About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP), an agency within the U.S. Department of Justice, to assess market capability for providing residential reentry services and home confinement services in Michigan.
The RFI seeks responses from qualified service providers regarding an anticipated IDIQ-type contract for both Residential Reentry Center (RRC) services and Home Confinement (HC) services serving male and female offenders in eight Michigan counties: Barry, Berrien, Branch, Calhoun, Cass, Kalamazoo, St. Joseph, and Van Buren. The geographical service radius for home confinement placements extends 180 miles from the RRC location with no state line restrictions. The estimated requirement includes a maximum of 30 in-house beds and 20 home confinement placements, with all services to be provided under a single procurement by one successful offeror. Responses must be submitted in PDF format to Kevin Hoff, Contracting Officer at khoff@bop.gov, no later than 2:00 p.m. EDT on September 18, 2026.
Respondents are required to provide their experience with RRC and home confinement programs; identify any state or local ordinances, zoning restrictions, or transportation limitations; assess local community support and potential opposition; address laws affecting certain inmate populations; discuss job placement feasibility within 30 days; and provide any additional relevant considerations. Responses must include company point of contact information, Tax ID, DUNS number, and socio-economic classification. The RFI explicitly states that responses do not constitute proposals, do not commit the government to contract, and do not guarantee inclusion in any future solicitation process. All response costs are the responsibility of the interested party, and information received becomes government property.
