About this file
This document is a Questions and Answers (Q&A) file for Solicitation 15BRRC25R00000026, related to a Residential Reentry Center (RRC) services procurement by the Federal Bureau of Prisons. The Q&A addresses two specific questions regarding Section B cost forms: first, a request to update the In-house ADP range from 38-48 to 38-50 to reflect 80% utilization calculations, and second, a request to add guaranteed minimums for all four option years and a 6-month extension to mitigate census uncertainty. For both questions, the Bureau of Prisons directs respondents to refer to the attached Amendment 0001 for resolution.

Questions and Answers
15BRRC25R00000026
1. Section B: Supplies or Services and Prices/Costs.
Q. a. Question: Throughout the Section B forms, the In-house ADP range is listed as 38-48. The BOP typically reflects the range up to 80% utilization which calculates to 50 rather than 48 (62 maximum in-house census x 80% = 50). Could the BOP please update the cost form to reflect a range of 38-50 and 50 or more?
A. See the attached amendment 0001.
Q. b. Question: The Section B forms only reflect a Guaranteed Minimum on the Base Period (Item No 0001-0005). Could the BOP please add a guaranteed minimum to all four option years and 6-month extension? This will allow for better pricing by mitigating some census uncertainty given a minimum guarantee.
A. See the attached amendment 0001.
