About this file

This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP) to gather market research on contracted medical bed services for incarcerated individuals. The BOP seeks information from industry partners capable of providing acute care, long-term acute care, and skilled nursing services in a correctional environment, with flexibility regarding Medicare reimbursement and CMS participation requirements. This RFI is for information and planning purposes only; no contract will be awarded directly from this announcement, and the Government is under no obligation to proceed with a subsequent procurement.

Respondents must address three primary information areas: (1) Correctional environment acute care beds—proposing a full-service plan including correctional staff, oversight, and medical services with feasible locations across the continental United States and identification of existing resources and security strategies; (2) Pricing structures—proposing models such as bundled pricing, case rates, DRG-based, per diem, or value-based approaches, with sample invoices and identification of cost savings and operational efficiencies; and (3) Personalized business experience—detailing feasibility, potential efficiencies, command structure, and mitigation strategies for a regionalized coverage model with three centralized hubs (Cincinnati/Louisville, Dallas/Fort Worth, and Fresno/Bakersfield) alongside dedicated standalone locations (Brooklyn, San Diego, Los Angeles, Houston, Honolulu, Miami, Philadelphia, and Seattle). Responses must be submitted electronically in PDF format, limited to 20 pages and 14MB, and must include company name, UEI, CAGE code, NAICS classification, business size/status, primary point of contact, and corporate address. Submissions should be emailed to Jacques Richard at j1richard@bop.gov. The Government will not pay for information provided, and submissions may be subject to Freedom of Information Act disclosure.

Request for Information (RFI)

Subject: Communications with Industry – Acute Care, Long-Term Acute Care, and Skilled Nursing for Inmates

The Federal Bureau of Prisons (BOP) is seeking information from industry partners to evaluate potential companies who can provide contracted beds for acute care, long-term acute care, and skilled nursing for the BOP for incarcerated individuals. The inmate population presents unique operational and security requirements that may limit placement in traditional civilian facilities participating in Medicare programs. Certain CMS certification standards may conflict with correctional custody protocols. Accordingly, the BOP seeks information from industry able to provide medically appropriate care through models not reliant upon Medicare reimbursement or CMS participation status, where otherwise lawful and properly licensed. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), and no contract will be awarded directly from this announcement.

The Government is particularly interested in industry feedback on the following areas:

1. Correctional environment acute care beds

• Propose a plan on providing the BOP with full service, to include correctional staff, oversight, medical services, and all needs necessary to fully support our acute care, long-term acute care, and skilled nursing patients in the community.

• Provide locations within the continental United States where it is feasible to provide this service.

• Identify resources the company can utilize and strategies already in place to provide a correctional environment, fully secured to meet the needs of the BOP.

2. Pricing structure of providing full-service contracted beds

• Propose pricing structures (e.g., bundled pricing, case rates, DRG-based, per diem, or other value-based models).

• Provide samples of invoices demonstrating current pricing structures and alternate pricing structures if they exist.

• Identify any cost savings, administrative efficiencies, or operational improvements that could result from your ability to provide said services.

3. Personalized business experience in providing full service

• Provide input on the feasibility and potential efficiencies of providing this service for the BOP and also detail the command structure of how the correctional environment would look.

• Identify potential challenges and mitigation strategies for a regionalized coverage model that leverages three centralized hub locations: Cincinnati/Louisville, Dallas/Fort Worth, and Fresno/Bakersfield – while also ensuring dedicated coverage is maintained in key standalone locations: Brooklyn, San Diego, Los Angeles, Houston, Honolulu, Miami, Philadelphia, and Seattle.

Submission Instructions:

• Provide: Company name; UEI and CAGE; NAICS and business size/status; primary POC (name, title, phone, email); corporate address.

• Responses should be submitted electronically in PDF format.

• Please limit responses to 20 pages and 14MB.

• Submissions should be emailed to Jacques Richard j1richard@bop.gov.

Notices:

This RFI is for market research only. The Government will not pay for information provided and is under no obligation to proceed with a procurement. Submissions may be subject to disclosure under the Freedom of Information Act. The Government will protect properly marked proprietary information to the extent permitted by law.
