15BRRC25R00000048 (ALBANY, NY)
1. Question: The RFI states the requirement is anticipated to be for an estimated maximum of 42 In-House placements (36 males and 6 females). Is the Bureau of Prisons open to only serving males? The requirement to serve 6 females in-house means that female staff must be employed on every shift despite the low number of females residents on-site.
Answer: The needs of the Bureau require a facility that can house male and female offenders.
2. Question: The RFI notes that the ability to accept sex offenders in-house is required. Is the BOP flexible on this requirement in case there are local ordinances that make it prohibitive to provide a suitable site?
Answer: It is the philosophy and policy of the Bureau of Prisons that all inmates are afforded the opportunity for community placement; including but not limited to, sex offenders, violent offenders, arsonists, etc., in RRCs. The offeror/s shall address if there are any laws or ordinances in place which preclude the housing of certain types of offenders when responding to future Requests for Proposals.

Answer: The BOP will consider input from responses to this RFI in determining the Home Confinement service area.
4. Question: Is the home confinement radius only in New York State or will it cross into other states such as Massachusetts and Vermont?
Answer: The BOP will consider input from responses to this RFI in determining the Home Confinement service area.
5. Question: Must the Residential Reentry Services be located in the city and/or county of Albany, New York? Would the BOP be willing to expand the region to Albany and surrounding counties?
