SF-30 Block 14 Description of Amendment

This amendment incorporates the following changes to the solicitation:

1. Answers to Bidders' Questions: Questions received from prospective bidders and the corresponding Government answers are attached and incorporated into the solicitation documents for reference.

2. Specification Addendum: A formal addendum to the technical specifications is included to codify the changes described in the Bidders' Questions and Answers document.

3. Wage Determination: WD PA20250080 Modification 6, dated 12/12/2025, is hereby incorporated.

4. Bid Submission Deadline Extended: The deadline for receipt of bids is extended from December 22, 2025, at 11:00 a.m. PST to January 7, 2026, at 12:00 p.m. PST.

SUBMITTED BY BHPE:

1. Are hydrovac spoils able to be stored onsite along with traditionally excavated soil?

Clarification: Yes – All spoils are to be wasted on site under the direction of the institution.

2. Is engineering required for the fence/foundations?

Clarification: No -The fence and foundations are shown graphically in the drawings and specified in the technical specifications.

3. Is a manufacturer’s rep required on site? If so, for what duration/milestones of the project?

Clarification: Various sections within the specifications have listed inspections, tests, and certifications that would be required to be completed by corresponding manufacturers reps or authorized installers.

Examples noted in: 08 17 63.20 1.4 C, 08 71 63.20 – 4, 32 31 13.60 – 3, Perimeter detection

4. Please provide pictures/shop drawings of the existing crash gates that need to be re-installed.

Clarification: At the time of construction, each arm of the vehicle crash gate was specified to have a 4” inch inner pipe sleave set in a 3’ X 3’ X 4’ Deep concrete footing.

5. Trench detail for grounding Clarification: Refer to Detail 4 on sheet SF603 and specification section 31 23 17

6. How thick is the existing no mans land stone - must it be crushed?

Clarification: The depth of the existing stone is approximately 4 inches deep, on average. The stone does not need to be crushed to be used as sidewalk bedding or interior roadway stone.

7. Spec on 4” white stone #100 crushed white rock - there is none to be found locally Clarification: In the specification for this project 0110-00-2 1.4 #3. White rock is specified. Light colored rock can be approved based on geographical availability.

8. Must the existing concrete sidewalk be crushed onsite - will this crushing area be outside the fence?

Clarification: The existing sidewalk material can either be crushed and wasted on site or hauled away at the contractor’s option. Crushing operations should be at a location as directed by the institution, outside the perimeter fence.

9. Will the obsolete stone in no man’s land be applied to its final path as we are removing it or will we be moving it twice?

Clarification: The obsolete stone cannot be re-used in “no-Mans” land. It shall be dump/spread and rolled on site as directed by the institution. It will not require moving it twice. Refer to Specification section 01 10 00.

10. SF102 shows about 20’ of 18” silt sock but Note 9 on SF101 says “install silt fence down slope of all earth disturbances” - shall we figure 18” silt fence around entire fence?

Clarification: Silt fence is only required “down slope” of earth disturbance areas where re-grading is shown. Replacement of the fence and stone in “no-mans land is not considered earth disturbance.

11. Is there new base under the sidewalk - no detail on new sidewalk Clarification: The obsolete stone from no-mans land should be used as a 4” thick base under the new sidewalk. The resulting top soil spoils shall be stock piled on site at the direction of the institution and seeded as necessary.

12. Can you please clarify the specific Senstar detection system that the FBOP will be providing? There are discrepancies between the drawings and the specifications about equipment that needs to be provided to make a complete system.

Clarification: FiberPatrol the SENSTAR system is the only perimeter security product to be used on this project. The Senstar installer is responsible for the final product used as discussed directly with the institution.

13. Can you please provide a zone map so that we can provide the zone signage as specified?

Clarification: The new perimeter fence zones are to match the existing perimeter fence zones, or as modified by the institution.

14. Can you please clarify which is correct? Plan sheet SF010 states that fence posts can be cut off 6” below grade, but the Summary of Work 01 10 00 1.4.B.2 states that the fence post foundations are to be crushed and used as fill.

Clarification: The Existing fence posts can be cut off or pulled and cleaned as indicated at the contractors option. Contractor can remove and dispose of concrete without crushing at their discretion.

15. What is the existing perimeter detection system? Does the facility have spare parts for the system?

Clarification: The existing system is a SENSTAR Starnet II system. FCI Loretto currently has no spare parts for the Senstar Starnet II system.

16. Can you verify if the sally port needs to always stay operational during construction?

Clarification: The vehicle sally port can be temporarily shut down for a period not to exceed one to two days as scheduled with the institution

17. How many escorts will be allocated to this project?

Clarification: Three escorts can be provided daily. More can be provided upon request depending on what work is being performed.

18. Will a location be provided for an office trailer? Is power available?

Clarification: There is no contractual requirement for an onsite job trailer. However, should the contractor opt to provide one, a job trailer and lay down area shall be designated outside the perimeter fence.

Power is available on site but will need to be coordinated with the institution. The location of the job site trailer can be discussed during the pre-construction meeting.

19. Can you tell us the location of the laydown yard for materials?

Clarification: The location of the laydown can be discussed during the pre-construction meeting.

20. Does the facility have as-builts for existing utilities that can be shared with the awarded contractor?

Clarification: FCI Loretto does not have as-builts for existing utilities.

21. Job Site Trailer Requirement, Reference: Spec 01 50 00 §2.1, Description / Request for Clarification:

Please confirm whether a job-site trailer is required or optional at the contractor’s discretion.

Clarification: Job site trailer is optional at contractors’ discretion as specified in section 01 50 00

22. Government-Furnished or Installed Items, Reference: SF1442 / Spec 01 10 00, Description / Request for Clarification: Confirm whether any materials, systems, or equipment are government-furnished or installed under this contract.

Clarification: Barbed tape (Razor wire) and the SENSTAR Perimeter detection system shall be furnished by the FBOP. The Razor wire and the perimeter detection system shall be installed by the contractor.

Refer to specification sections 32 31 13.60 and 28 16 43.10

23. Traffic Control Requirements, Reference: Spec 31 23 17 §1.4 B, Description / Request for Clarification:

Confirm if traffic control is required inside or near the prison access road and whether PennDOT Publication 213 applies.

Clarification: The perimeter roadway around the exterior of the perimeter fence is private to the prison.

Traffic control consists of daily control of prison only traffic in or near the ongoing construction area. No Penndot controls are necessary.

24. Gate Operator – Vehicle Sally Port, Reference: Drawings SF501 / Spec 08 71 63.20, Description / Request for Clarification: Clarify whether the Vehicle Sally Port gate operator is new or existing to remain.

Clarification: The Vehicle sliding gate operator as specified in specification section 08 71 63.20 is new.

25. Crash Gate Salvage, Storage, and Reinstallation Requirements, Reference: SF502 Detail 3 / Demolition Notes, Description / Request for Clarification: The drawings note “EXISTING CRASH GATE TO BE REMOVED, SALVAGED AND REINSTALLED @ NEW LOCATION.” Please confirm: (1) whether the contractor or the Government is responsible for the removal, custody, and reinstallation of the crash gate;

(2) where and how the salvaged gate is to be stored during construction (e.g., on-site secure laydown, off-site facility, or government-provided storage); and (3) for how long it must be retained before reinstallation.

Clarification: The relocation is shown in the contract document and is the responsibility of the contractor.

Scheduling and storage location is the responsibility of the contractor. The gates can be stored on site.

26. Division 27 & 28 Scope Responsibility, Reference: Specs Div 27 / 28, Description / Request for Clarification: Confirm whether communications and electronic security work (card readers, sensors, etc.) are under the GC’s scope or performed by a government vendor.

Clarification: The installation of all systems specified are the responsibility of the contractor. Refer to specification section 01 10 00 paragraph 1.10

27. Microwave Sensor Integration, Reference: SF Drawings / Spec 28 16 43.10, Description / Request for Clarification: Provide details on microwave sensors – are these part of the SenStar system, and how are they integrated into controls?

Clarification: The microwaves are integrated into the SENSTAR system by the SENSTAR installer

28. Structural Steel / Welding, Reference: Spec 05 50 00, Description / Request for Clarification: Confirm whether welded connections are acceptable for the HSS and pipe framing above the building, or if all must be mechanically fastened.

Clarification: Specification section 05 50 00 refers to bollards. Refer to Specification section 05 12 00.

Either method is acceptable

29. Card Reader at Port Gate, Reference: Div 28 / SF103–SF104, Description / Request for Clarification:

Clarify if a card reader or access control device is required at the Port Gate and if it is new, reused, or government-furnished.

Clarification: All access control devices are new

30. Fire Hydrant Removal / Impact, Reference: SF103 Detail A, Description / Request for Clarification:

Note calls for hydrant pipe & bollards to be removed and replaced after grading. Clarify termination or reconnection point and any Fire Alarm impacts.

Clarification: The Hydrant connection points are all mechanical, there is no alarm system associated with the hydrants. The hydrants are intended to be replaced as near as possible to their current location. This may require sub surface cutting, and pipe fitting.

31. Facility Occupancy During Construction, Reference: Spec 01 10 00 §1.5 C, Description / Request for Clarification: Confirm whether the institution will remain fully occupied during construction and define escort/access requirements.

Clarification: The institution will remain fully occupied during construction.

32. Phasing & Security Turnover Requirements, Reference: SF010, SF101 / Spec 01 10 00 §1.4 A, Description / Request for Clarification: Documents specify sequence: (1) Interior Fence, (2) Control Fence, (3) Exterior Fence. Confirm if additional security inspections, written sign-offs, or turnover steps are required between phases and if government release is mandatory before advancing.

Clarification: As each installation phase is complete, the facility will complete an inspection prior to moving on to removal of the corresponding fence. Authorization is required and will be given by the institution to proceed to the next phase.

33. Superintendent / SSHO / QC Staffing, Reference: Spec 01 31 00 / FAR 52.236-13, Description / Request for Clarification: Clarify whether these three positions must be separate individuals or may be combined if qualifications meet BOP requirements.

Clarification: FAR Clauses 52.236-13 and 52.236-14 outline responsibilities but do not detail how those roles are to be divided. The contractor must adhere to quality requirements outlined in Section 01 40 00.

34. Temporary Heating / Cooling, Reference: Spec 01 50 00, Description / Request for Clarification:

Confirm if any temporary environmental control (heat/cool) is required for enclosed or occupied areas.

Clarification: There are no interior areas requiring temporary heating or cooling in this scope of work.

35. Period of Performance Adjustment, Reference: SF1442 / General Conditions, Description / Request for Clarification: Confirm whether the performance period may be extended post-award to accommodate verified material/equipment lead times.

Clarification: The contract cannot be extended without approval from the contracting officer.

Material/equipment lead times have already been considered and incorporated into the Period of Performance.

36. Soil Boring / Subsurface Data, Reference: Spec 01 10 00 §1.7, Description / Request for Clarification:

Confirm if geotechnical or soil boring reports are available; otherwise confirm assumption of normal soil with no rock/obstruction.

Clarification: There is no geo-technical information available. All earth work is un-classified. Refer to specification section 31 20 00

37. Deteriorated Base / Underlayment Allowances, Reference: SF101 / Spec 32 31 13.53, Description / Request for Clarification: Provide bidding quantities or allowances for unforeseen deteriorated base or paving replacement.

Clarification: There are no requirements for pavement replacement specified in this section. Drawing SF104 describes the extent of paving replacement at the vehicle sallyport. Minor re-grading is required at the vehicle sallyport to provide a flat and planar uniform surface throughout the sallyport.

38. Fence Over Building – Attachment & Roof Coordination, Reference: SF010–SF501 / Spec 05 50 00, Description / Request for Clarification: Clarify whether the new fence attaches to structural framing below the roof or through the roof assembly. Confirm if flashing or roof patching is required, and whether any roof warranty coordination applies. If the new fence is to penetrate or anchor through the roof system, please provide updated plans and details showing the required attachment method, waterproofing, and any necessary structural reinforcement.

Clarification: The new above-roof perimeter fence does not engage the roof structure or roofing. The above roof fence must be placed 5 inches above the existing roof surface. Refer to Specification section 32 31 13.53 and drawing 6/SF502.

Change: Drawing 6/SF502: CHANGE the 2 inch clear dimension shown between the existing roofing and the bottom of the steel framing to read 5 inches..

39. Asbestos / Lead Paint Documentation, Reference: Spec 02 41 00, Description / Request for Clarification: Confirm whether any asbestos-containing or lead-based materials exist within work limits and provide testing results if applicable.

Clarification: All work of this contract is exterior. No Asbestos or lead containing material is known to exist on the campus.

40. Controls Vendor / BAS Integration, Reference: Spec 28 16 43.10, Description / Request for Clarification: Identify existing perimeter detection/BAS vendor and confirm if reprogramming or commissioning is by government vendor or within contractor scope.

Clarification: The SENSTAR system installation, programming and commissioning is all within the Contractors’ scope of work.

41. Site Visit Attendee List, Reference: Instructions to Bidders p. 3, Description / Request for Clarification:

Please provide a copy of the site-visit sign-in sheet for coordination purposes.

Clarification: See Amendment 0001.

42. Existing Conditions Photos / Records, Reference: N/A, Description / Request for Clarification: Please provide any available existing condition photos or reports showing fence alignment, utilities, and restoration extents.

43. Tax Exemption Status, Reference: Spec 01 10 00 §1.9, Description / Request for Clarification: Confirm that the project is federal tax-exempt and that no state or local sales/use tax applies.

Clarification: The successful contractor is responsible for all applicable federal, state, and local taxes. No tax exemption certification will be issued by the Federal Bureau of Prisons. See page 4 section 2 Commodity or services schedule of the solicitation document.

44. Bollard Size Discrepancy – 8″ vs 6″ Dia., Reference: Elevation 10 / SF501 & Detail A / SF104, Description / Request for Clarification: Elevation calls for 8″ Ø bollards; detail shows 6″ Ø Sch 40. Confirm whether gate bollards are 8″ and building bollards 6″, or if all are 6″ per detail.

Clarification: Gate Bollards are 8” diameter – Building bollards are 6” diameter

45. Differing Site Conditions – Unforeseen Obstructions, Reference: FAR 52.236-2 (Apr 1984), Description / Request for Clarification: Confirm that any unforeseen underground obstructions, buried utilities, concrete foundations, or unexpected rock encountered during fence post excavation or grading will be addressed under the Differing Site Conditions clause (FAR 52.236-2) rather than at contractor risk.

Clarification: NO – Excavation (ROCK) is unclassified excavation. Refer to specification section 31 20 00

46. Site Investigation Limitations – Access Restrictions, Reference: FAR 52.236-3 (Apr 1984), Description / Request for Clarification: Given the restricted access to the secure perimeter during the pre-bid site visit, confirm that such limitations on bidder access will not waive entitlement under FAR 52.236-3, and that subsurface or concealed conditions not observable during the visit will be treated as differing site conditions if encountered after award.

47. Permits and Jurisdiction, Reference: FAR 52.236-7 (Nov 1991), Description / Request for Clarification:

Confirm whether any state or local permits (e.g., Pennsylvania DEP, erosion/sedimentation, grading, stormwater) are required for this project, or if all permitting responsibilities fall under federal jurisdiction per FAR 52.236-7 – Permits and Responsibilities.

Clarification: Contractor is to follow applicable federal, state and local laws, codes, and regulations during contract performance at no additional cost to the government as listed under FAR 52.236-7

48. Protection of Existing Utilities and Security Equipment, Reference: FAR 52.236-9 (Apr 1984), Description / Request for Clarification: Given that existing security systems, utilities, and lighting must remain operational throughout construction, confirm how shutdowns or temporary disconnections are to be coordinated with the institution, and whether any incidental damage or required repairs will be handled under FAR 52.236-9 rather than as contractor liability.

Clarification: The shutdown of systems or temporary disconnections will be coordinated with the institution in case of loss of utilities inside the secure perimeter during construction. Contractor is to protect from damage all existing improvements and utilities at or near the work site and adjacent property of a third party, the locations of which are made known to or should be known by the contractor as defined in 52.236-9

49. Operations and Storage Areas – Secure Laydown Zones, Reference: FAR 52.236-10 (Apr 1984), Description / Request for Clarification: Confirm whether designated laydown, staging, and storage areas will be provided inside or outside the secure perimeter, and whether storage of salvaged materials (e.g., crash gates, fence panels) must be within a fenced/guarded area per BOP security policy and FAR 52.236-10.

Clarification: Secure lay down and storage areas shall be as directed by the Institution, outside the secure perimeter

50. Specifications and Drawings – Conflict Resolution, Reference: FAR 52.236-21 Alt II (Feb 1997), Description / Request for Clarification: Confirm that in the event of a conflict between drawings and specifications, the written Government response (RFI or Amendment) will govern per FAR 52.236-21 Alt II. This clarification is particularly relevant to discrepancies such as bollard sizes between Elevation SF501 and Detail SF104.

Clarification: Formal written responses to RFI or amendment by the contracting officer will be made per

51. Changes – Government-Directed Modifications, Reference: FAR 52.243-4 (Jun 2007), Description / Request for Clarification: Confirm that any field modifications or additional work directed by the Government to accommodate existing site conditions or coordination with existing security, telecom, or power systems will be treated as contract changes under FAR 52.243-4.

Clarification: FAR 52.243-4 is incorporated by reference on page 17 of the solicitation document.

52. Utility Services – Temporary Power and Lighting, Reference: FAR 52.236-14 (Apr 1984), Description /

Request for Clarification: Confirm whether the Government will provide access to existing power for temporary lighting, tools, or security testing, or if the contractor must furnish separate metered services per FAR 52.236-14 – Availability and Use of Utility Services.

Clarification: There are locations that can provide outside 110 electrical power. These locations may not be convenient to the area of work depending on the locations.

53. Suspension of Work – Security-Driven Delays, Reference: FAR 52.242-14 (Apr 1984), Description / Request for Clarification: Confirm whether any access restrictions, facility lockdowns, or temporary work suspensions directed by the institution for security reasons will be treated as suspension events under FAR 52.242-14, with entitlement to time extension or equitable adjustment, rather than routine coordination delays.

Clarification See FAO-0006 “Contractor Use of Premises” incorporated on page 7 of the solicitation document. The Government assumes no responsibility to the Contractor, nor to any of his subcontractors, for shorter hours due to institutional emergencies or entry and/or exit of workers necessitated by normal institution routines. Potential delays and disruptions were considered when establishing the period of performance for this contract.

SUBMITTED BY PENNS CONTRACTING:

54. Will the contractor be required to have a temporary office at the project site at a location specified by the owner?

Clarification: Job site trailer is optional at contractors’ discretion as specified in section 01 50 00

55. There was mention made in the pre-bid meeting to accommodate 15 minutes for entry and exit procedures. Is this accurate?

Clarification: This will depend on the number of contractors and equipment. entering the institution daily.

Entrance and exit procedures can range from 15-60 minutes depending on personnel, tools, equipment, and/or institution operations. Accurate tool inventories and organization are paramount to timely entrance processing.

56. Does this background check include fingerprinting and badging?

Clarification: Fingerprinting, credit checks, and badging will be required.

57. Will at any time during the project, the contractor be required to resubmit NCIC packets for already approved and working employees?

Clarification: All NCIC packets will need to be resubmitted and approved every 12 months.

58. Will credit checks be subject to approval for contractor submitted employees to be able to work on-site?

Clarification: Yes, credit checks will be required with the badging process.

59. Will the contractor be required to attend and go through training by the FBOP regarding security protocol before working on-site? If so, how long should the contractor accommodate for this?

Clarification: A four-hour training course will be required before working on-site.

60. Will certain subcontractors and vendors that are visiting the site for a short period of time (1-2 weeks) be required to submit the long background form?

Clarification: All contractor visits over four days per calendar year will need to be badged.

61. What will be the entry and exit procedure/entries for the contractor on a daily basis? There was discussion of a temporary sally port entrance that would be used and built by contractor?

Clarification: All contractors will need to clear security screening each time they enter the institution.

This includes clearing the metal detector and the possession of no prohibited items. A temporary sallyport will not used.

62. How many Fog, Rain, or inclement weather days are included in the contract?

Clarification: The established length of the contract includes these days.

63. Being the extensive time frame for this project and variables that slow the project down, can the contractor produce an order on all material for the project and receive payment? If so, will product be required to be stored on-site at an owner specified location? Will there be a location large enough to store all material for this project? (This remits any price increases during the duration of the project) Clarification: No, payment for materials stored offsite or onsite but not yet incorporated into the work is not authorized under the contract’s payment structure. See FAR 52.232-5 “Payments under Fixed-Price Construction Contracts”, incorporated by reference on page 16 of the solicitation document, specifically paragraph (b) “Progress payments”. See also FAO-0011 “Schedule of Values” located on page 10 of the solicitation document. Part II: A laydown area will be available to accommodate phases of this project not in its entirety.

64. Is there any material from the project that is being demoed that the Owner is wanting to keep/store? Any special recycling requirements?

Clarification: Refer to Specification section 01 10 00 paragraph 1.4B

65. Has all existing underline utilities and pipe routes been discovered?

Clarification: NO

66. If the contractor encounters underground utilities, and it interferes with the work to be performed, will the contractor be responsible for the relocation and startup of utilities?

Clarification: NO. Unforeseen conditions involving utilities are subject to the provisions of Specification section 01 26 00

67. Please confirm the Black Round Circles on sheet SF101 are “NEW” bollards to be installed. There is not a reference in the legend to these symbols.

Clarification: The “black circles” on sheet SF101 reference existing bolloards. For new bollard locations, refer to sheets SF103 through SF105

68. Are mockups required as detailed in Section 014000 Quality Assurance Portion J?

Change: DELETE Specification section 01 400 00 paragraph J in its entirety

69. Will the rock being removed from the dead mans land required to be sifted and cleaned before relocation?

Clarification: NO

70. Will dumpsters be allowed to remain within the facility at the discretion of the owner of location with a locked top grate?

Clarification: Yes an open top container will be permitted with a lock top grate.

71. If dumpsters are allowed to remain within the facility, once ready to remove, will the dumpster have to remain for a 24 hour period before removal?

Clarification: Open top containers will need to be locked and tagged for a 24 hour period prior to exiting the institution.

72. What are the existing manufacture/systems for the fence detection system?

Clarification: The existing system is SENSTAR Starnett II. The work of this system is by the designated manufacturer / installer

73. What is the existing access control manufacture/system in use currently?

Clarification: The existing system is SENSTAR Starnett II. The work of this system is by the designated manufacturer / installer

74. Will the previous manufacture/system associated with access control allow the awardable contractor to make integrations into the system and still uphold any warranty in place?

Clarification: No

75. Will existing cabling for Control Access be acceptable to stay in conduit locations that are not damaged or removed? Or will the contractor be responsible for removing all associated cable for the access control at gates from the gate to the operator?

Clarification: All existing cable and control systems shall be replaced. Refer to specification section 27 13

76. Will any locked tool box be allowed to be within the facility on an overnight basis locked and inventoried by the owner?

Clarification: This will be discussed at a pre-construction meeting depending on location and type of tool.

77. Are there any special motorized equipment that are not allowed within the facility compound?

Clarification: No.

78. Will excavated dirt that is removed for the install of the retaining wall be allowed to be stored in the facility at the location it is being removed? Or will it have to be removed off-site on a daily basis?

Clarification: Localized excavation can be stored in place.

Change: DELETE Specification section 31 20 00 paragraph 3.2A and 3.2B in their entirety.

REPLACE with the following:

A. Strip topsoil to whatever depth it may occur from areas to be excavated, filled or graded and stockpile at a location outside the secure perimeter as directed by the institution.

DELETE Specification section 31 20 00, paragraph 3.2B and REPLACE with the following:

B. Surplus topsoil shall be retained by the institution and shall not be used as backfill. The contractor shall stock pile surplus topsoil at a location outside the perimeter fence as directed by the institution.

79. Will excavated dirt be allowed to be used for backfill after removal?

Clarification: Yes, Clean fill from excavations is usable as backfill. Refer to specification section 31 20 00

80. Please confirm that the contractor is responsible for selecting and paying for the testing agency to perform concrete testing.

Change: DELETE Specification section 01 40 00 paragraph 1.8 QUALITY CONTROL, A. in its entirety and REPLACE with the following:

A. Contractor’s Responsibilities: Where quality control services are indicated as required by the owner or the contractor, the contractor shall be responsible for engaging a qualified testing agency to perform these services.

81. Please confirm that a testing agency for field quality control test will be required for the Structural Steel

Framing per section 051200 Section 3.4. If so, will the contractor be required to pay for these services.

Clarification: Yes, field quality control under specification section 05 12 00 and shall be the responsibility of the contractor.

82. Please confirm that the test for the Grounding Bonding System shall be performed by a professional engineer per section 260526 Section 3.3.

Clarification: Yes, grounding testing is required as specified

83. Please confirm the contractor is responsible for engaging and payment of soils testing laboratory for density testing.

Change: Yes, as specified in section 01 400 00 paragraph 1.8A as modified by amendment.

84. There will be many locations and applications that the new interior fence being installed will lap over the existing interior fence prior to its demolition. In order to successfully install the interior fence, we will have to install through the existing interior fence. What will be the acceptable factor to a daily completion to safely terminate the fences together to adhere to any safety procedures?

Clarification: As discussed at the pre-bid site visit, the existing interior fence will need to be partially demolished to allow the new fence to pass through. These fences shall be temporarily closed in a manner acceptable to the institution for the length of time required.

85. Being the involvement of a third-party architecture firm, whom will be the deciding inspecting party, provide punch list/inspections, approve payments and other contractual items?

Clarification: The FBOP Contracting officer is the authority having jurisdiction and shall designate tasks as appropriate to others including the architect.

86. The sallyport is a item of concern given the amount of deliveries the facility receives and the amount of work that is to be performed in that area. Will the owner be open to installing a wider gate than the 14’ specified? A 22’ gate would allow to split the work into 2 phases while allowing deliveries to come through. There still would be a small delay during some of the construction phases, although this would remit the delays significantly.

Clarification: No specifications are 14’gates

87. Would the owner be willing to installing a temporary entrance at a different location to accept deliveries while work is being performed at the sally port.

Clarification: The security requirement of the rear gate is to be maintained.

88. There was reference made to a trench drain being installed in the sally port area, is that accurate?

Clarification: There is no trench drain shown in the contract documents, none is currently required within the contract

89. If a wider gate is not acceptable to the owner as a sallyport solution for work being commenced, what is the Owner’s recommendation or plan due to the work being performed at the sally gate entrance? Will the contractor only have a certain amount of time the sally port entrance can be closed for deliveries?

Clarification: The Rear Gate can be closed one to two prescheduled days at a time.

90. Will water be accessible around the project site for the contractor or should the contractor assume to have temporary water available?

Clarification: There are exterior hose bibs at various locations around the institution.

91. Per section 281643 1.4 Quality Assurance, it details that the Division 28 Contractor shall secure the services of a Detection System Field Advisor and Control System Field Advisor. Is this in reference to the personnel the contractor has for the installation or is the contractor required to source manufacture representees for these positions as notated?

Clarification: The Field advisor should be a SENSTAR product authorized manufacturer representative

92. Section 323213 Gates 2.5 states a price for Alternate Bid locking mechanism. How will the contractor provide this pricing?

Change: No alternate electromagnetic locking mechanisms shall be entertained at this time.

DELETE Specification section 32 31 13.53 paragraph 2.5 A.2.d in its entirety.

93. Per section 329200 3.7 Maintenance, the contractor is responsible for the maintenance of seeded work.

Please confirm the owner will not adhere to the maintenance instructions. In previous projects with the FBOP, the owner handled the continued maintenance such a cutting the grass and miscellaneous duties due to the unique nature of the facility.

Clarification: The maintenance of graded and seeded areas for approximately 30 days is required. If the FBOP chooses to waive this requirement during the course of the work, a contract modification shall be utilized.

94. Is the contractor required to provide the wed-based project software, Newforma, as detailed in 1.6 Digital Project Management Procedure in 013100?

Clarification: Yes – as specified

95. Is the contractor required to engage in a Land Surveyor as detailed in 017300 3.3 Construction Layout?

Clarification: Yes – as specified

96. There is a conduit mounted to the interior of the interior fence. Is the conduit being repurposed? What does this conduit serve?

Clarification: The conduit that is around the existing fence is not needed and does not need to be replaced.

97. Are there any cameras mounted to the existing fence or will be encounter during the construction phase?

If so, will the contractor be responsible for the removal and installation of these cameras?

Clarification: No.

98. How many escorts will the contractor be given and how many contractors can be within the supervision of each escort? Will the contractor be able to work at different locations with separate crews?

Clarification: Three escorts will be scheduled daily. More can be scheduled dependent upon need.

SUBMITTED BY PROMAX FENCE SYSTEMS:

99. How is the sallyport reconstruction being handled? Will a temporary one need to be built?

Clarification: The vehicle sallyport will need to be demolished and rebuilt in phases acceptable to the Institution, including shut down periods. There is no temporary sallyport planned

100. Specification says existing posts can be cutoff 6” below grade. Is this acceptable?

Clarification: The Existing fence posts can be cut off or pulled and cleaned as indicated at the contractor’s option.

Concrete can be removed and disposed of offsite by the contractor at their discretion.

101. What, if any, razor wire is being reused?

Clarification: No Razor wire is being re-used. Existing material shall be removed and stored on site as indicated in specification section 01 10 00

102. Where can storage containers for materials be kept outside of fence?

Clarification: In a location as directed by the institution outside the perimeter fence

103. Is the intention to install new fence then demolition of existing once new is erected?

Clarification: That is the general intent for the interior fence. Phasing and scheduling of fence demolition and installation is a requirement of the contractor within the time frames provided

104. Please confirm, all chain link mesh to be 2” 9ga Aluminized.

Clarification: Refer to Specification section 32 31 13.53 paragraph 2.1A

105. Please define daily security measures needed for crews to enter and exit facility Clarification: All contractors must clear the metal detector and possess no prohibited items prior to entering the institution. Vehicles and equipment will be searched prior to entering and exiting. All tools will be inventoried and accounted for when entering and exiting.

106. Are soils testing report available for earth disposal permits?

Clarification: All excess soil shall be wasted on site at the direction of the Institution. No off site disposal is required.

107. Is a geotechnical report available? Since excavations are unclassified, and no report available should we assume worst case scenario?

Clarification: All excavation and earthwork is unclassified

SUBMITTED BY SENSTAR:

108. Will the Senstar FiberPatrol and accompanying parts be procured by the FBOP directly, or should the bidders include that price within their bids?

Clarification: The FBOP is purchasing the perimeter detection system and accompanying parts. Each bidder should include the installation price within their individual bid

109. Will the contractor bidding the project install the Senstar FiberPatrol and accompanying parts or will the FBOP facility install them?

Clarification: The SENSTAR system is essentially a sole source item, including its installation and quality control. The contractor shall include SENSTAR as a sub-contractor for furnishing and installing the system as well as the required supervision. The FBOP facility will not be installing on this project.

111. SF 601The perimeter fence grounding detail shows no connections to main building grounding system.

SF603 detail 4 mentions at least one connection of this nature. Does the fence grounding system need to connect to the main building ground system? If yes, please provide diagram of the occurrences of these connections.

Clarification: The grounding / bonding needs to occur in just one instance, at or near the Administration building where the fence goes over the roof. Refer to Specification section 28 0526, paragraph 1.3.5

112. Please provide existing system as built for the perimeter detection SenStar system.

Clarification: This is not available

113. The specifications indicate the perimeter detection system is supplied by the government and installed by the contractor. Please provide complete scope of work for perimeter detection system with proposed routing devices boxes, splice locations and head end equipment. Include any shop drawings.

Clarification: SENSTAR is the sole source provider of this system. They will be responsible for the system in its entirety.

114. Please advise the thickness of the existing stone path between the perimeter fences.

Clarification: The average depth is 4 inches. However, the excavation of such is unclassified and no additional payment shall be made for greater, or lessor depth

115. Please provide phasing plan for the in-place sally port construction.

Clarification: This is a selected contractor responsibility in concert with the instituion.

116. It appears construction on the Sally Port prohibits it from being open and functional at the same time.

Would a temporary manual Sally Port be acceptable? If so, please provide details.

Clarification: There is no plan for a change to the contract documents as shown, scheduling and phasing of the work at the sallyport is to be coordinated with the institution

117. Please provide the thickness and width of existing sidewalk concrete around perimeter.

Clarification: The thick ness is approximately 4 inches, the width is approximately 48 inches

118. There is conflicting information about the removal of existing fence post. Is it complete removal or cut off at grade?

Clarification: The Existing fence posts can be cut off or pulled and cleaned as indicated at the contractor’s

119. Please verify the quantity of steel structures on detail SF502 detail 6.

120. Please advise if the existing 1” and 2” conduit on the interior fence should be disposed of or turned over to the BOP.

122. Please provide the photos that were taken during the site visit.

123. Security Sequence of Events:

Please provide the required sequence of events for performing work near or within the secure perimeter, including entry/exit procedures, escort requirements, and tool/material control protocols.

Clarification: No tools or equipment are to be left unattended; tools are to be on person or in a secure toolbox. Contractors must be escorted by institution staff. Personnel will enter and exit through the rear gate or front entrance and be screened through metal detector. Tools and equipment will be inventoried.

These inventories are updated daily and will be checked in and out. All vehicles will be thoroughly searched.

124. Fence Removal Limitations:

What is the maximum length or number of fence panels that may be removed at one time?

Clarification: As determined by the contractor

125. Fence Down Duration / Security Requirements:

How long can a section of fence remain open or removed? If fencing cannot be reinstalled on the same day, what type of temporary security measures (e.g., guards, temporary fencing, barriers) will be required?

Clarification: The perimeter fence must be secured at the end of each work day by a physical means acceptable to the institution.
