REQUEST FOR INFORMATION

Secure Juvenile Services for Male and Female Federal Offenders

Maryland, Pennsylvania, Virginia, or the District of Columbia

Related anticipated solicitation: 15BRRC27R00000014

BACKGROUND AND SCOPE

The Federal Bureau of Prisons (Bureau) is an agency of the U.S. Department of Justice responsible for the custody and care of Federal offenders. The Bureau is conducting market research concerning Secure Juvenile

Services for male and female Federal offenders at a facility located within Maryland, Pennsylvania, Virginia, or the District of Columbia.

PURPOSE

This announcement is a Request for Information (RFI) only. Its purpose is to identify qualified sources and obtain industry input regarding the feasibility of providing the contemplated services, potential acquisition approaches, and barriers to performance. It is not a solicitation and does not request proposals or offers.

The contemplated requirement is for Secure Juvenile Services (in-house beds) in accordance with the March

2025 Statement of Work (SOW), “Contract Secure Juvenile Facility with Work Release.” The Bureau seeks input on the ability of providers to support male and female Federal juvenile offenders within the identified geographic area. This requirement does not include a separate Home Confinement services line item.

The current Secure Juvenile Services contract expires March 31, 2028. The Bureau anticipates a replacement indefinite-delivery, indefinite-quantity (IDIQ) contract with firm-fixed unit prices for one Secure Juvenile

Services line item. The contemplated approach is award to a single provider. These acquisition approaches remain subject to the Government’s final acquisition strategy and any resulting solicitation.

The anticipated requirement consists of a guaranteed minimum of 5 beds, which may be filled by a combination of male or female offenders, and an estimated maximum of 10 beds during the one-year base period and each of four one-year option periods. The anticipated base period is April 1, 2028, through March

31, 2029, with options extending through March 31, 2033. A potential six-month extension of services through

September 30, 2033, is also contemplated. Final quantities, ordering terms, and performance requirements will be established in any resulting solicitation.

QUESTIONS RELATED TO THIS RFI

Interested and qualified vendors are encouraged to address the following questions. Identify any assumptions, constraints, or information needed to provide a meaningful response. Where referencing the March 2025

SOW, identify the applicable section or requirement, if available.

1. Describe your organization’s experience providing secure residential services for juvenile offenders, including experience serving male and female populations and Federal, State, or local justice agencies.

Provide a brief capability summary rather than general marketing materials.

2. Identify any existing or proposed facility within Maryland, Pennsylvania, Virginia, or the District of

Columbia that could support this requirement. Describe its location, current use, available capacity, and anticipated availability by April 1, 2028. Do not include individual resident information.

3. Can your organization support a guaranteed minimum of five beds and an estimated maximum of ten beds with flexibility for male and female placements? Describe capacity limits, separation arrangements, staffing implications, and any restrictions on the mix of residents. Identify whether a single-provider approach presents barriers.

4. Describe your capability to provide secure custody, supervision, case management, programming, and any work-release services required by the March 2025 SOW. Identify requirements that may present feasibility or implementation challenges.

5. Identify applicable State and local licensing, certification, accreditation, zoning, land-use, or other approval requirements for operating a secure juvenile facility in the proposed location. Describe current approvals, remaining steps, and expected processing times.

6. Are there State or local laws, ordinances, placement restrictions, or court-imposed limitations that could prohibit or materially affect services for particular juvenile populations? Identify the applicable authority, provide a public link or copy if available, and describe potential mitigation measures.

7. Identify known community concerns, local support or opposition, and challenges securing a suitable facility. Describe any public hearing, community engagement, or site approval process that could affect readiness.

8. Describe anticipated recruitment, staffing, training, and retention challenges for a secure juvenile facility of this size. Identify any effect of the contemplated bed capacity and population mix on the feasibility of providing services.

9. Describe access to education, healthcare, behavioral health services, and other programming needed to support the contemplated requirement. Identify transportation arrangements or access barriers affecting court appearances, appointments, programming, or authorized work release, as applicable.

10. What transition, facility preparation, inspection, licensing, or mobilization activities would be needed before April 1, 2028? Provide an estimated lead time from contract award to operational readiness and identify significant schedule risks.

11. Identify known environmental, facility condition, or other site-related issues that could affect performance. Explain anticipated corrective actions and schedule implications.

12. Identify significant cost drivers, economies or diseconomies associated with the five-bed minimum and ten-bed estimated maximum, and any alternative pricing or ordering approaches that could improve feasibility or reduce Government costs. A price proposal is not requested.

13. Provide any additional comments on the contemplated requirement, the March 2025 SOW, the geographic area, barriers to competition, or approaches that may improve service delivery. Identify any information needed from the Bureau to assess your ability to compete.

This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposals

(RFP), an offer, or a promise to issue an RFP in the future, and it does not commit the Government to contract for any supply or service. The Bureau is not requesting proposals or offers under this notice. The Government will not pay for information or administrative costs incurred in responding.
