SF-30 Block 14 Description of Amendment
This amendment incorporates the following changes to the solicitation:
1. Answers to Bidders' Questions: Questions received from prospective bidders and the corresponding Government answers are attached and incorporated into the solicitation documents for reference.
2. Specification Addendum: A formal addendum to the technical specifications is included to codify the changes described in the Bidders' Questions and Answers document.
3. Wage Determination: WD PA20250059 Modification 8, dated 12/12/2025, is hereby incorporated.
4. Bid Submission Deadline Extended: The deadline for receipt of bids is extended from December 22, 2025, at 12:00 p.m. PST to December 29, 2025, at 12:00 p.m. PST.

ADDENDUM TO SPECIFICATIONS
The following changes are made to the specifications:

1.3 B - 1 Obsolete fence fabric, fence framing members, razor wire and post can be stored on site at a location directed by the BOP representative and approved by the Institution until contractor can remove from site. Existing concrete foundation materials can be extracted from the obsolete posts and crushed and used as clean fill onsite or disposed of at proper recycling or disposal sites. All materials, nuts, bolts, and connectors, shall be removed from the site by the contractor and disposed of properly. Demolition storage areas will be cleaned of all debris and materials when disposal is completed.

SUBMITTED BY FDS:
1. Can you please clarify the specific Senstar detection system that the FBOP will be providing? There are discrepancies between the drawings and the specifications about equipment that needs to be provided to make a complete system.
Clarification: The SENSTAR system is the only perimeter security product to be used on this project. The Senstar installer is responsible for the final product used as discussed directly with the institution. Fiber patrol system and installation hardware / Software specified by Senstar have been purchased through Senstar and is onsite at FCI McKean.
2. Can you please provide a zone map so that we can provide the zone signage as specified?
Clarification: The new perimeter fence zones are to match the existing perimeter fence zones, or as modified by the institution. Zone map can be provided to awarded contractor there are 20 zones total.
3. Can you please clarify which is correct? Plan sheet SF010 states that fence posts can be cut off 6” below grade, but the Summary of Work 01 10 00 1.4.B.2 states that the fence post foundations are to be crushed and used as fill.
Clarification: The Existing fence posts can be cut off or pulled and cleaned as indicated at the contractors option. Contractor can remove and dispose of concrete without crushing at their discretion.
4. What is the existing perimeter detection system? Does the facility have spare parts for the system?
Clarification: The existing system is a SENSTAR Flexzone system. Institution has some spare parts if needed.
5. Can you verify if the sally port needs to always stay operational during construction?
Clarification: Sally port must stay operational with no gaps while work is not ongoing on sallyport structure. Institution deliveries and use of the gate can be scheduled to allow uninterrupted work.
6. How many escorts will be allocated to this project?
Clarification: Minimum of 3 per day, with 4-6 being standard most days.
7. Will a location be provided for an office trailer? Is power available?
Clarification: There is no contractual requirement for an onsite job trailer. However, should the contractor opt to provide one it will be designated outside the perimeter fence.
Power is available on-site and specific requirements will be coordinated with institution.
8. Can you tell us the location of the laydown yard for materials?
Clarification: Salvaged materials are to be stored outside perimeter fence behind housing units, new material staging is located at softball field near wellness center parking lot
9. Does the facility have as-builts for existing utilities that can be shared with the awarded contractor?
Clarification: Any applicable drawings will be shared with awarded contractor, note drawings for institution are original and will only be used as general guidance

10. Will the contractor be required to have a temporary office at the project site at a location specified by the owner?
Clarification: Job site trailer is optional at contractors’ discretion as specified in section 01 50 00
11. There was mention made in the pre-bid meeting to accommodate 15 minutes for entry and exit procedures.
Is this accurate?
Clarification: Entrance procedures can range from 15-60 minutes depending on personnel, tools, equipment, and/or institution operations. Accurate tool inventories and organization are paramount to timely entrance processing.
12. Does this background check include fingerprinting and badging?
Clarification: Yes, reference contract page 41 sections 3-4.
13. Will at any time during the project, the contractor be required to resubmit NCIC packets for already approved and working employees?
Clarification: Required every 12 months.
14. Will credit checks be subject to approval for contractor submitted employees to be able to work on-site?
Clarification: Yes, reference contract page 41 section 3-4.
15. Will the contractor be required to attend and go through training by the FBOP regarding security protocol before working on-site? If so, how long should the contractor accommodate for this?
Clarification: Yes, 4-hour training conducted initially and again after 12 months
16. Will certain subcontractors and vendors that are visiting the site for a short period of time (1-2 weeks) be required to submit the long background form?
Clarification: Yes
17. What will be the entry and exit procedure/entries for the contractor on a daily basis? There was discussion of a temporary sally port entrance that would be used and built by contractor?
Clarification: Personnel entering through the front entrance are screened through a metal detector. There will be tool and equipment inventories, these inventories are updated daily and will be checked in and out. Personnel, equipment and vehicles entering through the rear gate will follow the same screening procedures. All vehicles will be thoroughly searched.
18. How many Fog, Rain, or inclement weather days are included in the contract?
Clarification: See Amendment 00001, Meeting Minutes, Section 4. Security, “Adverse Weather”
19. Being the extensive time frame for this project and variables that slow the project down, can the contractor produce an order on all material for the project and receive payment? If so, will product be required to be stored on-site at an owner specified location? Will there be a location large enough to store all material for this project? (This remits any price increases during the duration of the project)
Clarification: No, payment for materials stored offsite or onsite but not yet incorporated into the work is not authorized under the contract’s payment structure. See FAR 52.232-5 “Payments under Fixed-Price Construction Contracts”, incorporated by reference on page 16 of the solicitation document, specifically paragraph (b) “Progress payments”. See also FAO-0011 “Schedule of Values” located on page 10 of the solicitation document.
20. Is there any material from the project that is being demoed that the Owner is wanting to keep/store? Any special recycling requirements?
Clarification: Refer to Specification section 01 10 00 paragraph 1.3B.
21. Has all existing underline utilities and pipe routes been discovered?
Clarification: No
22. If the contractor encounters underground utilities, and it interferes with the work to be performed, will the contractor be responsible for the relocation and startup of utilities?
Clarification: No. Unforeseen conditions involving utilities are subject to the provisions of Specification section 01 26 00
23. Please confirm the Black Round Circles on sheet SF101 are “NEW” bollards to be installed. There is not a reference in the legend to these symbols.
Clarification: The “black circles” on sheet SF101 reference existing bolloards. For new bollard locations, refer to sheets SF103 through SF105.
24. Are mockups required as detailed in Section 014000 Quality Assurance Portion J?
Change: DELETE Specification section 01 400 00 paragraph J in its entirety.
25. Will the rock being removed from the dead mans land required to be sifted and cleaned before relocation?
Clarification: No.
26. Will dumpsters be allowed to remain within the facility at the discretion of the owner of location with a locked top grate?
Clarification: Yes, dumpsters with the ability to be closed and locked will be allowed to remain within the facility at the discretion of security staff.
27. If dumpsters are allowed to remain within the facility, once ready to remove, will the dumpster have to remain for a 24 hour period before removal?
Clarification: Dumpsters will need to be tagged by security staff with a seal for a minimum of 18 hours before removal.
28. What are the existing manufacture/systems for the fence detection system?
Clarification: The existing system is SENSTAR Flexzone system. The work of this system is by the designated manufacturer / installer.
29. What is the existing access control manufacture/system in use currently?
Clarification: The existing sliding vehicle gates and man gates located in the rear gate are controlled by an Allen Bradley, Compact Logic L32E.
30. Will the previous manufacture/system associated with access control allow the awardable contractor to make integrations into the system and still uphold any warranty in place?
31. Will existing cabling for Control Access be acceptable to stay in conduit locations that are not damaged or removed? Or will the contractor be responsible for removing all associated cable for the access control at gates from the gate to the operator?
Clarification: Reference SF602, Sheet notes.
32. Will any locked toolbox be allowed to be within the facility on an overnight basis locked and inventoried by the owner?
Clarification: No, all tools will be inventoried in and inventoried out daily.
33. Are there any special motorized equipment that are not allowed within the facility compound?
Clarification: No, within reason.
34. Please confirm that the contractor is responsible for selecting and paying for the testing agency to perform concrete testing.
Change DELETE Specification section 01 40 00 paragraph 1.8 QUALITY CONTROL, A. in its entirety and REPLACE with the following:
A. Contractor’s Responsibilities: Where quality control services are indicated as required by the owner or the contractor, the contractor shall be responsible for engaging a qualified testing agency to perform these services.
35. Please confirm that a testing agency for field quality control test will be required for the Structural Steel
Framing per section 051200 Section 3.4. If so, will the contractor be required to pay for these services.
Clarification: Yes, field quality control under specification section 05 12 00 and shall be the responsibility of the contractor.
36. Please confirm that the test for the Grounding Bonding System shall be performed by a professional engineer per section 260526 Section 3.3.
Clarification: Yes, grounding testing is required as specified.
37. Please confirm the contractor is responsible for engaging and payment of soils testing laboratory for density testing.
Clarification: Yes, as specified in section 01 400 00 paragraph 1.8A as modified by amendment.
38. There will be many locations and applications that the new interior fence being installed will lap over the existing interior fence prior to its demolition. In order to successfully install the interior fence, we will have to install through the existing interior fence. What will be the acceptable factor to a daily completion to safely terminate the fences together to adhere to any safety procedures?
Clarification: As discussed at the pre-bid site visit, the existing interior fence will need to be partially demolished to allow the new fence to pass through. These fences shall be temporarily closed in a manner acceptable to the institution for the length of time required.
39. Being the involvement of a third-party architecture firm, whom will be the deciding inspecting party, provide punch list/inspections, approve payments and other contractual items?
Clarification: The FBOP Contracting officer is the authority having jurisdiction and shall designate tasks as appropriate to others including the architect.
40. The sallyport is a item of concern given the amount of deliveries the facility receives and the amount of work that is to be performed in that area. Will the owner be open to installing a wider gate than the 14’ specified? A 22’ gate would allow to split the work into 2 phases while allowing deliveries to come through.
There still would be a small delay during some of the construction phases, although this would remit the delays significantly.
41. Would the owner be willing to install a temporary entrance at a different location to accept deliveries while work is being performed at the sally port.
42. There was reference made to a trench drain being installed in the sally port area, is that accurate?
Clarification: There is no trench drain shown in the contract documents, none is currently required within the contract
43. If a wider gate is not acceptable to the owner as a sallyport solution for work being commenced, what is the Owner’s recommendation or plan due to the work being performed at the sally gate entrance? Will the contractor only have a certain amount of time the sally port entrance can be closed for deliveries?
Clarification: See sequencing in specification sheet, short delays can be coordinated with institution but sallyport must be functional when work is not ongoing on sallyport.
44. Will water be accessible around the project site for the contractor or should the contractor assume to have temporary water available?
Clarification: Water is available at various locations.
45. Per section 281643 1.4 Quality Assurance, it details that the Division 28 Contractor shall secure the services of a Detection System Field Advisor and Control System Field Advisor. Is this in reference to the personnel the contractor has for the installation or is the contractor required to source manufacture representees for these positions as notated?
Clarification: The Field advisor should be a SENSTAR product authorized manufacturer representative
46. Section 323213 Gates 2.5 states a price for Alternate Bid locking mechanism. How will the contractor provide this pricing?
Change: 32 31 13.53 Gates 2.5 didn’t have reference for a request for alternate bid locking mechanism for FCI McKean. Refer to amendment addition 08 71 63.20 Paragraph 2.1.6 Specification section 08 71 63.20 Paragraph 2.1.4 Gate hardware shall be installed at the Vehicle Sallyport pedestrian gates leading to the outside, and inside of the secure perimeter fence. Gates into the “No- Mans” land and all other pedestrian gates being replaced under this contract shall be the Mechanical Dead Lock Gate Lock FGM-86-6 Six tumbler model, keyed both sides specified in paragraph 2.1.6 (herein added)
47. Per section 329200 3.7 Maintenance, the contractor is responsible for the maintenance of seeded work.
Please confirm the owner will not adhere to the maintenance instructions. In previous projects with the FBOP, the owner handled the continued maintenance such a cutting the grass and miscellaneous duties due to the unique nature of the facility.
Clarification: The maintenance of graded and seeded areas for approximately 30 days is required. If the FBOP chooses to waive this requirement during the course of the work, a contract modification shall be utilized.
48. Is the contractor required to provide the wed-based project software, Newforma, as detailed in 1.6 Digital Project Management Procedure in 013100?
Clarification: Yes – as specified
49. Is the contractor required to engage in a Land Surveyor as detailed in 017300 3.3 Construction Layout?
Clarification: Yes – as specified
50. There is a conduit mounted to the interior of the interior fence. Is the conduit being repurposed? What does this conduit serve?
Clarification: This conduit is obsolete and is to be removed with the interior fence.
51. Are there any cameras mounted to the existing fence or will be encounter during the construction phase? If so, will the contractor be responsible for the removal and installation of these cameras?
Clarification: No cameras are mounted on fence, but new camera post location noted in specs and drawing.
Post should have pathway for camera cabling per specifications and drawings. Facility staff will install camera and cabling.
52. How many escorts will the contractor be given and how many contractors can be within the supervision of each escort? Will the contractor be able to work at different locations with separate crews?
Clarification: A minimum of 3 and most days will be 4-6. All contractors must remain with institution staff and are able to work in different locations as long as escorts are available.
53. Will an aerial concrete pump truck be acceptable to set up outside the perimeter fence and pump concrete at applicable locations over the fence? Yes
54. Will a concrete line pump equipment be allowed to be routed through the perimeter fence at certain locations?
Clarification: An ariel concrete pump truck is the preferred method however exceptions can be made in certain locations if conditions make it necessary. The ground surface shall be returned to the pre-construction conditions and the fence secured as required.
55. There was mention during the walkthrough of a broken fiber optic conduit at the rear sally port, we are not seeing this located on the drawings. Can this be clarified?
Clarification: The actual location of the break is unknown. The drawings indicate the routing of new conduit to abandon the existing.

56.There are few locations where the new fence will intersect with existing fences. What would be the schedule to sequence the events so that we can ensure security?
Clarification: As discussed at the pre-bid site visit, the existing interior fence will need to be partially demolished to allow the new fence to pass through. These fences shall be temporarily closed in a manner acceptable to the institution for the length of time required.
57. Is the fence being replaced on top of the check point building?
Clarification: Yes, if you are referring to the Main entrance Administration building. Refer to drawing

58. Sheet SF010 General Note 5. says “Remove Existing Line post and cut at grade. Grind existing post and sleeve, where applicable, to 6” below grade” and Sheet SF104 General Note 5. says “Removal of Existing fencing includes concrete footing.” Please confirm which Note to follow for Demo Existing fence posts.
Clarification: The Existing fence posts can be cut off or pulled and cleaned as indicated at the contractor’s option
59.Existing Crash Gate to be removed and salvaged on site OR off site?
Clarification: The relocation is shown in the contract document and is the responsibility of the contractor.
Scheduling and storage location is the responsibility of the contractor. The gates can be stored on site.
60.How would the Sallyport Fence and Gate be handled? Existing Fence Line and New Fence Line are very nearby. What would be the schedule for temporary fence so that we can ensure security?
Clarification: Refer to general notes on drawings SF104.
61.Are we reusing any Razor Ribbon / Razor wire OR all Razor Ribbon should be new on fence and gates?
Clarification: No Razor wire is being re-used. Existing material shall be removed and stored on site as indicated in specification section 01 10 00.
62.Please confirm, all chain link fence fabric to be 2” 9ga Aluminized. There was mention of welded wire fabric for Sallyport Vehicular gate but NO more detail or specs for welded wire fabric.
Clarification: Refer to Specification section 32 31 13.53 paragraph 2.1A
63.Please confirm where the storage containers for materials would be kept?
Clarification: In a location as directed by the institution outside the perimeter fence
64.Please define daily security measures needed for construction crews to enter and exit facility.
Clarification: Personnel entering through the front entrance are screened through a metal detector. There will be tool and equipment inventories, these inventories are updated daily and will be checked in and out. Personnel, equipment and vehicles entering through the rear gate will follow the same screening procedures. All vehicles will be thoroughly searched.

74. The specifications indicate the perimeter detection system is supplied by the government and installed by the contractor. Please provide complete scope of work for perimeter detection system with proposed routing devices boxes, splice locations and head end equipment. Include any shop drawings.
Clarification: SENSTAR is the sole source provider of this system. All work associated with the perimeter detection system shall be the responsibility of the SENSTAR installation sub-contractor to the selected contractor’s contract.

Personnel will enter and exit through the rear gate or front entrance and be screened through metal detector. Tools and equipment will be inventoried.
These inventories are updated daily and will be checked in and out. All vehicles will be thoroughly searched upon entrance and exit.
84. Fence Removal Limitations:
What is the maximum length or number of fence panels that may be removed at one time?
Clarification: Refer to sequencing, new fence should be completed before any panels are removed.
85. Fence Down Duration / Security Requirements:
How long can a section of fence remain open or removed? If fencing cannot be reinstalled on the same day, what type of temporary security measures (e.g., guards, temporary fencing, barriers) will be required?
Clarification: The perimeter fence must be secured at the end of each work day by a physical means acceptable to the institution. No “open” gaps are acceptable for any amount of time when work is not ongoing. Coordination with the institution is required for additional security or manpower by the institution.
Sequencing should mitigate these circumstances.
