOM).

Systems Engineering & Information Assurance (IA) support for DCGS-A Single Source (DSS) and DCGS-A All Source (DAS) for software fixes and integration support for the DCGS-A 3.2 baseline, and Certification and Accreditation (C&A).

DCGS-A V3.2.X Weather Services (WX) Software, test, and integration support to include DCGS-A Weather and DCGS-A Software Integration Lab (SIL) system software engineering, design update, weather component updates/maintenance, meteorological expertise, and technical documentation support services for the DCGS-A 3.2 software baselines managed by the program office.

Integration support for Multi-Function Work Station (MFWS) Test-Fix-Test for DCGS-A 3.1.7.4.2.

Trusted Gateway Solution (TGS) & Trusted Thin Client (TTC) Certification technical and engineering support activities related to C&A, training, and transition to sustainment of the DCGS-A TGS and the TTC product lines of the DCGS-A Cross Domain Solution Suite (CDSS) to include deployment support to fixed site locations.

DCGS-Army Analyst Platform Extension (APEX) Widget High Priority Fixes for technical and engineering support activities related to the resolution of software fixes that were discovered during FOT&E

Enterprise and Multi-Service Execution Team (MET)/DCGS Integration Backbone (DIB) Management Office (DMO) Support for DCGS-A system objectives to ensure an integrated approach to product delivery and assist coordination of efforts with Air Force DCGS Program, DMO, Office of the Under Secretary of Defense for Intelligence (OUSD(I)), Military Services, National Agencies and industry partners to integrate applications and services into the DCGS-A Net-centric Enterprise. These coordinated efforts will facilitate support, development, integration, and testing of software applications and services for integration into the objective DCGS-A Enterprise, the DCGS Enterprise and the Defense Intelligence Infrastructure Enterprise (DI2E).

4. Authority: FAR 16.505(b)(2)(i)(A) The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

5. Rationale/explanation to support cited authority: The proposed source is

Lockheed Martin Integrated Systems (LMIS). The original requirement under Task

Order 53 was competed among all S3 primes. A subsequent follow-on to this effort was created under a non-competitive bridge effort that became Task Order 57 with

LMIS. A follow-on, (re-compete), S3 task order (S3R-1055) was solicited amongst all S3R-1055 multiple award contract holders. Proposals are currently under evaluation and the task order is anticipated to be awarded in .

The ARP package for the competitive S3R-1055 task order was prepared with adequate time to award the follow-on effort

, and before expiration of the current task order. However, due to competing requirements within the ACC and PM DCGS-A, Additionally, during this timeframe, consideration was given to allowing this and to pursue the efforts under other existing contract vehicles. A review and assessment of the scopes associated with contracts and led to the conclusion that those vehicles were not able to cover the requirements.

In addition, of the

, thus precluding a timely award. This extension will allow ACC to provide continuation of services pending award and transition of the competitive task order.

The competitive order is currently projected to be awarded in . This sole source award will consist of a 6 month base to insure services will continue until December 2015, thus accommodating an

. Three 1 month option periods have been included in order to provide coverage in the event there are additional unanticipated and unavoidable delays in the competitive award. The options will only be exercised in the event of such unavoidable delays and will be exercised in accordance with FAR part 17 procedures.

Because of the criticality of these requirements to mission success, a lapse in contract support is unacceptable and will cause the following adverse actions to the

DCGS-A program and the Army, affecting theater operations and CONUS intelligence activities:

1)

2)

3)

. Any delay to the fixes will result in increased risk to tactical commanders across the Army. The software fixes to the DCGS-A baseline must be implemented immediately and continuously to ensure that troops in the field can continue to access, without interruption, information on intelligence and surveillance/ reconnaissance of the enemy.

4) Fixed Site Fielding would be interrupted and would result in to the Warfighter.

5) Any interruption in the continuation of current services supporting DCGS-A technology insertion, integration, and software fixes would cause security and capability ramifications to the DCGS-A software baseline, and would result in a delay in the release of the next software baseline revision to the

Warfighters. DCGS-A would experience corresponding programmatic delays.

DCGS-A Increment 1 Release 2 capability release to the Warfighter will be delayed, increasing risk to tactical commanders across the Army. The upgrades and enhancements to the DCGS-A baseline software must be implemented immediately and continuously to ensure that troops in the field can continue, without interruption, to access information on intelligence, surveillance and reconnaissance (ISR) of the enemy. This current work being performed provides for enhancements expediting the way an analyst is able to process actionable intelligence and should be continued for its effectiveness and supportability. If these enhancements are not made available to the Warfighter through efforts being worked under this Task

Order, it will increase the risk to the Warfighter and potentially lead to further programmatic costs in excess of $1M related to a 2-4 month schedule delay.

6) A lapse in contract coverage puts the Warfighter, at various locations both outside and inside the continental United States, in significant risk of mission failure, due to lack of current intelligence information. The Command, Control, Communications, and Computers Intelligence, Surveillance, and

Reconnaissance (C4ISR) community is dependent on these software integrations.

Given the urgency of the current situation and requirements, providing for a fair opportunity would result in delays which would cause an services. In addition, based on historical timelines for similar task orders, it would take approximately 6-8 months to competitively procure an order for these bridge services, at which time the competitive follow-on would have already been awarded.

Thus, the Government has concluded that there is insufficient time for competitive acquisition for this extension

Lockheed Martin Integrated Systems (LMIS) has the knowledge, experience, resources, and personnel with the required skills and certifications immediately available to continue providing these services without a break in expertise or manning levels.

6. Market Research: Market research was conducted, where a Sources Sought

Announcement was posted on the S3 portal from 9 June 2015 through 12 June

2015. There was no transition period indicated in the Sources Sought announcement because of the urgency of the need.

respondents indicated they were capable; however, completion of a limited sources fair opportunity process could not be completed prior to expiration of the current task order. Due to the urgent need for the Government to have services continuing on 23 June 2015, it is not possible to award a competitive order without a lapse in service. Therefore, it was determined that only the incumbent could meet the Government’s requirement without a lapse in service at this time.

7. Actions to Increase Competition: The follow-on effort was solicited on 20 February 2015 to all seven (7) S3 prime contractors. Proposals are currently under evaluation, and the anticipated award date for the new task order is .

8. Any other facts supporting the justification: An extension will prevent a lapse in contract support for mission essential efforts until the follow-on task order is competitively awarded in . This extension is at no additional ceiling increase under the currently negotiated Task Order 0057.
