Replace Chillers and Cooling System at FCC Tucson

Submitted by: McKenzie Construction (44 questions)

1. On Sheet E-300, the plans call for a new 1000a breaker in the existing Switchgear ‘MSGUP’. Can you provide pictures of the switchgear, its nameplate, & amp; pictures of the labels on the existing breakers in the switchgear?

All photos will be issued via amendment. Unfortunately, there is no nameplate for the breaker section. The only nameplate is that of the transformer section.

2. This 1000a breaker may not be available “New”. Will a Re-furbished breaker be acceptable?

This is a GE AKD-10 switchgear with GE Wavepro breakers. Although GE Wavepro breakers are not being manufactured anymore, ABB has a retrofit breaker (EMAX 2) which is designed to retrofill the legacy circuit breakers. Refurbished units will not be accepted.

3. Can you provide pictures of ‘MCC-2’, its nameplate, & the labels on the 2 existing 80a breakers to be replaced?

BOP to provide additional pictures. The existing 80A breakers are per the available record drawings. They are assumed to be the breakers in compartment CT1-Fan and CT2-Fan in the motor control center.

4. Clarify requirements for connection to Regional Mobile Chiller.

The 8” stubouts for the connection to the Regional Mobile Chiller are shown on 1/M400. If a chiller is out of service, the BOP can bring in their Regional Mobile Chiller and quickly connect to the CHW system.

5. Confirm if chilled water pump replacement is needed.

New pumps are not a part of this project.

6. Detail on structural support design for new chillers.

See detail 5/S3.01.

7. Confirm Electrical load capacity of new tap box.

1000A, 480V, 3-phase.

8. Confirmation of lead-based paint abatement protocol.

Please refer to the final drawings sheet G-002- General Project notes “Existing Hazardous Materials”.

9. Identify location and limits of lead paint to be stabilized or abated.

Please refer to the final drawings sheet G-002- General Project notes “Existing Hazardous Materials”. Contractors shall locate and identify and abate all hazardous materials in the areas affected by this construction, based on core sample tests and field observation.

10. Clarify the expected coordination procedure during outages.

SECTION 01 10 00 1.9 Work Restrictions. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner unless permitted under the following conditions:

1. Notify Owner not less than seven days in advance of proposed utility interruptions.

2. Obtain Owner’s written permission before proceeding with utility interruptions.

11. Is there a specific chiller manufacturer requirement?

Carrier was the basis of design.

12. Please provide the requirements for SCADA/BMS integration with new chillers.

See the requirements on sheet M-500 and Specifications 23 09 23. The contractor is responsible for providing and installing an all new DDC system to control the new chillers, cooling towers and all associated equipment shown in the contract documents. The new DDC system shall be fully integrated with the existing Building Management System (BMS). Provide upgrades to the existing BMS as required for a fully functioning and compatible DDC system.

13. Provide specifications for seismic anchoring of chillers.

See keynote 11 on M-300.

14. Clarify temporary chiller connection piping insulation requirements.

See the response to question #8.

15. Detail grounding requirements for new electrical systems.

Contractor is responsible for providing a fully grounded system in strict compliance with NEC requirements. Specification 26 05 26 provides grounding requirements.

16. Confirm access and clearance dimensions for new cooling tower maintenance.

Sheet M-300 shows the distance between the building and the new cooling towers. There are no other obstructions in the vicinity of the new cooling towers.

17. Verify if fire alarm modifications are required due to equipment relocation.

To our knowledge, there would be no change to the fire suppression or detection requirements.

18. Specify testing requirements for chilled water system post-installation.

See Specification 23 05 93 for TAB scope.

19. Clarify requirements for SCADA data points for new chillers.

See the response to question #12.

20. Can the contractor use temporary power from existing facilities for high-load equipment (e.g., welding, pumps), or should separate metering be installed?

SECTION 01 50 00 Temporary Facilities and Controls. Electric Power Service from Existing System: Electric power from FBOP’s existing system is available for use without metering and without payment of use charges.

21. Can the Government confirm if any existing utilities encountered during demolition are to be capped, rerouted, or removed entirely beyond what is shown on drawings?

SECTION 02 41 00 Demolition. Remove existing utilities as indicated or uncovered by work and terminate in a manner conforming to the nationally recognized code covering the specific utility and approved by the COR. When Utility lines are encountered that are not indicated on the drawings, the COR shall be notified prior to further work in that area.

22. Are there any required compressive strength break test intervals beyond standard 7-day and 28-day tests that should be anticipated for approval or pay purposes?

No additional concrete compressive tests are required.

23. If factory-mixed concrete is delivered but not poured within ASTM C94 timelines, will the batch be rejected on-site, or can slump testing determine its usability?

The concrete should be rejected if not placed within the time limits noted in CIP Concrete specification 03 30 00 in compliance with ASTM C94. Slump testing to extend placement duration is discouraged and not acceptable for the project.

24. Is welding of structural steel on-site subject to third-party inspection, or will the Government provide this oversight?

All testing and special inspections required for the project should be provided by certified Testing and Inspection Agency.

25. Can the Government confirm if any firestop systems are required to carry UL system ratings for each penetrant type or if a generic detail is acceptable for non-rated assemblies?

SECTION 07 84 00 Firestopping. The Government confirms firestop systems are required to carry

UL or equivalent approved ratings for each penetrant type.

26. Can clarification be provided on what components or devices must be tied into the building management system (BMS) and whether existing BMS infrastructure is sufficient to receive new inputs?

See the response to question #12.

27. For equipment requiring vibration isolation, can the Government provide acceptable vibration limits or performance criteria?

We would like vibration isolators, preferably Mason Neoprene waffle pads under chiller supports.

28. Section 26 05 73, For overcurrent coordination studies (Section 26 05 73), will the Government accept contractor-certified arc flash settings if a licensed PE has not yet submitted the final study?

Per Spec 26 05 73, 1.3 (b) the arc flash and coordination study shall be done by a licensed electrical engineer, so our preference is a PE versus a certified contractor.

29. Section 26 05 11, Are aluminum conductors prohibited project-wide, or just for feeders and critical branch circuits? Please confirm this applies to signal and control wiring as well.

Per specification 26 05 11 Section 2.1 B all conductors shall be copper. This includes the signal and control wirings. No aluminum conductors.

30. Section 26 05 11, Who is responsible for witnessing factory tests of electrical gear if the

Government elects to observe? Will the Government pay travel costs for its personnel?

SECTION 26 05 11 Requirements for Electrical Installations, the government shall have the option of witnessing factory tests. The Construction Officer Representative will be the point of contact for witnessing tests. The government will not incur additional costs related to testing.

31. Section 26 05 41, For coordination drawings, can existing utilities be assumed accurate per as-builts, or should the contractor include exploratory potholing in base bid?

No, existing utilities shall NOT be assumed accurate per as-builts. The contractor shall include all necessary exploratory measures including potholing, xray scans and other means as necessary to confirm exact location of existing utilities. Further contractor shall re-route and make adjustments to accommodate any existing piping, conduit, cabling or other equipment.

32. Is a pre-test and balance required for existing equipment?

Yes, See Specification 23 05 93 paragraph 3.2.

33. Confirm if commissioning of the mechanical equipment is required post-installation. If yes, is this the contractor’s responsibility of the Government? The specifications do not list any commissioning requirements, so if this is a requirement provide direction and detailed directions.

A Commissioning specification has been attached via amendment.

34. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

SECTION 01 31 00 Project Management and Coordination, the Project Superintendent, Quality Assurance Supervisor and Site Safety and Health Officer/Safety Manager cannot be dually held by any individual at any time during this project.

35. Confirm any phasing requirements.

See solicitation- 52.225-9 Buy American-Construction Material.

36. Are there any temporary heating/cooling requirements?

Yes. See general note #23 on sheet M-100 and general note #3 on sheet M-200.

37. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Contractor shall provide bid based on the government’s current period of performance.

38. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

The FBOP does not have soil boring reports.

39. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

Please refer to the final drawings sheet G-002- General Project notes “Existing Hazardous Materials”. Contractors shall locate and identify and abate all hazardous materials in the areas affected by this construction, based on core sample tests and field observation.

40. Please provide the contact information for the building controls contractor.

The point of contact for all aspects of the project will be the Construction Officer Representative.

44. Is this project tax exempt?

Per solicitation, page 4, the successful contractor shall be responsible for all applicable federal, state, and local taxes. No tax exemption certification will be issued by the Federal Bureau of Prisons.

45. The “summary of work” language regarding controls in the Specification and Drawings describe the new equipment as “connecting to the existing building management system”. However, the control specification and controls drawing describe a full front-end upgrade along with new DCC devices and integration. Please confirm this project does require a full controls system upgrade with new devices, front end and graphics.

See general control notes on sheet M-500. The intent is to update the existing BMS with the new equipment in this project.

46. The summary of work mentions a “regional mobile chiller” in the event of chiller failure. Please confirm this is a unit provided by BOP and that the contractor will not be responsible for temporary cooling equipment.

The “Regional Mobile Chiller” is the property of the BOP and not part of this contract.

48. Regarding the phasing plan on structural sheet S 2.01 for equipment pad demolition and installation, we have not identified a mechanical phasing plan. Please clarify the intent of the structural phasing. Additionally, would simultaneous demolition of all three existing pads and installation of all three new pads be acceptable?

Structural sheet S2.01 does not depict a phasing plan; the work is depicted as a single construction phase. Any proposed phasing must be submitted and approved by the Design Team and Government. See Demolition and Phasing Notes on M-200.

49. Please clarify the heigh of the concrete pier in Detail #6, sheet S3.01

See plan S2.01 for top of steel elevation. Top of pier is measured relative to this. Detail 6/S3.01 maximum thickness of grout for leveling nuts is 1-1/2”.

50. What is the brand & type of the gear to know what breaker/bucket we need for the new 1000A circuit breaker for the feed?

GE AKD-10. See answer to item #2.

51. What is the brand & type of buckets needed for the MCC to replace the 80A breakers with 70A for the Cooling tower fans?

This is a GE 8000 Line Motor Control center.

52. Will the new cooling tower have basin heaters? Basin heaters are mentioned on sheet M-500 but we don’t see any electrical circuit for heaters at the cooling towers.

Each cooling tower is to include a basin heater with stainless steel elements and be prewired by the factory as a single point of power connection. In addition, the cooling tower shall come with a fan motor space heater, 120V, 2A which shall be wired by the contractor as a separate circuit.

53. Will the new cooling tower have one or more spray pumps?

The specified cooling towers do not have spray pumps but rather they rely on the pressure from the condenser water supply.

54. Are the existing emergency shutdown switches to be replaced, reused or removed?

New, per notes on M-500.

55. Is the existing emergency exhaust fan ventilation switch to be replaced, reused or removed?

New, per notes on M-500.

56. Are the current locations for the chiller shutdown and exhaust fan ventilation switch, correct?

Existing locations should be field verified by the contractor.

57. Are the chillers being provided with Bacnet MS/TP interface?

Yes, per Specification 23 64 00 paragraph 2.1.K.11.

58. Are the existing chilled water and condenser water control valves at each chiller, to be reused or new ones provided?

Per 1/M400, the existing motorized isolation valves are to be reused.

59. Referencing Chiller Point list on sheet M-500 Are all 12 of the hardware points listed in the chiller controller points list needed for each chiller?

If not, all points are needed, please clarify which hardware points are needed for each chiller and which hardware points are just one point for the chilled water system.

Per points list on M-500, the list is typical for each of the three chillers.

60. Spec section 23 64 00 specify Trane is an approved manufacturer but the basis of design is a mag bearing machine.

There are a couple differences that we would like to point out, see below for clarifications and attached cut sheet. Please confirm if it will be acceptable.

Trane CenTraVac – CVHE050

• Trane to provide a low pressure, direct drive centrifugal water-cooled chiller

• Powered for 460v/60hz/3ph

• Total capacity: 445 tons

• 3-stage compressor with economizer

• Unit mounted VFD with 5% harmonic filter – IEEE 519 Compliant

• Factory supplied refrigerant

• Hinged evaporator and condenser barrels (both sides)

• Chiller controller with BACnet or Modbus control protocol (Selectable to match what the controls contractor needs for integration)

• Resettable Rupture Relief Device

• MCA/MOP: 402A/700A (matches scheduled electrical)

• Full load efficiency: 0.5450 kW/Ton (more efficient than scheduled efficiency)

• NPLV: 0.3506 kW/Ton (within 2% of scheduled part load efficiency)

• Chiller dimensions fit existing and the new proposed pad dimension. Trane chillers will fit as one piece through the service roll up doors west of each chiller pad. (attached cutsheet)

• Factory Trane Start-Up

• 2-year parts, labor & refrigerant warranty

The submitted chiller must meet or exceed the parameters of the basis of design chiller listed in the schedule on sheet M-101. We cannot provide a preliminary approval of any equipment at this time. See solicitation (page 47) provision 52.211-6 Brand Name or Equal.

61. Please confirm of York will be an approved equal chiller brand.

62. Regarding alternate chiller and cooling tower brands that are considered equal to those specified, please confirm if these require submission and approval during the current bid/RFI phase, or if this process occurs after project award.

If alternate brands or models are proposed, they must be submitted with your bid for review and approval. A decision will be made prior to award. See solicitation (page 47) provision 52.211-6 Brand Name or Equal.

63. Please review the attached cooling tower cut sheet and confirm if it will be an acceptable option.

64. Please confirm if there’s an equalizing line between tower basins.

Contractors shall assume that an equalizing line will be required, but this will be subject to final confirmation and installation instructions by the selected manufacturer.

65. Please provide routing and pipe size data for piping between WTS-1 and cooling tower system.

66. Please provide attachment detail for cooling tower to steel frame.

69. How long of a shutdown period is permitted, if any, for install of new quick-connect fittings for temporary chiller?

Please refer to the final drawings General Notes: 26 For utility interruptions of less than 15 minutes in duration, the contractor shall submit a request to interrupt any such services to customer, in writing, five (5) working days in advance of proposed interruption. For utility interruptions exceeding 15 minutes in duration, the contactor shall submit a request to interrupt any such services to customer, in writing, ten (10) working days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption. An interruption request may be deferred or negotiated depending on size, timing and facility scheduling.

70. What are the sizes and routing for chiller refrigerant relief vent?

Installation shall be per the chiller manufacturer’s installation instructions and as required by Code.

71. Please confirm Johnson Controls is the system for existing BMS and provide contact information.

As stated on M-500 General Control Notes, the existing BMS is manufactured by Climatec/Alerton. FCC Tucson will only release information regarding current and past contractual relationships to the project awardee and only as determined as pertinent to the scope of the awarded contract.

72. Current plans show demolition of the cooling tower. If cooling tower is demolished, all three chillers will lose heat rejection. Please advise if there’s a location where one temporary air cooled chiller can connect to building supply and take entire cooling load for the duration of equipment replacement.
