FAO-0010 Assignment of Contract Administration Office and Functions
Pursuant to FAR 42.201 and 42.202, the assigned Contract Administration Office is listed in Block 26 of the Standard Form 1442 Back. This assignment carries with it the authority to perform all of the contract administration functions listed in FAR 42.302(a) and 42.302(b) to the extent that those functions apply to the contract.
The Contract Administration Office is required, however, to obtain written authorization from the Procuring Contracting Officer (PCO) to perform any function listed under 42.302(b). Specifically, the Administrative Contracting Officer (ACO) is required to obtain written authorization to perform the below referenced functions FOR CONSTRUCTION CONTRACT
AWARDS:
(1) Negotiate or negotiate and execute supplemental agreements incorporating contractor proposals resulting from change orders issued under the Changes clause. Before completing negotiations, coordinate any delivery schedule change with the contracting office.
(2) Negotiate prices and execute priced exhibits for unpriced orders issued by the contracting officer under basic ordering agreements.
(3) Negotiate or negotiate and execute supplemental agreements changing contract delivery schedules.
(4) Complete Contractor Performance Assessment Report System (CPARS) evaluations of contractor performance in accordance with FAR Subpart 42.15.
Should any other function under FAR Subpart 42.15 not listed above be required, the ACO is required to contact the PCO for authority.

I. INTRODUCTIONS:
Round table introduction of all attendees.
II. PURPOSE OF MEETING:
Indicate the purpose of this meeting is to familiarize the contractor with the unique circumstances and requirements surrounding a correctional setting. This meeting is also to explain the solicitation, as issued, and not to furnish additional information.
State - nothing said here shall be interpreted as a change to the solicitation without the issuance of a formal amendment through the FAO Contracting Officer, Alex Jackson.

VII. GENERAL TOPICS:
The following submission/completion items will be addressed:
1. From the solicitation, each bidder SHALL complete and submit the following forms, clauses, and statements with his/her bid. Failure to do so may cause your bid to be considered non-responsive:
• BID SUBMISSION COVER PAGE: Please include Name of Company, UEI number, and Bid Bond mail (FedEx, UPS, USPS) tracking number.
• STANDARD FORM 1442 Pages 1, 2, 4, and 48 through 58: Please include UEI number and Tax ID# and e-mail address were indicated in block 10 and complete blocks 14-20c. If your company has a “doing business as” name reflected in you SAM registration, include this name as well in Block 14. Ensure the address typed in block 14 matches the address in your SAM registration.
• PAST PERFORMANCE SUBMISSION: Please ensure the cover letter is reviewed and complied with its entirety. References and banking submissions must be submitted in advance to the bid opening directly to a4jackson@bop.gov via email. CPARS entries are also acceptable.
• COMMODITY OR SERVICES SCHEDULE (PAGE 4): Complete the Unit Price (JB = job) and Amount blocks (these amounts will be the same). Note: The amounts listed in this section should be the same as the amount listed in block 17 of SF-1442.
• BID GUARANTEE: See Page 5 of the solicitation. A bid bond must be submitted in original (ink signatures) with your solicitation. The penal sum of the bond must be at least 20% of the bid price, not to exceed $3 million, whichever is less. A blank bid bond was included in the solicitation. • REPRESENTATIONS AND CERTIFICATIONS: All contractors submitting a bid must be registered in the System for Award Management (SAM) at www.sam.gov with the North American Industry Classification Standard code (NAICS) 238390 which is applicable to this acquisition.
• FAR PROVISION 52.204-8: NOTE: Pursuant to section (b)(1) of this provision, provision
52.204-7 is included in this solicitation. Therefore, bidders should not mark either of the two options under section (b)(2). Leave these options unmarked.

2. Other general items to be addressed:
• DAVIS BACON ACT: This contract is not subject to the Davis Bacon Act. Wage Decision is applicable for this area. All applicable workers must be paid according to the terms of the wage decision.

• LICENSING AND PERMITS: All required licensing and permits are required to be obtained by the contractor who receives the contract award.
• MAGNITUDE: The magnitude of the project is between $250,000 and $500,000.00
• WORK HOURS: Work hours within the secure perimeter shall be between 6:30 am to 3:00 P.M.
Monday through Friday excluding weekends and federal holidays.
• COR: The Contracting Officer’s Representative (COR) is E. Rodriguez-Saez, Engineering Technician at MDC Guaynabo
• PERIOD OF PERFORMANCE: The completion period is 365 calendar days after issuance of notice to proceed.
• TIME EXTENSIONS: Time extensions for inclement weather will not be granted unless the weather is unusually severe and abnormal in comparison to prior years.
• LIQUIDATED DAMAGES: Liquidated damages for this project are in the amount of $837.65 per calendar day of delay after scheduled completion.
• PRE-CONSTRUCTION CONFERENCE: A Pre-Construction conference is required after the contract is awarded and will be scheduled accordingly.
• PROGRESS SCHEDULE: A copy of the progress schedule is to be provided to the Contracting
Officer and COR as soon as possible. Each time the progress schedule is changed, it must be provided to both the Contracting Officer and COR. It is suggested that an updated document be provided by the Prime Contractor at the mandatory monthly progress meeting.
• PROGRESS MEETINGS: Progress meetings are mandatory and will be scheduled monthly.
• PAYMENT REQUESTS: Application for payments are to be submitted on AIA G702(Continuation) or the contractors own form as long as the information is similar to the G702.

• QUESTIONS: Oral questions asked at Site Visit of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. All questions shall be sent in WORD FORMAT to Alex Jackson, FAO Contracting Officer, via email at a4jackson@bop.gov. In order to provide sufficient response time prior to the bid due date, the Government has establishing that questions be submitted no later than Friday, June 20, 2025 @ 11:00 A.M. (MST).
• ACCESS TO SITE/PARKING OF VEHICLES: Parking will be provided for employee vehicles and contractor work vehicles in the visitors parking area for the duration of the contract.

• STORAGE OF MATERIALS: The staging and the material storage area will be coordinated with the COR. The inventory will be verified when entering and exiting the facility each day.
The contractor is responsible for site security and storage of all construction materials, equipment, and tools.
• CONTRACTOR TEMPORARY OFFICE: No temporary office space will be provided.
• INSPECTIONS: "Punch List" items generated by inspections will be corrected and discrepancy items re-inspected and approved before contract closure takes place. Should any work be covered without proper notification, the contractor shall uncover that work for inspection at his own expense.

3. SAFETY POINTS:
Orientation for Submission of Safety Documents at MDC Guaynabo
The approval of safety protocols for a project at MDC Guaynabo requires the submission of specific safety-related documents to the Safety Administrator. Below is a structured outline of the required documentation and its purpose.
1. OSHA 30-Hour General Industry Certification The OSHA 30-Hour General Industry Certification is aligned with standards under OSHA 29 CFR 1910, covering workplace hazards, emergency response procedures, and general health and safety requirements applicable to non-construction environments. This certification provides workers and supervisors with essential knowledge to maintain a safe work environment, identify hazards, and implement risk mitigation strategies.
MDC Guaynabo requires this certification for the Safety Specialist or Site Project Manager to ensure that the designated personnel overseeing safety measures have the necessary expertise to enforce compliance with OSHA regulations and project-specific safety protocols.
2. Job Hazard Analysis (JHA)
A Job Hazard Analysis (JHA) must be provided for each task to be performed. The purpose of a JHA is to:
• Identify workplace hazards associated with each specific task.
• Assess risks and determine safety measures to mitigate potential dangers.
• Establish proper protocols for handling hazardous conditions to protect employees.
3. Respirator Use Documentation
If the task requires the use of respirators, the following must be submitted:

Respiratory Clearance: Documentation verifying that each worker required to wear a respirator has undergone a medical evaluation in compliance with OSHA Standard 29 CFR 1910.134.
Fit Test Results: A fit test specific to the type of respirator being used must be conducted to ensure a proper seal and functionality.
4. Elevated Platform Certification
If the work involves the use of an elevated platform, proof of certification must be provided according to OSHA Standard 29 CFR 1926 Subpart L. This ensures that workers have received the proper training to safely operate elevated work platforms.
5. Scaffolding Requirements
If scaffolding is required:
• A certified specialist must conduct the installation.
• A Job Hazard Analysis (JHA) specific to scaffolding work must be provided to ensure risk assessment and mitigation measures.
6. Incident and Accident Reporting In case of an accident or incident:
The Project Manager is responsible for notifying OSHA according to reporting timeframes:
• Fatalities must be reported within 8 hours.
• Hospitalizations, amputations, or loss of an eye must be reported within 24 hours.
• The Project Manager is responsible for assisting the injured worker and maintaining all incident records.
7. Supervision and Violations The Safety Department of MDC Guaynabo reserves the right to supervise labor at any time. If a contractor violates safety regulations and endangers the security of staff, inmates, or the facility, the Safety Administrator will issue a violation memo to the Contracting Officer for official recording. The Safety Administrator also holds the authority to suspend operations if a life-threatening situation or major safety violation occurs.
8. Safety Data Sheets (SDS) and Chemical Disposal
SDS information must be provided for all chemicals and products used. SDS must always be available at the job site.
A clear explanation of product disposal methods must be documented.
MDC Guaynabo is not responsible for the disposal of any materials—hazardous or non-hazardous.

9. Hazardous Material Regulations If hazardous materials are used, a Job Hazard Analysis (JHA) must be provided.
Proper training records must be submitted for all contractors handling hazardous materials to ensure compliance with OSHA regulations and workplace safety protocols.
Storage of hazardous materials on MDC Guaynabo premises is strictly prohibited.
Contractors must remove hazardous substances daily from the premises.
All required documentation must be submitted promptly and in compliance with OSHA regulations. Failure to meet safety requirements may result in project delays or suspension.
LIEUTENANT RICARDO ALBINO:
4. SECURITY
• ADVERSE WEATHER: Whenever adverse weather conditions or other institution emergency contingencies are in effect, contract workers will not be permitted passage into the secure institution. Should emergency conditions be implemented while contract workers are inside the secure perimeter, they will be required to secure their tools, remove vehicles and equipment, and leave the institution grounds until the emergency situation has been resolved.
Depending upon the nature of the emergency, this normally will not affect any construction outside of the secure perimeter. The contractor is reminded that fog days will be treated like rainy days. The performance period of 365 days will allow adequate time to complete the job, and no consideration will be allowed for normal rainy days and normal fog days. The normal rain, snow or fog days will be based on the average over the last ten (10) years for the local community.
• SECURITY CLEARANCES: Contract workers are subject to security investigative procedures.

• EMPLOYEE IDENTIFICATION: Contractor personnel working on project sites must bring valid photo identification to the institution each day. The identification will be surrendered upon entry and returned upon exit from institution property.
• TOOL ACCOUNTABILITY: Strict accountability and control of all contractor tools and hazardous materials must be maintained at all times. All contractor tools to be used inside the secure perimeter must be inventoried and accounted for at the conclusion of the workday Contractor tools may not be stored on-site overnight. The contractor should provide enough time at the conclusion of the workday for the return and accounting of all tools issued during the workday. Lost or missing tools must be reported to the COR and the Captain immediately.

• ILLEGAL ITEMS ON FEDERAL PROPERTY: Firearms, ammunition, knives, other weapons, drugs, narcotics, and alcoholic beverages are not permitted inside/outside the secure perimeter or anywhere else on Federal property at any time. This includes the private vehicles of contract workers. Violators will be subject to criminal prosecution. All people, vehicles, and equipment are subject to search by institution authorities at any time.
• NO CONTACT WITH INMATES: Contract workers are not to have any contact with inmates at any time. No photographs may be taken of inmates. Finally, fraternizing with inmates is strictly prohibited.
• CONTRACTOR EMPLOYEE WORK DRESS: Appropriate clothing must be worn at all times at the site. No shorts or sleeveless shirts, military pants, cargo pants, are allowed. Green, orange, or khaki‐colored clothing is not allowed, as inmates wear these colors.
• PHOTOGRAPHS: The institution’s Facilities Department maintains a digital camera that will be utilized by FBOP staff to document the project work. The Contractor may request copies of these photos and may request that photos be taken for specific conditions. Cellular telephones equipped with photographic capabilities are prohibited on the project construction sites.

1. This project, as we were told on the site visit, is only for the supply and installation of doors. Most of the doors are attached to the frames of windows frames. Are we going to repair window frames?
CLARIFICATION: As per the SOW this project is for the removal, supply and installation of new exterior doors and frames. Windows and window frames are not part of the SOW.
2. In the eventuality that a door can’t be finished in a day’s work, what kind of security are we going to leave in place until the job is completed? Do we have to close the area with a secure provisional barrier to ensure the security of personnel in the area? What kind of construction do you will be soliciting?
CLARIFICATION: The MDC Guaynabo Captain will decide the requirements to maintain the security of the institution while the work is performed. The Captain will attend the first project kick-off meeting and will address all security concerns at that time. In addition, the procedures for time requirements for notifications of days when the normal security of the Institution will be affected will also be discussed in the meeting. The contractor can use the RFI format for any security issues that come up during construction if they were not previously covered.
3. What will be the thickness of the glass and specifications?
CLARIFICATION: As per FBOP Technical Design Guidelines, Section 08801- Security Glazing Levels 1, 2 and 3 doors, SG-3: Forced-Entry Resistance: WMFL Level II, 60 minutes. Laminated float glass and polycarbonate sheet, with glass on both outer surfaces (glass-clad polycarbonate); minimum nominal thickness shall be 25 mm (1").
Level 4, SG-6: HPW Forced Entry Level-1. Laminated float glass and polycarbonate sheet, with glass on both outer surfaces (glass-clad polycarbonate); minimum nominal thickness shall be 14 mm (9/16“).
4. What is the model and specification of the keyed deadlock for all doors?
CLARIFICATION: Southern Folger/Southern Steel 1080A deadlock.
5. Please clarify what (ga) of door thickness we will be using?
CLARIFICATION: Information located in SOW page 9, Doors & Frames Index table
(HS1 & HS2)
6. P. 3 of the SOW reads that all debris, scrap and rubbish be removed from the work area daily and that all debris and waste materials must be removed from the job site upon conclusion and acceptance of the project. Is the contractor permitted to utilize a dumpster during the project and remove all waste as needed and removed upon completion of the project, or will all waste need to be removed from the job site daily?
CLARIFICATION: The debris must be removed daily from the work area inside the building; however, if the contractor wants to bring a dumpster to the site, then this request must be made during the first project kick-off meeting so that a location within the grounds area can be identified.
Procedures for daily debris removal, dumpster access, etc. will be covered in the first project kick-off meeting.
7. Can the contractor use the elevator to transport the doors to all locations not on ground level? The statement of work indicates the weight of the doors to be 300lbs. Is there a limit to the number of people allowed in the elevator? Are there weight limit restrictions for the elevator?
CLARIFICATION: Cargo elevators with the capacity of 6,000 pounds are available up to level 4, however, from level 4 to the roof there are only stairs. Contractor can raise this question during the first project kick-off meeting or submit an RFI to request approval to bring any lift or equipment to help bring the doors to the roof.
8. If use to an elevator is restricted, can the contractor use a lift to transport the doors will they need to be transported using the stairs or can a lift be used?
CLARIFICATION: See answer to question #2.
9. Can you please confirm that there are no additional drawings for the doors and frames that have not been posted to SAM? If so, will access be granted to the additional drawings.
CLARIFICATION: No additional drawings are available.
10. The SOW details 18 doors and frames that require removal/replacement. Please confirm the locations of the existing doors.
CLARIFICATION: Level 1 doors (3 doors), 1-Unit 1A, 1-Unit 1B, 1-Unit 1C Level 2 doors (3 doors), 1-Unit 2A, 1-Unit 2B, 1-Unit 2C Level 3 doors (3 doors), 1-Unit 3A, 1-Unit 3B, 1-Unit 3C (Food Pass Thru)
Level 4 doors (6 doors), 2-Unit 4A, 2-Unit 4B, 2-Unit 4C Roof Level (3 doors), 1-A side, 1-B side, 1-C side.
11. Can you please confirm the number of doors on each level?
CLARIFICATION: See answer to question #5.
12. How far away is the staging area from the contractor’s access point to the property?
CLARIFICATION: Staging area is to be decided During the first project kick-off meeting. A mapping tool such as Google Maps can be utilized to visualize the property.
13. How far away is the delivery area from the access point to the property? Is there a loading dock available for the doors and other heavy-duty materials?
Clarification: There is a delivery dock in the Warehouse area. The warehouse is next to the main entrance of the property. See answer to #7 regarding mapping.
14. Glazing sill detail states to see glass specs, can these specifications be provided?
CLARIFICATION: See answer to question #3 from Eleven Bravo Group.
15. Details on the 1080A deadlocks from Southern Folger/Southern Steel are provided. Additional hardware to secure the doors will be necessary. Can the additional required hardware specifications be provided?
CLARIFICATION: Additional hardware to be stainless steel and include tamper resistant fasteners. More specific hardware questions may be submitted as RFIs. Note: all hardware to be submitted to COR for review prior to purchase, delivery or install.
16. Page 11 of the SOW has a note next to Type HS1 Frames and doors, but it is not clear. Can you confirm the gauge of both the frames and doors for
HS1?
CLARIFICATION: HS1 Frames-10 GA, Doors-12 GA.
17. Do the doors/frames need to be made by and purchased from a sole manufacturer? If so, can this information be provided?
CLARIFICATION: No, however, all products must be submitted for approval prior to purchase, delivery, or installation.
18. The SOW 4.3 requires the contractor to be responsible to install and secure the door frames to the existing concrete or building material. Is there a specific type of concrete that must be used for areas requiring repair?
CLARIFICATION: 6000 psi concrete, minimum.
19. Are there electrical components connected to the doors for alarms, remote opening, etc.?
CLARIFICATION: No.
20. Is there an alarm system connected to the doors and if so, who is responsible for the connections/testing?
CLARIFICATION: No.
21. The door schedules provided only show a total of 9 doors. Can you please provide the schedule for all 18?
CLARIFICATION: SOW Page 7, Level 1, 2 & 3 (9 doors), SOW Page 8, Level 4 (6 doors), Roof level are custom-made, there is no schedule information available.
22. Page 9 of the SOW has a note that stated there are door revisions; do these documents reflect the revisions?
CLARIFICATION: The note on page 9 of the SOW refers to a previous version of these original construction drawings. It is not intended as a reference for this project or these current drawings.
23. Can the government provide a list of the site visit attendees?
CLARIFICATION: A copy of the sign in sheet will be uploaded in SAM.gov for your reference.
