About this file
This document is a Request for Information (RFI) Q&A for FCI Pekin Solid Waste Removal, solicitation number RFQ 15BGCS26Q00000022. The RFI addresses multiple operational details for solid waste removal services at a federal correctional institution, including compactor specifications, service logistics, and contract expectations. Key details include: two 38 cubic yard compactors (one inside and one outside the secure perimeter), current service provider GFL Environmental, no limits on on-call pickups, and a six-month performance requirement for specific Contract Line Items (CLINs).
The document provides critical operational guidance for potential offerors, such as driver security processing, facility entry protocols (escorted entry), and disposal site requirements. Weight tickets must be issued directly from the landfill, and the disposal site will require institutional approval. The government emphasizes a Firm Fixed Price proposal approach, with contractors expected to account for inflationary costs. Notably, the solicitation specifies that contractors will be compensated only for actual services rendered, and there are no predetermined service credit or remedy expectations for missed pickups due to emergencies or uncontrollable circumstances.

RFI Q&A
NOTE: Please ensure your Quoted Totals account for account for a six (6) month requirement for CLIN’s 0021, 0022, 0023, and 0024.
1. Is the Government able to identify the current service provider for this requirement?
Additionally, if available, can the Government share any historical usage or expenditure information that may assist offerors in developing accurate pricing? – GFL Environmental is the current service provider. Please utilize the estimated totals noted in the RFQ and statement of work to determine suitable pricing.
2. Are there required compactor specifications beyond “38 cubic yards sealed self contained,” such as manufacturer preferences, dimensional constraints, electrical or hydraulic standards, or compatibility requirements? - Sealed, electrical, and hydraulic.
3. Can the Government confirm the exact compactor locations and advise whether there are any access constraints such as turning radius limitations, dock height issues, gate width restrictions, or designated travel routes? - 1 inside secure perimeter and 1 outside the secure perimeter. There is room for turning and no restrictions.
4. What is the typical lead time for driver security processing once required documentation is submitted, including fingerprinting and background checks? –This is dependent on the local HR office and system processing.
5. Once drivers are cleared, are escort services required, or may drivers operate independently within designated areas? –Entry into the facility will be escorted, these activities will be coordinated with the institution.
6. When the statement of work references moving the compactor to the sally port, does this involve simple repositioning by the contractor vehicle, or does it require coordination with facility staff each time service is performed? –Again this will be coordinated with the institution.
7. Are there any limits on the number of on call pickups that may be requested per month or per year, and how will such requests be authorized? –Although not common, there are no limits.
8. Is there an active recycling program that may impact service frequency, and if so, can the Government share any recent trend data or anticipated reduction in pulls or tonnage? – I believe they do have a recycling program, but the provided totals would account for that.
9. Are weigh tickets required to be issued directly from the landfill scale, or are third party certified scales acceptable, and are there any specific format requirements? – Weight tickets will need to be from the landfill.
10. Does the Government require pre approval of disposal facilities, and if so, is documentation of facility permits required at the time of proposal submission or post award? – The disposal site will need to be approved by the institution, per the SOW, the contractor shall ensure compliance with all local, state, and federal regulations, codes, and U.L. listings. This being noted, the contractor will need to be able to provide documentation of a suitable disposal facility. It would be encouraged to have at time of proposal submittal but not required. At a minimum, please submit the name of the disposal site.
11. In the event of missed service due to emergencies or other uncontrollable circumstances, what is the expected make up window, and are there any service credit or remedy expectations? –The make-up will be coordinated with the institution, if it is determined it will be best to skip said pick-up, there will be no concerns for credit or remedy. The contractor will be compensated for actual services rendered.
12. For option years, does the Government anticipate firm fixed unit pricing throughout the period of performance, or are there expectations for economic adjustment based on factors such as fuel or disposal costs? –This is not a FFP with Economic Price Adjustment contract. The Contractor is encouraged to submit a Firm Fixed Price proposal and account for inflationary costs accordingly.
