About this file

This Request for Information (RFI) is issued by the Federal Bureau of Prisons (BOP) to gather industry feedback on potential improvements to their Comprehensive Medical Services (CMS) contract structure. The RFI seeks input on six key areas: alternative pricing structures, capitated rate methodologies, regional/combined contract feasibility, 10-year contract viability, recommended contract changes, and helicopter emergency medical services pricing.

Interested industry partners are invited to submit electronic PDF responses up to 20 pages/14MB, including company details, NAICS code, and business information. Responses should be emailed to Jared Hamblin at jhamblin@bop.gov. The government emphasizes this RFI is solely for market research purposes, will not compensate respondents, and submissions may be subject to Freedom of Information Act disclosure. No direct contract award will result from this RFI, which is designed to inform potential future procurement strategies for medical services across BOP facilities.

Request for Information (RFI)

Subject: Communications with Industry – Comprehensive Medical Services

The Federal Bureau of Prisons (BOP) is seeking information from industry partners to evaluate potential improvements to our current Comprehensive Medical Services (CMS) contract structure. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), and no contract will be awarded directly from this announcement.

The Government is particularly interested in industry feedback on the following areas:

1. Alternative Pricing Structure

• Propose alternative pricing structures (e.g., bundled pricing, case rates, DRG-based, per diem, or other value-based models).

• Provide samples of invoices demonstrating current pricing structures and alternate pricing structures.

• Identify any cost savings, administrative efficiencies, or operational improvements that could result from these alternatives.

2. Capitated Rate Structure or Hybrid Structure

• Provide input on the applicability of a capitated rate as part of pricing methodology.

• Share industry practices or benchmarks relevant to calculating and applying capitated rates in correctional healthcare environments.

3. Regional/Combined Contracts

• Provide input on the feasibility and potential efficiencies of combining contract coverage across multiple institutions or regions.

• Identify potential challenges and mitigation strategies for regionalized coverage.

4. 10-Year Contracts

• Provide industry perspective on the viability of contracts with a 10-year performance period (e.g., 1 base year plus 9 option years).

• Discuss pricing stability, risk allocation, and contractor ability to maintain adequate provider networks over a longer term.

5. Recommended Changes

• Identify recommended changes to existing CMS contracts that would reduce cost, increase efficiency, or improve quality of care.

• Provide examples of innovative approaches, process improvements, or technology solutions that have demonstrated measurable results.

6. Helicopter Emergency Medical Services– Pricing Structure

• Provide input on helicopter emergency medical services pricing models.

• Include typical mileage thresholds, and billing practices for scene-to-hospital vs.

hospital-to-hospital transfers.

• Provide any recommended alternative pricing structures for cost control and predictability.

• Provide your recommendations on whether helicopter emergency medical services should be included within the scope of the Comprehensive Medical Services contract and explain the rationale for your position.

Submission Instructions:

• Provide: Company name; UEI and CAGE; NAICS and business size/status; primary POC (name, title, phone, email); corporate address.

• Responses should be submitted electronically in PDF format.

• Please limit responses to 20 pages and 14MB.

• Submissions should be emailed to Jared Hamblin jhamblin@bop.gov.

This RFI is for market research only. The Government will not pay for information provided and is under no obligation to proceed with a procurement.
