National Acquisitions Section Limited Sources Justification
1. Identification of the agency and the contracting activity U.S. Department of Justice, Federal Bureau of Prisons (Bureau), Central Office, Administration Division, Acquisitions Branch, National Acquisitions Section.
2. Nature and/or description of the action being approved Pursuant to the Federal Acquisition Regulation (FAR) Subpart 8.405-6 and the Bureau of Prisons Acquisition Policy (BPAP) Subpart 6.304 (c), the Federal Bureau of Prisons has determined that restricting consideration of schedule contractors is justified for this procurement action. This acquisition is conducted under the authority of the General Services Administration’s (GSA), Multiple Award Schedule (MAS) program. The following is a list of supporting documentation for this limited source justification in accordance with FAR Subpart 8.405-6 (c)(2).
3. A description of the supplies or services required to meet the agency’s needs including estimated value This procurement action is to award a one year firm-fixed-price task order to continue system software development, technical support, and configuration of Web SENTRY that were developed and implemented through collaborations with URS Federal Services, Inc.’s systems engineers. The service is for continuing Web SENTRY modernization and consist of the following:
migration/re-development of current Web SENTRY COBOL based transactions to a modern industry standard JavaEE code base, removal of vendor proprietary system interfaces and replace with widely supported industry standard interfaces, re-architect data access and data manipulation interfaces to use a modern services model, retire legacy database structures, and assist in the design of new end-user interfaces and workflows.
4. Authority and Supporting Rationale This acquisition is conducted under the authority of the MAS program are 41 U.S.C. 152 (3), Competitive Procedures, and Title 40 U.S.C. 501, Services for Executive Agencies.
This justification is limiting sources in accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the services required because the services are unique and highly specialized.
Web SENTRY is the inmate management system used by the Bureau. It is a real-time information system consisting of various applications for processing sensitive but unclassified (SBU) inmate information and for property management. Data collected and stored in the system includes information relating to the care, classification, subsistence, protection, discipline, and programs of federal inmates.
The current iteration of the Web SENTRY system is the result of over 40 years of systems development, support, and maintenance efforts. The original system, SENTRY, was a 3270 mainframe based system written in COBOL using the INTERCOMM teleprocessing monitor to manage transactions and 3270 screen I/O. The system also used the IDMS/R network database management system as the back-end data store. In the year 2012, after over a five year effort, the Bureau successfully deployed a web based version of SENTRY called Web SENTRY. This new version of the system moved the Bureau from an INTERCOM/COBOL/IDMS based system to a WebSphere/Java/CICS/COBOL/DB2 based system.
This conversion effort encompassed over 700 COBOL programs and produces specialized systems software interfaces that allow the Bureau’s classic 3270 COBOL applications to run in the new software stack thus preserving all of the business logic contained in these programs. These specialized software interfaces allow the Bureau’s COBOL programs to make INTERCOMM calls that are translated to the CICS/Java/WebSphere environment. The specialized software interfaces also allow the IDMS/R database calls to be translated to functionally equivalent DB2 relational database management calls thus allowing the COBOL programs to be preserved without any significant modifications to the existing business logic. The result is a functionally equivalent system to the classic SENTRY system that now used Web interfaces for access and a relational database system as the back end data store.
The complexity of the Web SENTRY system interfaces and the large code base of over 1200 programs cannot be overstated.
The original engineering resources to convert SENTRY to Web SENTRY were procured from vendors in the United States as well as the United Kingdom. Over the years these engineering resources have moved to various vendors via private sector acquisitions. URS Federal Services, Inc. has designed, continued development, and customization of the current Web Sentry system. As the developer, URS Federal Services, Inc. has the knowledge of the complexities of Web SENTRY and the proprietary interfaces that allow the system to function are retained by their engineers. URS Federal Services, Inc. has over a decade of experience working with SENTRY and Web SENTRY and understands the complexities of the system and the system level details of how the Web SENTRY custom interfaces to CICS/Java/WebSphere and DB2 function.
URS Federal Services, Inc.’s comprehensive knowledge and experience with the Web SENTRY system is vital in continuing system software development, technical support, and configuration of Web SENTRY. Their expertise is needed to address any technical issues that may arise during continuing development and performance period. The Bureau does not have any subject-matter expertise to continue and assume responsibility for the development performed by the URS Federal Services, Inc. URS Federal Services, Inc. has the subject-matter expertise, prior experience, and critical understanding of the Bureau’s Web Sentry systems and programming interface to modify and maintain the projects, thus avoiding continued operational disruptions of inmate management system.
In addition, URS Federal Services, Inc.’s expertise to Bureau’s Web Sentry system allows to them to provide effective technical support and prevent interruption to Web SENTRY system. Any interruption to Web Sentry system would cause major impact on the safety and security of Bureau’s staff and the inmates.
5. A Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value The CO will examine GSA FSS pricing catalog and previously paid prices of similar purchases of this type, as well as the Independent Government Estimate. Based on the information stated above, the CO anticipates the price would be fair and reasonable. In addition, this award will be made in accordance with the terms and conditions of the referenced GSA FSS. The orders placed against this MAS, using procedures in FAR 8.404 do not have to make a separate determination that the price is fair and reasonable, although the CO will seek for further price reductions for the required services.
6. A Description of the Market Research Conducted Among Schedule Holders Market research was conducted through GSA FSS to determine the number of authorized contractors eligible to provide the required services. Market research revealed that URS Federal Services, Inc. has not authorized reseller authority.
Therefore, URS Federal Services, Inc. is the only contractor capable of fulfilling the requirement.
7. Any other Facts Supporting the Justification N/A
8. Statement of the Actions to Remove or Overcome any Barriers The CO will publish the Limited Source Justification at the Government Point of Entry (GPE), Federal Business Opportunities (FBO) website: www.fbo.gov for a minimum of thirty (30) days.
One of the goals of this task order is to remove vendor specific interfaces that require the Bureau to target vendor resources that have very specialized experience with the Web SENTRY system. The Bureau will be moving the Web SENTRY system towards an implementation architecture that is widely supported within industry thus making follow-on development, support, and maintenance contracts more competitive.
The Bureau also plans to assemble a workgroup to establish a plan that will ensure that they can move forward with this requirement by seeking competition in the future. This planning includes developing overall strategy to conduct procurement planning to ensure that Full and Open Competition is obtain in the future.
